HomeMy WebLinkAbout1976-09-01; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT HELD ON SEPTEMBER 1, 1976, AT 2:OO P.M., at 5950 EL CAMINO REAL , CARLSBAD , CALIFORNIA: I The meeting was called to order at 2:07 P.M. by President Maerkle, with Directors Carmichael , Engelmann , Kelly and Mac Leod answering roll call . Also present, were Engineer Kubota, Assistant Manager John Henley and Offic Secretary.. (Manager Priday and Legal Counsel Swi rsky were absent. ) Mrs. R Honnold and Mrs. Margaret Bonas, representing the League of .Idomen Voters, ~ Utilities and Maintenance Director Roger Greer of the City of Carlsbad, and Reporter Gi 1 Davis of the B1 ade-Tribune (arrived at 2: 18 P.M. ) were a1 s present. Mr. Robert Ladwi g of Rick Engineering was in the audience. Approval of Minutes corrected. Upon motion of Director Mac Leod, seconded by Dire Engelmann, and unanimously carried, the minutes of regular meeting of August 18, 1976 were approved a: Oral Communications from Audience: Cal averas Lake Engineer Kubota introduced Mr. Robert Ladwig, Cons Estates Engineer for Troy Equities Corporation, operation developers of the Calaveras Lake Estates. Mr. Lad1 advised he was in attendance to hear the report from Engineer Kubota on the Tri-Agencies Pipeline Project as it relates to the proposed Calaveras Lake 800 acre project. Mr. Kubota reviewed his findings so far in the study tha office is preparing, as per the Board's directive at the last meeting, and resFonse to a request from.Mr. Roy Ward of Troy Equities Corporation for a - study of a portion of the proposed development, as we1 1 as a study to explol water service requirements as it relates to present demands and accommodatic to future developments. I Mr. Kubota reported that their research so far ind. it vdill be necessary to make an evaluation of the entire area, as against a limited study, to cover the area from Squires Dam, including everything to . west and north of it, and also taking into consideration the Los Monas Canyc area. He advised the. a1 ternative to the Tri-Agencies Pipeline connection, . supply service to all of this area can be explored, but his findings indica. the best way to go is to proceed with the Tri-Agencies Pipeline project. He stated the high flows required at this time indicates that our flow of 2; per day from the Authority is serving only the daily current demands for ser and resulting in reduction of storage at Squires Dam each day during the pet periods, He advised the .storage facility at Squires Dam was primarily planr for potential emergency conditions, and feels it is necessary to establish t level in the operation of the system, and not rely on our emergency supply ( peak load periods. In the discussion, Director Carmichael took issue with the Tri-Agencies Pip€ connection being the only method of procedure to service the area under consideration, and questioned financing of TAPP, and the burden of taxation all the residents in the City of Carlsbad. Engineer Kubota will have a report for presentation at the next regular meet the Board. Mr, Ladwig left the meeting at 2:35 P.M. I Committee Reports: S.D.C.1d.A ., No report from Director Kelly. Meeting of Mr. John Henley, officiating in the absence of Man? September 16thl State Pri day 9 requested approval of the Board to include Water Project Accounting Officer Wilda Simpson to attend the Sept 16th meeting of the operating heads of the Authorit member agencies to review the 1Jater Authority and F1.W.D. plans for introduct of the State Project water into the system in the spring of 1977, and after discussion, upon motion of Director Engelmann, seconded by Director Ke and unanimously carried, approval was granted for Mrs. Simpson to also atte the meeting. Pub1 ic Information: No report Legislation: No report. Water Conservation: Director Engelmann advised that the Authority's fi' water service and conservation 1;;as shown to the re( meeting of the Lions Club which he felt was enlightening to the members and recommended mak-ing the film available to other organizations in Carlsbad, SL as the Rotary Club, the P.T.A. and other service groups. I "k. Henley advised that the Authority are planning preparation of another pr cn California's water projects. TAPP - SAC Chairman Mac Leod had no report at this time, but i pursuing the matter. PresiLent Maerkle recommendec that the South Aqueduct Connection project be included in deliberations by the TAPP Committee. Fedderail Grant Engineer Kubota informed the Board of a Federal Grt program now in effect for construction of pub1 i c fa and recommended submission of TAPP as a project to come under such a grant, advised requirements of the grant insofar as being prepared to proceed withi days after acceptance of the application can be met, and suggested referral the staff to proceed with preparation of an