AT 5780 EL CANIN0 REAL, CARLS BAD 9 CAL I FORN I A : The meeting was called to order at 2:05 P.N. by Presidetit Naerkle with Directors Carmi chael 3 Engelmann 9 Kelly and Mac ieod answering roll call. Also present wre Hanager Priday, Legal Counsel Swirsky, Engineer Kubota (arrived at 2:i2 P-PJ.) 3 Public Relations Consultant Randall Mitchell anti Office Secretary. Also present were Ruth iionnold, League of Women Voters of San Dieguito, Nr. Gil Davis (arrived at 2:30 P.N.), reporter for the Blade-Tribune, and Superintendent John Henley (arrived at 4:OO P-M.) Approval of After discussion, upon motion of Director Engelmann, seconded Mi n Utes by Director Mac ieod, and unanimously carried, the minutes mailed, with corrections as noted. Corrimi ttee Reports : San Oiego County Director Kelly reported on his attendance March 14, 1974 at Mater Authority the meetins of the San Di ego County kiater Author3 ty . Dr. Nooner gave a report on the subject of a1 ternati ve methods of providing filtered water distribution arrd the economics involved. There have been 8 different plans submitted, and most of them have been abandoned. He felt that lake storage of the filtered water is the most costly, but the best, and the only one that can efficiently take care of the peak loads in the summertime when there is an increase of three times as much water used. Of all the plans submitted and discussed, the most costly would run $196,000,000 and the least costly $114,000,000 based on years 1975 to 1995. Interest costs would run approximately $110,000,000 on the most expensive plan and $72,000,000 on the least expensi ve plan. Clanager Priday reported on a recent meeting with Bob b;ELbourr,e in Escondido and k discussion about the lake's location and that San Diego were rumbling about it being located in this vicinity, so apparently there will be a battle heres as there is considerable influence from this group. Proposition "t;" Director Kelly reported on the discussion of Proposition "cs'" Bond issue at the SrjCiilA meeting, and that Metropolitan Water Authority sent 3 public relations men to explain it to the Board, so apparently they feel it is a very important issue. WE is trying to get legal rights from the State Legislature to issue revenue bonds instead of the G. 0. bonds and the interest rates were reasonable. There is a standoff on this right now. Discussion indicated there is a great deal of opposition to this proposition from the various church and environmental groups who fear it will encourage further growth. I of the regular meeting of March 6, 1374 were approved as I I ilor-th County Regional Director Kelly reported that his Proposal was presented Park and Storage and copies of it were distributed to each and Linden Burzell Fi 7 tration read it and asked him to comment on it. Director Kelly Lake System suggested to then that they read it and digest it and them that it seemed reasonable that any storage in San Diego County would be of value to everybody and perhaps one reservoir for storage of fi 1 tered water would be sufficient. Helix and Escondido are in opposition because they have filtration systems o Presi dent Kaerkle and Director Carwi chael both felt that in case of an emergency, this could be a safety check for them. Manaser Pri day reported on his meeting with the Managers this norning, and as far as the a1 ternates are concerned there is confusion. Manager Pri day feels that the County Water Authority or PGetropoli tan Water Cistri ct should be responsible for the filtering and delivery of water because the standards are going to change arid each individual entity will have to, within itself, change plans from time to tirr,e at the whim of the State as far as the tiealth aepartment is concerned, so, therefore a one large entity would be nuch better than a lot of small ones. They have made considerable progress on the pipeline and there is not too much change necessary in the alignment, so are ready to develop plans and profiles and are in the process of determining what it will cost to fly that area to come up bjith their profile work. They are aware of our budget for this project and will stay within the a1 location. They have contacted a1 1 the property owners in the area and have no real opposition. Pub1 i c Re1 ations : Governor Brown ' s Public Relations Consultant Randall Mitchell reported Attendance at Mater that plans for the dinner meeting have been well Agencies Association covered in the press regarding Governor Brown being Feeti ng the guest speaker at the event. Reservations are being received and anticipate attendance of approximately 150 people. Mr. Mitchell has contacted the media and the event wi 11 be covered by the press 9 radio and Ti{. Water Authority Consultant Kitchell reports that he still has not had a re- Conservation sponse to his communi cation with Bob Minor regarding the Program