P-lso present were Ceneral Ymager Tdood, Legal Counsel Grosse, Engineer Curtis and. Office Secretary. Approval of Upon motton of Director Coe, seconded by Director Carmichael, and Minutes unanimously carried, the minutes of tb.e regular meeting of May 3,1?66, I were approved as mailed out by the Secretary. Attorney's IZeport : Lido LaEd Legal Counsel Grosse reported that the preliminzry title reports have Action been received on the Lido Land easements and it has been found that on soEe of the easements ayparently the omemhip on the property was not properly vested in the Lido Land Company and, therefore, the easement transfers are ineffective. The easements in questior, have been sent back to the Trustees for Lido Land Company so that the proper deeds may be drawn and signed. President Maerkle arrived at this time, 2:07 P.M. S.teal Pipe Legal Counsel infomd the Board that the legal representatLve from Prices W. Jennings office, bfr. Peck, has been called out of town for several fixing suit. The District has been granted an extension of time to answer the inter- rogatories to be completed on the various pipe transactions. Engineer 's Report : La Costa Valley The Engineer bdicated the District will need some plan of the Subdivision can be =de of the requLrec! facilities for the proposed La Costa Engineer and Manager should meet with La Costa Development officials and discass the matter in detail with. t'-em before taking any further action on Unit #4. Santa Fe Tank Engineer Curtis reviewed the inspection findirgs and repair work which have been done on the District's Santa Fe Tank and suggested that it would be to the District's advantage to employ a specialist to t&e a look at this facility and make specific recomendations on its condition and repairs. He offered the suggestion that the Mstrict corbact I&. Y? ?lyckman, President of and El Cajon firm who specialize irr the construction and repair of prestressed tanks, and obtain fnformation on their fees for regular inspections and repairs, After discussion, the Manager was instmeted to contact Ik. After discussion, it was decided thett the I Updating of The Manager called the Board's attention to the need for updating Standard the District's Standard Specifications. IIe exphined that the Specifications major area where the specificattons need to be changed is in regard the copper item w5ick have become very scarce and high priced. Engineer Curtis informed the bard that their firm has just undertaken a study to update the specifi- cations for the Poway Municipal Yater Ilistrict and that possibly the two studies could be handled at the sane the with a substantial savings for the Djs trict. Mter discussion, the Engineer was directed to look into the matter vTth Pmay and come back withan estimate for this service at the next meeting. El Camino The Engineer reported that his office has been in touch w5th the Realignment County regarding the El Cdno realignment project and they are still to the service con2ections to allow for new materids to replace involved in tle acqu.isition of rights of way. Tentative A tentative subdivision map for W"la Sintorosa Subdivision" located 3kdivision in a portion of Lot "B*', Rancho Agua Hedionda, was submitted by the Villa Xanager for the Board's review. It was pointed out that this same Sintoros a property had recently been denied the proper zoning by the San Diego County Plaming codssion ad, themfore, the SEbdivider cmot proceed With these plans at this ti=, After discussion, the Nanager was instmcted to notify the sub- di~der of the Mstrictfs procedures concerning subdivisions in the event that they wish to proceed with the project. District me Manager recommended that the District consider Some Study on the lvkster plan Districtls $!aster Plan of l?ater System Facilities which is closeb tied to the City's Vater Feport, particularly in the field of filtration. I City Water Discussion on the City lkter %port vas delayed until the next regular Report meeting ~EI Board members indicsted additional time is needed to review Engineer discussing the City's needs for the heavy usage season just ahead and the City would like to activate the Calavara Fetering Station. He explained t'nat this will probably involve the installation of a new pressure reducing valve at this point and that he is trying to trace dm the facts as to which agency actually owns this facility, After discussion, the Xmager was instructed to look into the mat,ter and a rewrt will be made at the next meeting. this report. The Manager reported that he hcd a call from the City Budget President Pfaer'xle appinted Directors Cdcbael and Coe to serve on Committee the Budget Conrmittee for the preparation of the budget for the coming fiscal year 1966-67. SDCNA Bond Director Kelly asked the Soard's permission to have the clerical staff Issues of the District asskt in the preparation of soine letters to be sent out to sone of the property owners and water collsumers in the District soliciting funds for the Water Bond Election publicity canpaign. By comon consent the Board agreed to lend this assistance. Ratification Upon motion of Director Coe, seconded by Director Phillips, and of Checks unanimously carried, the Board ratified Checlrs No, 1517 thru Xo. 1546, I in the amount of 823,048.4.2.
