After further discussion on the possibility of forming a smaller limited
district to serve these properties, Iagal Gounsel Grosse suggested that the
property owners who are interested in developmext of their properties get to-
gether and work out a way to form a srmller district.
Legal Counsel then informed the Board that the U-8 Improvemert District has been formed and no further procedure is required. There wa.s some question as to wh.ether the legel formation procedure had been completed and, due to the
Legal Counsel's indecision as to the status of the proposed district, Director
Coe offered a motion that all proceedings for I. D. Bo. U-8 be abandoned and
the District take immediate steps for its dissolution. The motion was duly
seconded by Director Flerkle and carried manfrnously.
The Manager explahed these was no negligence on the part of the District in
notifying the property owners of this proposed district and all of the legal. requirements were properly carried out and notices were sent to the person to whom land is assessed at his address on the assessorfs rolls.
There was further discwsion OR the formation of a smaller district to serve the
Tootsie "Ert, Cantmini, Glark ad A. Kelly properties on the northern side of El Camino Real and t'ne Engineer inclicated that a line to serve these proprties
could be built for around $LfD,OOO .OO. 3.k. Frank; DeVore, representing the San
Diego Gas and Electric Coo, asked that their facilities not be included in any
future district and Everett and Virginia Robertson indicated they also would not
be interested in being included in another district at this time.
A brief recess was called at this time, 3 :10 ?.PI., and the meeting was reconvened
at 3:25 P.M.
Engineer's The Engineer informed the Board that, in light of what has happened

most of the work has been done in the lower area and would be appropriate to use.
Water Storage ?resident Kelly brought up the matter of emergency storage and the
Needs ultimate storage needs of the District which he explained is now
under study by the San Diego County Water Authority for the en+,;ire
area. He suggested the possibility of acquiring some additional land from the
Tootsie rrK1l Ranch on the other side of the canyon by Squires Dam and constructing
another storage dam. After looking over the aerial photograFh of the Squires Dam
area, Erector Phiflips moved that the XngTneer be authorized to do a preliminary
study on this site as to the acreage necessary ad storage capaczity. The Eotion was duly seconded by Erector Coe and um.nimously carried.
Fipelim Relocation The lhnager reported that the plans have been approved and Poinsettia Lane the necesszry permits and agreer.ents have been received from
project for the Beeway at Toinsettia Lane. A quotation of approximately $1700 .OO
has been received for the pipe for the project wd the Ymger requested authori-
zat5orz to submit the purchase order for this material. After discussion, upon
motion by Director Greek, seton-ded by Director Yferkle, and unanimously carried, it was xoved that the Nanager be zuthorized to proceed with the purchese of this
material.
Upon motion by Director Greek, seconded by Director Maerkle, the Board approved
payment to Boyle Engineering iE the amount of $315.75 for the preliminary
engineering and prepmation of cost estimates for this project for the period
June 15, 1964 thru October 15, 1%.
