The meeting was called to order at 2:03 P.M. by FresideDt berkle, with Directors Coe,'z%lly, Phillig and Carnichael answering roll call. Also present were General Ymager Wood, Engineer Ford, Legal Counsel Grosse and Office Secretezy. The 3ianagerts report on the meeting with County representatives regarding the realignment of El Catnino bal be changed to show that members of the City staff were not present for these discussions. Attorney 1 s Report : =do Land Legal Counsel Grosse reported that the easement documents for the Lido Action Land Company property were received but have been returned because %he signatures of the Trustees had not been properly notarized. Steel Pipe Legal Counsel reported that he has been in touch wit'n Jennings office Prices regarding the suit to be filed on the price-fixing by major pipe manu- facturers and that he and Mr. Peck, of that office, will get together on Friday and draw up the complaint. The final document will be completed End ready for the President's signature by cext Wednesday. Igineer's Report: 1966, were approved with the following corrections: The name of I El Carmino Yngineer Ford presented for the Board's approval the preliminary plan Relocation on tb.e relocation yroject at El Carnino Real and Chestnut. He also Project reported that he and the Ymager had been to the City today to discuss t5e effects of this constmction on th.eir water service and it appears that they will be mostly concerned with serving the Seacrest area. Re explained that the outage time for water service to the City is estimated to be from eight to twelve hours if a wing-wall type of thrust block control is wed, or it could involve 2 maximum time of 5 days if standard thrust blocks are poured. There would also be imoived approximately 5'~1,000.00 in additional expenditures if the special t"lrwt block is used. He also suzgested that the Board corsider the in- stallation of a 207' butterfly valve at the intersection where the 10" line extends down El Camino Real to the north in order to provide a means of shutting off that section of the line would the need arise. A tentative schedule for this project wag presented by the Engineer as follows: Approval of plans and specificatiors at the next regular meeting, April 5, 1966, wi advertising right away and bid opening on April 19, 1966. He estbted that de- livery of pipe would take approximately 45 days and that construction on the project could commende about the first part of June. The possibility of negotiating for the purchase of the pipe was discussed and Legal Counsel was instructed to check into the Uater Code to determine if the project must go to bid or may be negotiated. The Engineer will prepare alternate Sids on the project ar,d a decision as to the method of letting the contract will be made at the next meeting. The possibility of providing service to the City of Carlsbad during the outage period by alternate methods was discxmed and the Mmager was directed to check the Golden Anderson valves in the Calavera Vatilt to see what condition they are in md if the water could be routed around through the old CaLavera Llne.
