HomeMy WebLinkAbout1976-06-30; Municipal Water District; MinutesMINUTES OF THE ADJOURNED MEETING OF JUNE 16, 1976 OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT HELD ON JUNE 30, 1976 AT 1O:OO A.M. AT 5950 EL CAMINO REAL, CARLSBAD, CALIFORNIA: The meeting was called to order at 10:OS A.M. by President Maerkle with Direct Carmichael , Engelmann and Mac Leod answering roll call. Director Kelly entere the meeting at 10:40 A.M. Also present, were Manager Priday, Legal Counsel Swirsky, Public Relations Consultant Mitchell, Engineer Kubota , General Superintendent John Henley, Accounting Officer Wilda Simpson and Office Secret Mrs. Ruth Honnold and Mrs. Arthur Bonas, representing the League of Women Vote Director of Uti1 i ties and Maintenance Roger Greer, representing the City of Carlsbad were also present. Decl arati on of Legal Counsel Swirsky presented for the District's I Posting records a "Declaration of Posting" on the Notice of Adjournment of the regular meeting of June 16, 1976 journed to June 30, 1976 at 1O:c)O A.M. at the Board Room of Carlsbad Municipal Water District, which he posted at the District headquarters on June 17, 1976. Maintenance & Manager Priday reviewed with the Board the individu, Operations accounts in the Maintenance & Operation budget for Budget 1976/77 1976/77 which reflected increases in many accounts, marily due to salary increases adopted at the Speci' Meeting of the Board on June 23, 1976. Speci a1 Servi ces Engineer Kubota reported that the meeting of the Fir I #5611-3 Committee he attended on June 18, 1976, it was detel tha.t an additional $1,000 to cover Annexations and Detachments should be included in the 1976/77 budget, and agreement was that tt account should be increased by $1,000. Legal - #5622 After discussion, upon motion of Director Carmichae' seconded by Director Mac Leod, and unanimous1 v carr' I approval was granted to increase Lega'i Counsel Swirsky's-retainer fee by"$100.f per month. Pub1 ic Relations After discussion, it was determined that the Special #5629-B Events Account should be increased to $7,500. Mr. Mitchell wi 11 submit a schedule of his fees to the District in respect to public relations activities. District Insurance Manager Priday advised that due to the increase in #5630 insurance premiums for the coming year, the Propert) Insurance, Injuries & Damages Account has been incre to $10,000. Employee Insurance Manager Priday advised that, as previously agreed, t Insurance policy as of July 1, 1976, and the premiurr have been increased for this coverage. In connection with this Blue Cross poli it is a package deal offered to members of ACWA, which includes a life insuranc plan which must be carried by all employees of the District and be paid for by District. After discussion, upon motion of Director Engelmann, seconded by Director Mac Leod and unanimously carried, approval was granted to include the life insurance plan, as presented, for a total yearly sum not to exceed $500.00 to cover the premiums for the life insurance policy for each District employee. #5640-4 District employees will be covered under B1 ue Cross I Salary Classifica- Manager Priday recommended approval of reclassificat tions of the Meter Reader salary rate to $718.90 per month beginning July 1, 1976; and establishment of classif Water Works Operator I at the rate of $718.00 per month beginning July 1, 1976, rate would be applicable to employees released from CETA coverage. Director Kelly entered the meeting at this time, 10:40 A.M. After discussion, and upon motion of Director Kelly , seconded by Director Carmic and unanimously carried, approval of the following revised C.M.W.D. Reclassification Manager Priday recommended reclassification of C.M.W.D. emplc Glenn Brinegar Glenn Brinegar to Water Meter Reader at $718 per month, begir & Bryan Troupe July 1, 1976; and Bryan Troupe be reclassified to Mater Work: Operator I at $718 per month beginning July 1, 1976, and upor motion of Director Kelly, seconded by Director Carmichael, ar Unanimously carried, approval of the above reclassifications was granted. Budget Maintenance and Operations Budget for 1976/77, as presented, adopted. Legal Counsel : Political Reform Legal Counsel Swirsky presented the campaign expense statemen Act of 1974 to each of the Board members for their sianatures. I I District Engineer: -~~ Rancho La Cuesta Engineer Kubota reviewed with the Board details of a subdivis to be devel oped by Mewport Shores Builders (Don Ayres , Jr. ) , to be known as Rancho La Cuesta, City Tract #72-34, located west of El Camino Real between Alga Road on the north and Arena1 Road on the south, encompassing approximately 127 acres, and the Engineer has received plans for the public wat system for this project, and recommends approval of the Board of these plans ar agreements. Engineer Kubota advised that the project has been divided int 3 parts: #1 - In tract portion; estimated total cost for the public water syst of $425,000. #2 - Offisite to the south with an estimated total cost for the p water system of $72,700 (portion of which is located in the Coastal Zone, and i 1 itigation at this time). #3 - Offsite to the north, with an estimated total c for the public water system of $200,000, for a grand total of approximately $700,000 for public water system improvements. Mr. Kubota spoke to the issues of requirement for a pressure reducing station with utilization of salvagable materials upon abandonment of t Davies vault; a provision in the agreement that the Ayres' people will be entit to a reimbursement agreement based upon the difference between the sizes requir for their development and the sizes as set up in our Master Plan of the area; a flow requirements to accommodate water users in the I. D. # 2 area. I After discussion, upon motion of Director Kelly, seconded by Director Mac Leod, and unanimously carried, the Board approved the plans and agreements for CT 72-34, identified as Rancho La Cuesta as presented by Enginee Kubota. Engineer Kubota advised that the developer of Rancho La Cuest Mewport Shores Builders, has requested issuance of a certificate of deposit in required sum of $16,000 to cover engineering costs and inspection fees, which c be drawn upon when needed, and upon motion of Director Carmichael, seconded by Director Kelly, and unanimously carried, approval was granted to accept a certi of deposit in lieu of a cash deposit. ,. -z- 6/30/76 Muroya Growers A report was made to the Board by the District Manager and Fencing District Engineer to the effect that a fence was being erec could become an interference problem for the maintenance and operation of a line running parallel to the fence and within a prescribed easement belonging to C.M.W.D. Questions arose as to the correctness of two surveys, and it was determined by Legal Counsel Swirsky that a review should be made of the two o more surveys, and determination made of the correctness of the District's easement installation. The Board requested the staff to make that determinat and to report back their finds. Adjournment: The meeting was adjourned at 12:05 P.M., and the planned fif on the easterly line of Muroya Growers' property that I trip was tabled.