possible programs available to distribute these brochures and possibili-'cy of presentation to schools. We reports that we have received 3,000 copies of the small brochures s which car1 be used as stuffers and 1,000 of the more elaborate brochures which can be used to present a program of conservation to school children. I i3oy scouts - Consultant Mstchell reports that he has been approached CMWD Property by the Boy Scout people in regard to using some of C.M.W.C. land for an exploration post. One of their programs is to establish a post on journalism which could be built around the subject of water agri culture, or enviornmental problems. Also, use of the property for .?, camping purposesg and will need guidance, and will not commit C.K.M.D- to anything until he has had an opportunity to pursue this further. I Director Kelly suggested that perhaps the area outside the fence, which amounts to 2 or 3 acres could be made available to them, but that care should be taker, that they do not overrun our plant area. Carmichael wi 11 attend as Expl orati on Manager Priday reported on a one day junket to Skinners Junket Plant, Faris Dam and Devils Canyon which Ray Badger of Escondi do has organized for Friday, March 29th. They wi 11 be going by bus and there is space for 3 more people and Director Carmichael will go along with Kanager PRIDAY. Purpose is to converse with the people up I,' there on this alternate situation and see what can be done about expediting the plans for bringing fi 5 tered water down here. Some of the Managers wi 11 be attending also. Lands capi ng Engineer Kubota brought up the subject of the 1aRdscaping CMW D P rope rty of our reservoir area.s and a suggestion that the Conmi ';%e Directors Engelmann and Kelly proceed to get this wcrk done. Funds for this project were budgeted earlier. After discussion, it was unanimously agreed that 9irectors Engelmann and Kelly wo~l d proceed with this project. that worked on the La Costa Reservoirs which incl sded I President Maerkle called for a short recess at this tim, 2:54 P.M. 4 and the meeting was resumed at 3:i4 P.M. District Engineer: La Costa South Engineer Kubota reviewed for the Board's information, Plans for this project are completed and he asked for No. 5, Lot 389 project plans for Lot 389 of La Costa South, Unit No. 5. approval of these plans 9 and advised that agreements, bonds and a cash deposit have been received by the District. Upon motion of Director Mac Lead, seconded by Director Engelmann, and unanimously carried, approval of plans for this extension, as recommended by ERgineer Kubota was approved. La Costa South, Engjneer KuSot2 reviewed for the Board's information, No. 5, .Lots 406 5. plans for a condominium ty?e development, with a total of 407 & 408 18 units on the three lots. La Cost2 Valley Engineer Kubota asked the Board for approval of agreercen-ts and %Qe 5, Lot 245 acceptarice of easement from the Ameri can General Finance Corporation covering lot fif245. Aft2r discussion, upon motion of Di rector Carn;i chael 1 seconded by Si rector klac Leod and unanimously carr-iedg zpproval was granted as reported by Engineer Kubotaa. Sq ui res barn Engineer ihbota reported they have gone over this with their Nai ntenance underwater ai ver and he suggested that he do a reconnaissanc2 P ro 9 ram dive to detertcine conditions as far as getting a TY camera and perforrr; this exploratory ai ve for a SUR of $80.00. Engineer Kubota recormended that the Board authorize that we make this exploratory dive, and that tie has a rough estimate of $600.00 as cost for the final dive which includes rental of equipKent i:ecessary to perform the job. After discussion, upon motion of Director Kac Leod, seconded by Zi rector Carmi chael s and unanimously carried, approval was granted to perform the exploratory dive, as recommended by Engineer KGbota. Arena1 Pipeline EnSineer Kubota reported that the time limit for pub1 ic reaction Extens i on to this project has expi red and he now recommends that the have a negative effect upon the enviornment and file this notice with the County Clerk so that they may proceed with the construction of the job. Upon motion of Si rector Mac ieod, seconded by Director Carmi chael 5 and unanirxously carried, approval was given to proceed as stated by Engineer Kubota. Engirxer Kubota reported they have solicited for informal bias 2 either doing a1 1 of the workg including furnishing of the materials, or just doing the installation work, with the Gistrict doins the work and our response in either category indicates the project will run in the neighborhood of $21,000 to $25,000, which is consider- ably in excess of our budget of $20 ,OGO and reports the reason for the hish biddins is because of fear of the underground irrigation lines in the golf course area and also replacement of elaborate landscaping. Identi fi cation Engineer Kubota