HomeMy WebLinkAbout1975-08-15; Municipal Water District; MinutesMINUTES OF THE ADJOURNED REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT HELD CN AUGUST 15, 1975, at 1O:OO AeMa AT 64.82 EL CAMINO REAL, CARLSBAD, CALIFORNIA:
The meeting was called to order at lot06 A.M. by President rviaerkle with Directors
Carmichael , Engelmann, Kelly 3 Mac Leod answeying roll call. Also present, were Manager Priday, Legal Counsel Swirsky, Engineer Kubota, Public Relations Consultant Randall Mitchell , Accounting Officer Wilda Simpson, General Superintendent John Henley, and Office Secretary. Project Superintendent John Pierce, and representing the City of Carlsbad, Administrative Assistant Roger Greer were also present.
Legal Counsel reported to the Board that the meeting was being held in accordance with Section 54955, Government Code of the State of California. He further reported that a notice of adjournment had been posted in accordance with the said Government Code, and that a declaration of posting and a copy of the notice of adjournment of the regular meeting of August 6, 11975 would be duly filed with the official records of the District.
Budget 19 75/ 76 Legal Counsel Swirsky referred the Board members to their
comments from Manager Priday for review and discussion.
Manager Priday stated that the solvency we have in regard to our individual inproveme ciistricts is because assessed valuations are going up and costs of our bonds , princip and interest are going downs and each year we are increasing the percentage over that which we wi 11 eventual ly needs which woul ci tend to indicate that in the future we wil be in a position to reduce taxes. lvianager Priday stated this budget has been reviewe again by the Finance Committee and the District Engineer, and have arrived at a balm budget on the premise of discussions with the Board in our meeting of August 6, 1975.

Manager Priday advised of a request from Roger Grahamg Property Tax Coordinator to assist them in explaining the tax differential to property owners in I.D. No. 2 due
to their error in computation of last year's taxess and we advised then: we could not acc2pt tklis; responsibility. Mr. Priday also pointed out that due to this error, the District will benefit in tax revenues in the amount of approximately $19,000, because of the increased assessed valuations.
Manager Priday advised that due to our inability to determine our delinquencies 9 the tax rates will remain the same, even though our anticipated surplus indicates a reduction in the rates cI
Legal Counsel Swirsky advised that if the budget is satisfactory to the Board, he
would recommend adoption of a resolution, to include property taxes to be raised by the General District of $197,237; I.D. No. 1 $85,756; I.D. No. 2 $81,191; I. D. No. 3, $41,928 and I. D. No. 4 $42,192, with tax rate of 14@ for the General District, .06$ for 1.D.- No. 1, 21$ for I. D. No. 2, 334 for I. 0. No. 3 and 036 for I. 0, No. 4.

Director Kelly alerted the asserrbly to the dangers inherent in the authority being vested in governmental officials in connection with Coastal Commissions and environmentalists in divesting the property owners of their Constitutional rights and suggested each contact their representati yes to protest this authority ,
