. CONFERENCE HELD ON MARCH 18, 1971, AT 8:00 A.M., AT DISTRICT ADMINISTRATION CENTER,
^5780 EL CAMINO REAL, CARLSBAD, CALIFORNIA:
Following an informal discussion period, the meeting was .called to order at 8:55 A.M.
with the following Committee Members in attendance:
Glenn McComas, Vice Mayor William Carmichael, Director
Robert Watson, Chairman of Water Paul S. Swirsky, Legal Counsel
Improvement Committee James M. Gais(>r, Auditor
Jack, Arnold, City Manager Jack Y Kubota, General Manager
Wilda Simpson, Secretarv
Lewis Moe, City Attorney was present after 9:05 A.M., as noted.
The minutes of the Committee meeting of February 11,'1971. were reviewed, and in
the absence of objection, were accepted as written.
Copies of a City Water Department reporc on interrelationsnips with other departments,
dated January 7, 1969, were reviewed and discussed by Committee Members. City Manager
Arnold explained that the City is contemplating some changes in their accounting system
whereby each cost incurred hy the various segments of the City will be charged directly
to the individual Department or activity. This system will eliminate the various ex-
changes of equipment and services among the Departments and will provide a more accurate
method of charging the direct costs of operating the Water Department Due to the com-
plexities involved, no attempt will be made to allocate the overhead costs on this basis.
Mr. Arnold informed the Committee that the City will have some information available
for the District on this new cost accounting system within rhe next few week.s .
City Attorney Moe arrived at this time, 9:05 A.M.
District Manager Jack Kubutd reported that the following preliminary report information
that was requested from the Citv was obtained last week: (1) A'jdit Reports for the
last five years; (2) Citv of Carlsbad Budgets for th(2 last i i u' years; (3) Resolutions
of bond presentation of 1970; ) Personnel listing; and (50 Inventory of Wnt.^r Depart-
ment equipment. One irem. the bond prospectus on the 1 957 original bond is£.ut was not
available and will be obtained from the Attorneys' Committee.
Personnel: A personnel listing for the City Water Department from the 1970-71 Fiscal
Year Budget was reviewed by the Committee. Mr. Kuboua mlormed the Committee that
in addition to the twelve Water Department employees listed, he h;id been ^-idvised there
are three additional female employees in the Finance Department wh'^^ are working on water
only and are also being charged to the Water Department He asked the City M.iPdger if
in the context of our study, these employees would be' treated as employees of the Water
Department and included in any transfer of nmploye(is Mr. Arnold indicated that he would
have the Personnel Director do a little more study on it and report back. in response
to a request from Mr. Kubota for an organizational chart.of the Water Department, Mr.
Arnold explained that under the new budget all Departments will be budgeted on in
operating services basis and this information wil1 be provided to the District through
Mr. Friday's office.
Stock Inventory: Mr. Kubota reported that the invent<^ry of materials and supplies foi
the Water Department, which was included in the preliminarv report information for the
study, has not been obtained from the City. Mr. Arnold explained i,iat the City is
presently engaged in considerable construction work in connec • i'.m with the I'reeway Project
and the Water Department has an abr.ormally high level ol inventory of materials and
supplies on hand at the present time to meet these heav> eons Lrtie'. ion requirements. It
was his recommendat ion that this item be lett open for tiie moment so that more realistic
figures would be available.
Personnel Policies Discussion on Water Department employee positions indicated there