application, which was concurred by the Board. President Maerkle called for a short recess at 2:55 P.M., and the meeting wa resumed at 3: 17 P.M. Legal Counsel : No report. Di s tri ct Engineer: South Aqueduct Engineer Kubota reported he has been advised that L Connection Land Company have agreed to participate in the prop improvements in the northeast area of La Costa whic includes connection to the aqueduct, known as the South Aqueduct Connection project, transmission lines and storage facilities, and have so advised San County Water District, the lead agency in this joint project. Mr. Kubota ad a decision must be made regarding a site for the proposed reservoir facility will have data for the Board's consideration at the next meeting of the Boar Development Programs : Engineer Kubota reported that stripping and grading of sites for projects; Ri La Cuesta, Templin Heights and Spinnaker Hills is under way. He also reported Don Ayres properties have awarded a contract to Hubbard Con. ing Co. for $731,329 for construction of the large sewer project along the nf shore of Batisquitos Lagoon. There is an allowance in this contract for $3,303 for C.M.W.D. to construct fresh water service and appurtenances. The area study for service to Sea Pines and Spinnaker Hills projects is beinl prepared and will be ready for distribution in two weeks for discussion at tl fjrst meeting in October. Swi tters Pi pel i ne Engineer Kubota reported the Switters pipeline projc been completed and the final report on the job is bc prepared for presentation at the next meeting of the Board. I I General Manager: Communi cations : S. D. C.W.A. Assistant Manager Henley reported the District has t advised their share of tax revenue from the Authoril year will be $133,908.23, as against $158,337.68 received by the District for past year, which reflects the reduction in the tax rate for current year. Meetings : Presidents and Mr. Henley reminded the Board that the next meeting Managers Meeting Presidents and Flanagers Council of Nater Utilities c Sept. 23, 1976 San Diego County wi 11 be he1 d at the La Costa Countr Club on September 23rd, beginning with a breakfast a -2- Operations : IS0 Inspection Mr. Henley reported that Engineer Danesh Pate1 of conducting testing of fire fighting capabilities in our service area, incll the City of Carlsbad, and he assisted him in testing of the hydrants for fi flow measurements . Itlater Qual i ty Mr. Henley reported he is taking measures, by heav chlorination, to alleviate the problem of poor tas and odor of water in our system lately. Elm Avenue/Valley Mr. Henley reported the District's participation i Street Project Valley Street relocation project will begin after road contractor has installed the sorm drains and sewer 1 i ne. Insurance Coverage/ Mr. Henley reported that as a foll ow-up on Manager Pub1 i c Li abi 1 i ty Pri day's report that 1 iabil i ty insurance coverage will be greatly increased due to the experience at Dam, the District received a letter from Farmers Insurance Group advising t as of September 13, 1976 they will reduce the 1 imits of 1 iabil ity coverage, as of July 9th , 1977 will be unable to give the District 1 i abil i ty coverage Apparently the cause of the change is due to coverage of our facility at Sq Darn, and has requested Engineer Kubota to supply the local agent , Steve Tag with data on the safety features at the dam, for his research in ascertaini what can be accomplished in providing the District with adequate coverage. President Maerkle suggested exploration of coverage through other methods, including getting together with the Authority member agencies on a self-ins program. Insurance Service Offices of California has been I I Drip I rri gat i on Mr. Henley reported that in running a comparison o water consumption with furrow irrigation vs drip i tion, and using Oceanview Farms consumption in the month of August in compa weather years of 1974 and 1976, he found that the useage was decreased by 5 using the drip irrigation method. Statistics Flow from the Authority 22 c.f .s. and Lake level a. 493.3' , and are taking 1 c.f.s. from San Marcos da, Ratification Upon motion of Director Mac Leod, seconded by Dire1 of Checks Engelmann, and unanimously carried, the Board rati. checks No. 4527 through No. 4561, covering the per. from August 18, 1976 to September 1, 1976, in the sum of $117,376.92. Other Matters : Tie-in Mesa Line Director Engelmann advised Mr. Schoppe inquired as when the tie-in will be made on the Mesa line, and Mr. Henley advised they are read-y to proceed with this project now. Allan O.Kelly Director Kelly exhibited maps of a proposed 244 acv Project subdivision located near 'IC" tank, which will be comprised of 3 or more acres per lot , with a great of open space, incl uding a 22 acre park, which is now in the pl anning stage.
