HomeMy WebLinkAbout1977-10-05; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIP, WATER DISTRICT, HELD ON OCTOBER 5, 1977, AT 2:OO P.M., AT 5950 EL CAMINO REA CARLSBAD, CALIFORNIA: The meeting was called to order at 2:02.P.M. by President MacLeod, with Dire Kelly, MacLeod, Maerkle and Uhl inger answering roll call. Director Engelman, absent. Also p.resent were Assistant General Manager Henley, Legal Counsel S\ Jerry Whitley, representing' District Engineer Kubota, Public .Relations Consu Mitchell (2:03 P.M.) and Office Secretary. Utilities and Maintenance Direct1 Greer, of the City of Carlsbad, Mrs. Margaret Bonas and Mrs. Ruth Honnold of League of Women Voters, and George Madsen, of Woodside/Kubota, were also pre. Manager Henley introduced Messrs. Madsen and Whitley. Approval of Minutes: Director Maerkle made a motion to appl the minutes of the regular meeting of tember 21, 1977, and the adjourned meeting of September 28, 1977, seconded bj Director Kelly and unanimously carried. No Report Publ ic Information Publ i c Re1 ations Consul tant Mi tchell c buted copies of his 'report on the acti of the District in the public relations arena for the .first .three months of 1 current fiscal year, then spoke briefly about.Ttie'Water'Cine and the response - some of the recipients. Director Uhl i nger reported on this corn meeting of October 4, 1977. He indica that distribution of the water-saving kits is fairly complete and newcomers t area will be taken care of by the local welcoming organizations, i.e., Welcom Mr. Uhl inger then asked Mr. Mitchell to report .on -a new .group in Los Angeles "Water Foundation" and their newsletter.Waterfacts. Mr., Mitchell distributed of his summary -of the telephone conversation he had with Mr. Robert Kleinfel t is with this group and wishes to make a presentation at a CMWD Board meeting. cussion followed as to whether to invite Mr. Kleinfelter to speak and it was to wait for the 1 i terature packet he is sending to Mr. Mitchell . District/City Joint Committee No Report Legal Counsel : No Report District Engineer: Development Program Rancho LaCues ta Mr. Whitley, representing District Eng, (Seaport) Unit 5 Kubota, reported to the Board that thi: veloper has a request in with the City sewer service for the remaining 45 homes in Unit 5. County of San Diego - Pal omar Mr. Whitley reported that bids wi 71 be Airport Solid Waste Transfer Station by the Board of Supervisors on October 1977, with tentative contract to be awi by November 1, 1977. Approximately two weeks after the award the preconstruc: conference meeting will be held. , The County will notify us as to exact time i place. Discussion followed. 1 General Manager: Communications: Water Agencies Association Dinner Manager Henley reported there will be dinner. meeting on October 20, 1977, ~rr S.D.C.W.A. as host. Directors are to notify office secretary of their inten go, before October .14, as reservations must be in then. Cal Trans Manager Henley read aloud the reply h ceived to his letter to the Departmen Transportation regarding their indiscriminate watering of highway greenery. Meetings Manager Henley reported on his attend at the Council Meeting last night and Planning Commission Meeting last week. The Planning Commission has raised o jections to the Solid Waste Transfer Station. Discussion followed. Operations . Manager Henley reported the 1 ake leve Program is in pretty good shape, the net outcome for September being 486.9 a feet to the good. School Tours . Manager Henley reported that six scho have been arranged for fifth and sixt chi 1 dren during November. . There wi 11 be more tours scheduled in March but t will be set up later. Sale of .District Building . Manager Henley reported that Mr. Clar Kaufman, of the San Diego County Wast partment, will be here tomorrow to look -at our building and he has asked for selling price. Mr. Henley recommended that the Board instruct staff to seek appraisal. Discussion followed and Director Kelly suggested that Mr. Dodd, on the S.D.C.W.A. Board and a realtor in Escondido, would be a knowledgable contact. Director Maerkle then made a motion for staff to contact Mr. Dodd, onded by Director Uhlinger and unanimously carried. Discussion followed and Counsel Swirs ky recommended that the Board only consider an MIA, which Mr. D apparently is. ACWA Feasibility Study (Insurance) . Manager Henley reported receipt of th and will make a further report at the meeting after he has had a chance .to study it. Discussion followed on dam i, Purchase Orders Manager Henley requested approval of order No. 2254, to Photo & Sound, for synch tape recorder which can control projectors, etc. This is a budgeted i $450 and the actual cost is $373.01. Director Maerkle made the motion to apl purchase order No. 2254, seconded by Director Kelly and unanimously carried. Ratification of Checks Director Maerkle moved for the rati fi( the period covering September 22, 1977, to October 5, 1977, for a total of $' seconded by Director Kelly and unanimously carried.
