HomeMy WebLinkAbout1977-09-07; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAI CARLSBAD, CALIFORNIA: MATER DISTRICT, HELD ON SEPTEMBER 7, 1977, AT 2:oo P.rt,, AT 5950 EL CAMINO RE] The meeting was 'called to order at 2:04 P.M. by President MacLeod, with Direc. Kel l.y, MacLeod, Maerkle and Uhl inger answering roll call. Director Engelmann absent. Also present were Assistant General Manager Henley, Legal Counsel Sw, District Engineer Kubota, Public Relations Consultant Mitchell and Office Secr Utilities and Ma-intenance Director Roger Greer of the City of Carlsbad, Mrs. E Bonas and Mrs. Ruth Honnol d , members. of the League of Women Voters and Gi 1 Da\ of the Blade-Tribune, were also present. Approval of Minutes Approval of the minutes of the regular of August 17, 1977, was deferred to thc meeting because none of the Board members had had an opportunity to read them, Oral Communications None from the Audience Columbia, South Carol ina President Yacteod reported on his recen to this city where he had the opportuni tour their water system which he found to be very different from ours. Director Maerkle mentioned that CalTrans had been waterina the h greenery in a wasteful manner and that we should write a letter expressing our cern. Discussion followed on the water wasted by government agencies and usin Water Line" to make the public aware. Director Maerkle made a motion that the Manager write a 1 etter to the CalTrans engineer on their waste of water, secon Director Uhl inger and unanimously carried. Tri-Agencies Pipeline and District Engineer Kubota said that his ( South Aqueduct Connection has prepared a progress report to the TI committee and the second report, dealin! SAC should be distributed to the committee by Friday. Mr. Kubota said he woult . to arrange a staff and committee meeting to discuss both projects so that a rec mendation can be made to the Board. Mr. Kubota also reported that the San Marc County Water District.'s EIR on SAC has been presented to their Board so there 1 now be a review period. Hater Conservation and Reuse Director Uhl inger made the report on thi committee's meeting of August 30, 1977, had discussed some legislative bills to which ACWA is opposed, primarily the or quiring mandatory metering of water and Mr.. llhlinger suggested we should write expressing our stand. Discussion followed and Director Maerkle made a motion I should write ACWA suggesting a ques.tionnaire to each of their member agencies F the issue, seconded by Director Kelly and unanimously carried. .I buted copies of the "Drought flews" and I District/Ci ty Joint Committee Legal Counsel : No Report Resolutions No Report Other Matters: Conflict of Interest Code Legal Counsel Swirsky reminded the Board the submission of the Conflict of Intere Code is due to the Board of Supervisors on September 30, 1977. A draft comprom has been worked up by the legal counsels of all the water districts and copies h been sent to our committee members, Directors Kelly and Maerkle. Since ten days notice is required, Mr. Swirsky recommended the required public hearing be an ad journed meeting on Wednesday, September 28, 1977, at 2:00 P.M., with publication the notice on September 18, 1977. The committee will meet next week and formula a draft to be available for public consideration. Discussion followed. President MacLeod called for a brief recess at 2:32 P.M. and the meeting resumed at 2:53 P.M. District EngineeF: Development Program Tara LaCosta District Engineer Kubota reported, for Bo information, the receipt of a request fro Mike 0' Hare covering Lots 187 , 188 and 189, next to Greenvi ew, for Board approva however the plans have not yet been turned in. Discussion followed. County of San Di ego - District Engineer Kubota displayed a map Pal omar Airport Sol id report on the water 1 ine proposal of the Waste Transfer Station County concerning this project. The line designed by the City of Carlsbad Water De ment and approved by the .Fire Department. There are two conditions Mr. Kubota s gested should be stipulated by the Board of CIIWD: (1) that the County should gi us an easement to the water line, and (2) that we have the riGht to use their rc for access to the back of OUP property. The County has asked that we waive the cash deposit and Mr. Kubota suggested that we could establish a value on the ber of the project to the District a!d use that as a trade-off. Discussion followec Director Maerkle made a motion to approve the water main extension, seconded by Director Kelly and unanimously carried. I. S = 0. ( Insurance Servi ces Off i ce) District Engineer Kubota then discussed t I.S.O. of Southern California's formal re concerning the needs of our main water system, especially relating to fire calls Availability of a water department employee to assist the fire department on a f call , was one recommendation. Mr. Kubota suggested that if the Board concurs , k and Manager Henley will meet with other water agencies and the fire department t develop a comprehensive program geared toward this goal. Director Maerkle made motion that this meeting be arranged with the water agencies and the fire depart seconded by Director Uhlinger and unanimously carried. I I I I General Manager: Communications ANNA - Cali fornia Section Manager Henley reported on the fall confc to be held October 19, 1977, in San Jose asked if any of the Board members would like to go. Director Maerkle made a mol to send the Manager, seconded by Director Uhlinger and unanimously carried. CSDA - Local Chapter Mr..-Henley asked if anyone planned to atteni general meeting on September 15 , 1977, tc held in Rancho Bernardo, and mentioned that two Board members usually go. The members wi 11 advise the Office Secretary. CSDA - Ninth Annual Conference Manaqer Henley then discussed the Annual ference to be held in Buena Park, Septemt 21-23, 1977, and asked who wished to go. The Directors will notify the Office ! retary. CSDA Contribution Request Manager Henley reported receipt of a let1 from CSDA concerning hiring of a person 1 intergovernmental work between districts, cities, counties and CPO, asking for z contribution from the District. Mr. Henley said he will study the letter, havir just received it, and will report further at the next meeting. -2- September 7, l! Meetings: City Counci 1 Manager Henley reported on his attendance midnight and was adjourned'until next Tuesday at 6:OO P.M. Items of interest to CMND were: (1) Santa Fe Company Industrial Park tentative map approval was con- tinued; (2) 01 ive Drive was changed to Pi0 Pi do Drive; (3) EIR for Palomar Airpo was approved; (4) residential estate zone was referred to Planning Commission fo study; (5) denied temporary use of. the Buena outfall to Ponderosa Homes; (6) loo at a model of the new Bullocks building, and (7) put off Calavera Hills till nex Tuesday. at this meeting which lasted until after I' Operations Manager Henley reported the flow at 16 c, latest employee, Craig Finney, has resicyed and we hired a new man, Allan Herror as of last Tuesday. School Tour Program Manager Henley reported on a meeting wi tk Johnson, of the Water Authority, and Sue Larson, of the School District, and a tentative schedule has been established fc fifth and sixth grade students only, with four tours in the fall and four in thc spring. Vacation Manager Henley then asked for Board appr to his request for a vacation, September to 16, 1937, suggesting that a substitute attend the Council meeting that week. Di rector Maerkle made the motion approving his request , seconded by Director Uh and unanimously carried. Purchase Order i Manager Henley asked for Board approval Purchase Order No. 2247 to International iness Machines for one typewriter, Correcting Selectric 11, in the amount of $7 which is $24.00 over the budgeted amount. Director Kelly made the motion apprc the purchase, seconded by Director Maerkle and unanimously carried. Ocean View Farm Manager Henley brought 'up an earlier mal that Director Kelly had been concerned i involving water use by Ocean View Farm, and informed him that they are not tak' our water into Oceanside. Ratification of Checks Director Maerkle moved for ratification checks numbered 1787 through 1849 for tt period covering August 18, 1977, to September .7 , 1977, for a total of $145,518 seconded by Director Kelly and unanimously carried. Other Matters District Engineer Kubota mentioned a ne' responsibe to increases in assessed valuations and he suggested that CSDA shou communicate to the Board of Supervisors that this is not true in all cases.