presented a type of identification badge which Badge could be used by water utility people to cjive them permission Civil Defense people of San Diego County to come up with a symbol of some kind that would be uniform throughout the County and use this syt&ol on the badge together with a picture to be used by authorized personnel only, and Manager Pri day suysested that perhaps it should be copyrighted. Engineer Kubota will look into the matter further and report later 01: to the Board. [lughes Engineer Kubota reported that the agreement with Hughes Aircraft Aircraft has been resolved regarding the Dis.trict's contribution for El Camino Real 9 ana that the original check issued to them has been voided and a neb check in the amount of $19 9 198.00 has been reissued to them. Manager's Report: Elanager Priday reported on his attendance at the Coui?cil Meeting last night, and that there wzs considerable number of continuations in regard to some of the plarming, and some agenda bills having to do with flood plain overlay zoning, agricultural zonings open space. zoning, scenic overlay zoning. He did not speak to them, but later had a discussion with City Manager Bussey and Director of Planning Agatep to be assured that they have CMIdD's Innundation Report and how it re1 ates to thei r flood plain cverl ay zoning; and in addition 3 that they have never made one on Squires Dam, which is their responsibi 1 i ty. They continued the approval of Tentative Map, Tract 73-47. They denied the request for one year extension on Tract 73-4, which expires on March 20, 1974. This is a 108 unit condofiiini um planned by La Costa Properties 9 itd. State Senate Manager Pri day reported to the Board on his request to the 13 Bill #I628 State Senate members of the Committee, to vote favorably for public entities and districts for innundation maps. Del i nq uen'c Manager Priday reported that our delinquent accounts are down to Regional Planner and Project Manager of the Palomar Airport this Sill which will mean reimbursement of monies spent by accounts $902.06 s which is a Great improvement over past overdue accounts and complimented Marion on doing a very good job in collection of accounts. Plobi 1 e Hone Manager Priday reported that he has had application from a Carls Sq ui res Gam resident for residency at Squires Dam trailer, but that our ne\w employee, Nr. Eugene Thompson 9 would 1 i ke to move into the unit and feel that he would be a good ter;ant and asked the 3oard for permission to finalize this with Mr. Thompson. Counsel Swi rsky recommended that the requirement policy for a tenant at this mobile home be broken down to read as follok : ' #I .- Reti red or'semi-reti red person. #2 - Tenant must remain at the trailer, Saturday, Sunday and holidays. ', -4- X3 - Rent frees with utilities to be paid for by the resident. #4 - Haintain the residence satisfactory to the District. #5 - District be pemitted to inspect the property at reasonable times, Counsel Swirsky recommended that the Board approve an amendment to Item #1 of the policy to read: Occupant to be a reti red or semi-retired couple or District employee. Upon motion of Director Carmichael 3 seconded by Pirector Engelmann, and unanimously carried, the amendment to Item si1 of the policy was approved as recotxmended by Counsel Swirsky. I Manager Priday requested that approval of his attendance at the AWWA Meeting in Reno, Nevada beginning April 18, 1974 be granted. He had reported at the last Board meeting he would not attend because the Waste Water Use Committee was not included in the agenda, but since that time he has received a special request from AWWA asking that he attend as this Waste Water Use Committee has been added to the agenda. Upon motion of Director Mac Leod, seconded by Director Kel ly, and unanimously carried it was approved that Manager Friday attend the AWWA Meeting in Reno, Nevada, beginning April 18, 1974. ManacJer Pri day reported relative to the letter sent to the City of CArlsbad regarding ) the water system requirements in the Terramar area, and in communication with City Manager Bussey he related to him that they are reviewing the matter and would like to brief Mr. Beckman on it, and after this Engineer Kubota and he will meet with Mr. Bussey and Mr. Beckman to get this squared away. Regional Park & Manager Priday reported he has had favorable respcnse to Director Storage Filtration Kelly's proposal from both Mr. Aldrich of Oceanside and Mr. Sys tern Agatep of the City of Carlsbad, and both of these groups would 1 il to become involved. Director Kelly reported on a conversation with Mr. Nichols of the Chamber of Cortimerce relative to a Bi 11 9 the "Concerned Friends of the Earth" are trying to get through the Legislature, which would make the Chamber of Commerce and a great many other organizations, subject to a lobbying law which he feels is very unfair.
