Legal Counsel Grosse offered the opinion that the minutes properly reflected the intent of the Board which was to eliminate the position of Superintendent, After further discussion, upon motion of Director Coe, seconded by Director Kelly, and unanimously carried, it was lnoved that the minutes of the regular meeting of June 1, 1%5, be approved as written. Engineer 1s Report: La Costa Engineer Ford reported a call has been received from Rick Engineering Expansion concerning fnture develope& of La Costa project to include approxi- PrOgrB.I!l mtely 190 homes, The Manager informed the Board that he has also discussed the matter with this firm and it appeass that the entire matter of water service for this area should be reviewed and future planning dis- cussed for a regulatory tank for adeqmte: water service to this developent. After discussion, the En.@r,eer m-d Xanager indicated that more details will be obtained on this expansion program for La Costa and a report made to the Board as to what facilities will be needed to provide service to this area. I Santa Fe The Engineer reported thzt he and Ihnager Wood had made an inspection Reservoir of' the Smtz Fe Tank to determine if there has been any further Inspection corrosion of the prestressed steel, It was found that some of the coating but the Engineer pointed out that, while there is no immediate danger, some of these spots and cracks should be looked into to see if there is any damage, Arrangements will be made to 3ave these areas uncovered for further inspection. spots were somewhat ndruqTT and there are some cracks in the gunnite Attorney 7s Report : Annexations Legal Counsel reported that Vle Boundary Commission has sent out Dam and Santa Fe Tank sites and a hearing will be set 6n the matter in the near futme. Lido Land In regard to the Lido Land condennation sdt, Legal Counsel Grosse in- notices on the District's applicat2ons fm annexation of the Squires Suit formed the Board that he hss been in touch with the Attorney and he indicated that the last group of papers will be in next week, City Meter legal Counsel informed the Bozsd that he had talked with the CiQ Agreemetnt Attorney regarding the agreeEent for the Camino %sa connection meter, and he apologinred for not getting the agreemen% signed but it wj-11 be taken care of at this evening's neetbg of the City Comzcil. Renley's qualifications for these duties and suggested that it be done on the basis of a checkaheet approved by a Board coIl?mittas . the Soard consider having John Henley assme the duties of Superintenden Director Billips left the meeting at this time, 3:25 P.M. Use of District Director Kelly requested permission to use the Board room for Frtcilities a meeting of the Tax Association group tomorrow afternoon, seconded by Director Carmichael, and unanimously carried, permission was granted for the use of the District's facilities for this meeting, as requested. kager I.rood asked what the Board's policy has been in regard to the use of the Mstrictls facilities as he had had an informal request from a Canera Club for the regular use of OUT facilities. After discussion, the Board indicated such a group would be eligible to use the facilities since the menibership is open and it is a public meeting, No further action was taken on the matter and the EIanager will obtain a formal application if the group is interested. Budget The Manager reported that he is working on the budget and, although 1%5-66 the reassessment figures are not available at this time, it would appear that the tax rates would be lower than last year's. He pointed out that a notice has been received from the County Road Depaktment that the El Camino Real widening project is being included in the current budget, but so far the District h.as received no definite inf'omation as to the tining and the extent of t3e City's participation in the project, so no estimates are available for the District's budgeting. Sewer Program The V?ger infomed the Board that the Sewer Codttee has taken Committee no further action and in talking with the representative from the Jxme 16, and after discussion, upon motion of Director Coe, I Leucadia County Xater LKstr%ct, no meetings have been held to date. Bank Signature The Ymager informed the Board that the Bank of America IiIanager Authorization has asked for official confirmtion on the appointment 'of Allan ceedings, it wzs found that the matter of appointing Director Carmichael to serve as Assistant Treasurer and Assistant Secretary was discussed, but no formal action taken. After discussion, upon motion of Director Coe, seconded by Director Kelly, and unanimously carried, it was moved that Director Csrmichaelbe appointed as Assistant Secretary and Assistant Treasurer of the Carlsbad Fhnicipal Water District.
