AT 5780 EL CAMIIiO REAL, CARLSBAD, CALI FORi!Iii: Tile meeting was called to order at 2:07 P. N. by President Kaerkle with Directors Carmi chael , ERgelmann, Kelly and hac Leod answering roll call. Also present were General Manager Priday, Engineer Kubota, Legal Cowsel Swirsky, Public Re.lations Consultant Randal 1 Mitchell and Cffi ce Secretary. Mr. Robert Ladwig, kick Engineering and Mr. Chuck Anson, City of Carlsbad, were also present. Approval of After discussion, upon motion of Ci rector Mac Leod, seconded by biin Utes Director Engelmann, and unanimously carried, the minutes of the I regular meeting of Lay 17, 1972 were approved as mailed out. Pub1 i c Randall Nitchell informed the Board that the Blade Tribune has shown Re1 ations interest in the trerger of tile two water agencies. Legal Counsel : Legal Counsel informed the Eoard that he has received the Oath of Gffi ce forms from the County for Fresi dent Maerkle and Bi rector Mac Leod whose appointments to the Carlsbaa Nutni cipal liater District was confirmed on Kay 16 9 1972. Oaths wi 11 be admi ni stered during the recess. Engineer's Keport: Reversion to Acreage Engineer Kubota presented an 01 d subdivision map for the SchGyler Ranch Scnuyler Ranch which is being erased. Tile District has a a new public street put in and the District must now take action to protect the pipeline. After discussion, upon motion of Director Mac Leod, seconded by Girector Engelmann, and unanimously carried, the iioard accepted the easement revision as shown on the map of reversion. A1 ti mi ra Engineer Kubota presented improvement plains for Altimira Subdiv.ision, Subdivision formerly Campabello Subdivision, showing an offsite water line to been checked and developer has deposited $4,050.00 cash and posted an $83,000.00 perfornmce bond and signed agreement. Since these are all indivi dual units, they wi 11 have individual meters. After discussion, upon motion of Di rector Kac Leod, ' seconded by Director Kelly, and unanimously carried, the Eoard moved to 1. approved the water irnprovetxent plans for Carlsbad Tract Rap f4872-7 Unit 1 ; 2. Authorized the President to sign the subdivision and improvement plans and 3. accepted the off- site easement agreement. The second unit plans have been submitted to the City of Carlsbad and final plans for unit three are being processed. Alga Road Engineer Kubota reviewed a brief report from John Pierce, Project Project Engineer, statins the expiration of contract tirr;e as July 17, 1972. over that date with no detrimental effect to the District. The Contractor laid the 6,000 feet of pipe in two days and the first two joints we1 ded were rejected as unsatisfactory. Sari Piarcos County \dater District has requested that an 8Ii outlet be installed and this change has been forwarded to Cameron Bros. La Costa Meadows Engineer Kubota informed the Board that a cneck in the amount of Unit 80. 4 $5,000.00 has been received from La Costa Land Co. for La Costa ibieadows Unit No. 4 and this subdivision is in the final process stage. pipeline in the pGb1 ic road which will now be vacated and 1 the fi rst unit, ending at the new culvert at Lowder Lane. Manager's Report: City of Manager Pri day informed the Board that the City of Carlsbad Council Carlsbad meeting will be held tonight, June 7, 1972 and the ad hoc committee will meet Friday morning at 9:OO A. Fi. in Legal Counsel Swirsky's office. I Superintendent's Report: Lake level was 504.2 and flow from the Kater Authority of 8 cfs. Plans are being made to dri 11 three holes and put in Bentonite at Squires Cam. Mi 11 plan to do this in February, 1973 after checking it out with the Efigineers. Instal led eight. meters, 5 i rri yation and 3 domestic. Replaced 6" compound meter at Palornar Vault and 4" compound for Kawano, Inc. Lightning struck in the San Narcos Area and Chlorinator was out of service for approximately 20 minutes. Also did some damage at "i3" pun~p. Water Statistics for the month of Fiay, 7972 show a 6.9% loss, 4.5% for Zone I and 9.3% for Zone 11. Personnel bianager Pri day informed the Soard that he had a meeting with the Personne Committee to discuss salary range and cl assi fi cation of positions. Manager Pri day informed the Board that he wi 11 set together with Engineer Kubota on the Capital Outlay part of the budget. Manager Priday informed the Board that the delinquent list was down to $8,753.38 .as the City of Carlsbad pai ti their bi 11. Speci a1 Accounts 1 1 bpon motion of Ci rector Mac Leod, seconded by Director Kelly, and unanimously carried, the Board approved payment tG Woodside/Kubota & Associates Inc. in the amount of $535.00 for general engineering; $1,159.00 for special projects; $520.00 for 4lga Road Project for a total of $2,214.00 for the month of Kay, 1972. Upon motion of Director Carrni cnael , seconded by Director Mac ieod, and unanimously carried, the Board approved payment to James Gaiser &i Co. in the amount of $581.00 for audit services for the Ci ty of Carlsbad water study. Ratification Upon motion of Girector Nac Leoa, seconded by Director Engelmann, of Checks and unanimously carried, the Board ratified Checks ;\io. 6609 thru Kay 18, 1972 tkru June 7, 1972. Director Carmichael presented to the Board a membership certificate for 1972 from tire Irrigation Districts Association of California. Check No. 6640 in the amount of $16,958.63 covering the period Engineer Kubota reported that he and Mrs. Kubota, John Henley and Mrs. Henley had attended the S3Q Picnic of the San Gi ego County h'ater Eiuthori ty and part of the program was the presentation of the Resolution to Joseph Lester from the Distri ct 14r. Irwin i'iichols is the new Superintendent as of June 1 3 1972. Manager Priday informed the Board that six bullet holes were put in "C" Reservoir over the week-end. ?he holes have been welded but must be patched on the inside.
