PLACE OF MEETING: City Manager's Conference Room PRESENT: CMWD - Jack Kubota, Mrs. Simpson, John Pierce CITY - Hunter Cook, Bob Johnston, Thelma Sowell and Bob Neely BURROUGHS - Mike Do Ian, John Rogers 1. Water quality questioned by Burroughs Corp. - Mr. Dolan reported they have had five experiences where the incoming water was so cloudy and dirty that it forced our operations to shut down. We f are using approximately 350,000 gallons per day, over 50 percent of which consists of processing and making circuit boards. The dirty water causes etching and pitting in the boards and could create in excess of $100,000 of scrap material. The silt in the water jams the valves also. Mr. Dolan stated they installed a temporary filter for water coming into the plant area which costs about $7,000. With this filter we are running a daily expense of $200. The filter changing could vary from 2 days to 2 hours depending on how dirty the water is. Mr. Rogers added that when this silt goes through the de-ionized tanks it shortens the life of the tank. Mr. Dolan stated the City was notified of this for the first time about 3 or 4 months ago. Prior to that time the dirty water had not been noticed due to the small volume of work. By the end of this year the amount of water used will be around 600,000 gallons per day. He stated he cannot stress the importance of water in their manufacturing enough. Burroughs needs to know what to expect in terms of water quality. Mr. Kubota stated his only involvement with Burroughs has been discussions with Mr. Ebner. Mr. Dolan stated that in the future any discussions related to water or the City should be with the plant manager or myself. Mr. Dolan stated that when the water is extremely dirty Bob Neely has been contacted to see if there was a break in the line. Mr. Neely stated that the District was contacted each time. Mr. Kubota stated the District takes delivery through the Metropolitan Water District and County Water Authority. Mr. Kubota explained the open canal sections which both agencies operate with and how dirt can wash into the canals. The District's system is totally enclosed. The water comes from San Marcos and the - 2 - only time dirt gets into the system is when it rains. This water is all we can get. A filtration plant is proposed sometime around 1973-75. <« Mr. Kubota stated as far as alternatives are concerned, the only thing I can suggest is that we will try to filter out the dirt as much as we can into the Burroughs section of the City system when the rainfall comes. If we knew when it would rain, water could be taken from our "E" reservoir for use by Burroughs which would last about one week. Mr. Neely also explained how dirt in the water occurs when their is no rain and the dirt is settled on the bottom of the pipe and disturbed by Burroughs heavy flow. Mr. Dolan stated there should be a restriction on the amount of turbidity in the water. He stated they are paying for a quality of water they are not getting. Mr. Kubota stated that City and the District should look at this closely and give Burroughs the best water quality possible. Mr. Dolan stated they would like to receive a written outline of what can be done with the present water system and what quality of water can be anticipated. Also, an outline of the water charges for the quality received and any adjustments that could be made. Mr. Cook stated we can only promise to do the best we can to provide better quality and when high turbidity occurs, call Mr. Neely. Mr. Cook agreed to write them a report. 2. Review water statistics - Meter readings were discussed. Mr. Kubota asked for the dates the City meter readings are taken for each system. Mr. Neely explained a portion of them to Mr.Kubota, 3. Budget programs - Mr. Kubota questioned if the City needs an indication for the budget if the District decides to raise the water rates. Mrs. Sowell stated we would like such information as soon as possible. Mr. Kubota stated they should decide on any rate changes by May. The District will welcome any comments on the rates. 4. Service area agreement - Mr. Cook stated the next step on this matter is to have a meeting with the City Council, the District Board, Mr. Kubota and himself and the attorneys. 5. El Camino Real project - Mr. Kubota stated the award of a contract for this project is an item of business at the District Board's next meeting. Completion of this project should be in November. - 3 - In this connection, the second item is the District's involvement on the Laguna Riviera connection. Mr. Kubota prepared a draft of an agreement between the City and the District (copies distributed) patterned after the Palomar Airport Road project. He stated this is only for consideration. Mr. Cook suggested that Mr. Kubota, Mr. Neely and himself meet together to discuss this matter. Perhaps this matter can be resolved by the District Board's next meeting. 6. Transfer of water service customers - Mr. Kubota stated he has not yet completed negotiations but this will be worked out. This is an agreement to construct a permanent facility and water line. 7. Wholesale connections — Palomar Airport Road - Mr. Kubota stated this job is finished and the total cost to the City was $4,400. The City deposited $5,000. The excess will be refunded by the District. An accounting of costs was requested by the City. 8. May Co. wholesale connection - Mr. Kubota stated the Shell Station is not in the City service area. Mr. Neely stated the District has asked the City to change the agreement to cover the Station. 9. City water improvement project - Mr. Kubota inquired as to the progress of this project. Mr. Cook stated the City is still about 6 months away from construction. 10. New developments - Rancho Carlsbad Mobile Home Park - Mr. Cook stated the question is serving the people back behind. It appears that the City will do away with the line but retain the wells. Mr. Kubota stated perhaps the City and District can work something out. H. B. Development - Mr. Kubota stated they are all settled. The only comment is that when the District is involved with any more of these developments, they would like to participate with the City and developers to handle any problems. Discussion was made on future mobile home parks and related projects, 11. Liason with City departments - Mr. Kubota stated the District will be glad to do anything it can to help any City department. Bob Johnston stated he would include the District's name on the routing slip to be sent information. 12. The next meeting will be held May 22, 1970 at 10:00 A.M.
