OF DIRECTORS OF THE CARLSBAD PliUNICIPAL MATER GISTRICT EELD ON OCTOBER 4, 1972, AT 2:00 P. 14- AT 5780 EL GAMING REAL 9 CAKLSBAD, CALIFORiiIA: I The txeeting was called to ortier at 2:05 P. N. by President Maerkle with Cirectors En~elmann , Carmi chael , Kelly au;d Kac Leod answering roll call. Also present were General Hanager Priday , Engineer Kubota, Legal Counsel Swi rsky, Dub1 i c Relations Consultant Randall Mitchell and Office Secretary. Mrs. Betty Duran, reporter for the Blade Tribune newspaper, Mr. i.arold Hickey and Mr. James Gaiser, District Auditors , were also present. Approval of After discussion, upon motion of Director Mac Leod, seconded by Minutes Director Engelmann, and unanimously carried, the minutes of the regular meeting of September 20 , 1972 were approved as mailed out. Audit Report Mr. Rarol d Hickey and the Board reviehied in detai 1 the audit report Fiscal Year for Fiscal Year 1971-72. After discussion, upon motion of Director 1971-72 Mac Leod, seconded by Di rector Kelly and unanimously carriedg the Board accepted the audit report for Fiscal Year 1971-72 as presented. Pk. Hickey will have a letter of audit recommendations for the next meeting. Mr. James Gaiser and Mr. Harold tiickey left the meeting at this time 2:41 P. M. Public Randall Mitchell informed the Board that Resolution t4o. 289 regarding Re1 ations additional water storage in the North County , nad received good coverage on KUDE radio station. Mr. Mitchell has ~eet with Sharon Korgan and will be meeting with her again before the next issue of the JGurnal comes out. He has talked with Brian Manning and will be meeting with Mr. Ranning, and Manager Priday to discuss some of the problems the District has had in the past. Legal Counsel : in the Blade Tribune and Carlsbad Journal newspapers 9 as well as being 1 BriSgs Legal Counsel informed the Board that Mr. Briggs had informed him that he Lease would submit a plot plan by last weekend and since Plr. Briggs has failed to do so, he recommended that Mr. Briggs be notified to remove his stock from the "5" tanks area. After discussion, upon motion of Director Carmi chael , seconded by Director Kelly, and unanin:ously carried, the Board moved that the Distri c terminate all dealings with Mr. Eon Briggs and give him 15 days to remove Ihis stock from the area around "0" tanks. MCI Legal Counsel informed the Board that after checking the title policy anti Lease easement deeds it looks like the District can give permission to erect the tower at the "B" Tank site, but the District cannot give permission to use the right of way road easement to the site. The District's easenents are limited to repair, maintenance and operation of the line, and MCI Pacific Coast Inc. will pro- bably have to acquire their own right of way to get to the site. A short recess was called at 3:05 P, M. and the meeting resumed at 3:23 P,M. Di s tri ct Engineer : Alga Road Engineer Kubota informed the Eoard that Cameron Bros. are moving Transmission along on the project and expect to have the line operational in Plain Project about thirty (30) days. He also hac! a meeting with San Marcos County on that matter. Water District on the 10" intertie connection and is still working I Mr. Chuck Anson arrived at 3:29 F. Beckman Engineer Kubota informed the Board that according to the preliminary Instruments information, Beckman Instruments Company will construct a 50,000 Faci 1 i ty square foot b~il ding with ail estimated usage of 560 GPK. He expl ained Beckman Instruments Co. and will be txeeting with him in the future. Engineer Kubota informed the Eoard that his office will be working with the City of Carlsbad on the new subdivisions of La Costa instead of the County as soon as the date of annexation is offi cia1 . General Manager: Report of Manager Priday informed the Board that he had attended the County Meetings Planning meeting on September 22, 1972 resarding the tiuyhes Plant serving a1 1 municipal services it will not be serving the water. Manager Priday informed the Board that he had attended the LAFCO meeting on October 2 1972 regarding the South Carlsbad annexation 1.15 (Ayers Property), which was con- tinued to Noven-ber 6, 1972. Rancho Carlsbad Manager Priday informed the Board that he had talked to Mr. Mobi 1 e Home Park Daws regarding the letter to release the District from damages the letter as they weren't sure of what should be contained in the letter. Golf View Subdivision is complete except for 23 meter boxes, and Hydrometric Testing Company has been field testing meters for the past two weeks and out of 11 meters tested, only 4 were within specifications. ~ ~~ Invitati on from the San Ciego County Farrc 3ureau to a meeting on October 7, 1972 in Escondido regarding Proposition 14. ftirector Kelly will attend the meeting and urged the other Girectors to attend if possible. Manager Priday informed the Board that Beach Colony Condominium bas started grading operations and the Beach View Project has started preliminary soil testing. The Board discussed the Environmental Impact Statement and its effect on future Cistrict projects. Engineer Kubota informed the "Dard that his office has received a lot of information on the Environmental Impact Statenlent and it is available for study. Speci a1 Accounts : Upon Kotion of Cirector Carnichael , seconded by Director Fac Leod, and unanirxously carried, the board approved payment to Woodside/Kubota & Associates Inc. in -the amount of $483.00 for General Engineering; $Ell .00 for Special Projects and $666.00 for Alga Road Project for a total payn:ent of $1,760.00 for the month of October, 1972 I Manager Priciay read the covering 1 etter that was sent to Nr. Ratification Upon motion of Director liac Leod, seconded by Director Engelmann, of Checks and unanimously carried, the Board ratified Checks No. 6968 thru September 21, 1972 thru Gctober 4, 1972.
