PRESENT: City: Bill Baldwin, Thelma Sowell, Bob Johnston, Bob
Neely, Hunter Cook
CMWD: Jack Kubota, Mrs. Simpson, John Henley
1. Water Statistics - Mr. Kubota stated they have been receiving
the City's reports and asked that the meter reading dates be
shown on the reports. It was agreed that this would be done.
2. CMWD rate increase - Mr. Kubota distributed a spread sheet
explaining the proposed rates. Mr. Neely questioned why the
taxes could not be raised instead of the water rates. Mr. Kubota
stated the taxes could be raised. Mr. Neely stated this would
seem to be the best way to obtain additional funds. Mr. Kubota
stated their Board's final decision should be made at their
meeting of June 17.
Discussion was made on the proposed rate increase and the cost
to the consumer. Mr. Neely stated the City must keep the water
rates down as much as possible; therefore, he feels the taxes
should be raised. Mr. Kubota agreed to take this suggestion
into consideration.
3. CMWD project - Mr. Kubota stated Don Hubbard Contracting is
starting work on the District's project on El Caminp Real,
beginning in the La Costa area.
4. Laguna Riviera Connection - Mr. Kubota stated the Laguna
Riviera connection agreement is being revised. The Calavera
Vault is being built.
5. Burroughs water - Mr. Kubota stated they had received a copy
of the City Engineer's letter to Burroughs Corp. regarding
their water quality. Mr. Neely stated the Council will be
asked to write CMWD's Board asking for better water filters.
Discussion was also made on the water loss and Mr. Neely
suggested checking the Squires Dam for leaks. Mr. Kubota
reported the base has already been checked.
6. Rancho Carlsbad Mobile Home Park - Mr. Kubota stated he talked
to the engineers for this project and will talk to the City
about the Terramar line. Mr. Neely stated he understood the

District will serve their water. Mr. Kubota stated perhaps
water could be pumped from City wells into the District's
lines in return for water supplied to the City at another
location.
