PRESENT: CMWD - Jack Kubota, Mrs. Simpson, Mr. Henley

Mr. Kubota stated a water statistics report has been put together
by Mrs. Simpson and Mrs. Sowell for wholesale service for fiscal year
1969-70. Copies of this report were distributed.
Mrs. Simpson reported the City had an 18 acre foot loss for the
first six months. The net loss is in the Terramar Vault.
It was determined that the meter readings by the City and the
meter readings by the District could not be the same due to the
different dates of taking the readings by each entity.
Mr. Kubota stated he feels it is worthwhile to meet regularly to
keep up to date on the statistics of the City and the District. These
evaluations should be reviewed on a monthly basis if possible.
Mr. Kubota stated an article in the newspaper stated the water
rates will be going up $4 and he wanted to clarify that it is $4 per
year. The $4 increase is at the Metropolitan Water District and does
not include what the District might decide to do regarding their rate
increases. Mrs. Sowell stated with the City's last rate increase, the
Water Department will be doing good to break even.
Mr. Friday questioned what the District needed in regard to the
capital improvement program. Mr. Kubota stated as far as Engineering
Science's preliminary plans are concerned, they have only technical
questions. The District's Board is waiting for the City Council to
make a decision on the matter of service boundaries. It was agreed
that a decision is needed so that Engineering Science can finalize the
plans. Mr. Kubota stated a meeting is being scheduled between Leroy
Wright, CMWD special council, and Stu Wilson, City Attorney, to further
discuss this matter.
Mr. Kubota mentioned he had received the Design Criteria from
the City Engineering Department and commented on the water system
standards in areas of the City served by the District; he felt that
the District's standards should apply. He added that the District and
City standards for water system installation were very similar and
there should be no problems.
The next meeting will be held March 10, 1970 at 10:00 A.M. in
the City Manager's Conference Room.
