HomeMy WebLinkAbout1977-11-02; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT, HELD ON NOVEMBER 2, 1977, AT 2:OO P.M., AT 5950 EL CAMINO REAL CARLSBAD, CALIFORNIA: The meeting was called to order at 2:03 P.M. by President MacLeod, with Direct Kelly, MacLeod, Maerkle and'uhlinger answering roll call. Director Engelmann absent. Also present were Legal Counsel Swirsky, District Engineer Kubota, PC Relations Consultant Mitchell, General Manager .Henley and Office Secretary. 1 i ties and Maintenance Director Greer, of the City of Carlsbad, Mrs. Margaret E and Mrs. Ruth Honnold of the League of Women Voters, were also present. Approval of Minutes Director Maerkle made a motion to apprc October 19, 1977, as mailed out, seconded by Director Uhlinger and unanimouslg carried. No Report Pub1 i c Informati on Public Relations Consultant Mitchell r that The'Water'Cine is at the printer l be out soon. He has contacted Mr. Kleinfelter, of the Water Foundation in Lo geles, and has arranged for him to speak at the board meeting of December 7, Mr. Mitchell then mentioned that Hawaii also has a serious drought problem an' cussion followed on that subject. Tri-Agencies Pipeline and District Engineer Kubota reported on t South Aqueduct Connection status of these projects and referred 1 etter received by the District and co to each Director. As of last Monday (the end of the review period for the dr EIR of the SAC) no objection has beemmade to the proposed project. We will tinue to get updatings on this. Water Conservation and Reuse Director Uhl inger reported on this me€ held yesterday, and mentioned Roy Warc Calavera Hills sponsoring of Lowrey and Associates, who have been authorized the City of Carlsbad to make a study of waste water reclamation. District Er Kubota added that more and more districts are considering this method of watc servation, i.e., Buena Sanitation District which is proposing a million gallc day waste water reclamation project. Discussion followed. I District/Ci ty Joint Comi ttee No Report Legal Counsel : Resol utions Legal Counsel Swirsky referred to the of Interest Code for which the public is being he1 d this afternoon before the Board of Supervisors. One change thl County Counsel has recommended is the date of filing, from the end of April March 31. Their reason: The report is for the previous calendar year and t you three months to file. Our reason for making it the end of April is to bl to use the fiqures which are also need for income tax purposes. The Board 0 I Supervisors will make that decision this afternoon. . Discussion followed. Other Matters No Report District Engineer: Development Program Spinnaker Hi 11s - Portion of Unit 3 District Engineer Kubota reported rec a request from Standard Pacific of Sa for a release for the homes located on Begonia Court, Lots 110 through 142, I are finished and ready for occupancy. Director Maerkle made .the motion to g the release, seconded by Director Kelly and unanimously carried. Pal omar Ai rport Business Park District Engineer Kubota reported tha Palomar Airport Business Park has fil request for a lot split just east of the telephone exchange (Lot 12 - a six parcel). Discussion followed. Meadows Area District Engineer then mentioned, for mation only, that in the Meadows area minium maps are filed on duplexes which are sold separately as split lots an are installing two meters. Discussion followed. Aqua Hedionda Pacific Plan District Engineer Kubota referred to i from the Regional Coastal Commission c cerning this project which would affect our water supply. Discussion followc I Master Plan - I.D. No. 3 Using a color-keyed map, District Eng, Kubota reported that the District is I for the public hearing on this project, to be he1d.November 16, 1977, for wh. mailing list will be made.and announcements sent to each property owner. Mr Mitchell suggested that a copy of the map be placed in the 1 ibrary to help tl public understand TAP. Discussion followed and Mr. Mi.tche11 will coordinate with the library and Mr. Kubota. The City of Carlsbad is expected to make a statement on this master plan. President MacLeod called for a brief recess at 2:43, P.M. The meeting resumec 3:03 P.M, General Manager: Communi cations ACWA - San Diego Convention Manager Hen1 ey distributed to the Boa. staff, copies of literature concernin: convention to be held November 29 to December 2, 1977, at the Hotel del Coror Discussion followed and all the Directors, Mr. Swirsky, Mr. Kubota and Mr. Hc will attend on Wednesday, November 30, for the entire day, They are to compl the copy of the pre-registration (in their packet) and return it to the secrc so that she can cut the check and make the reservations. Time Capsule - Magee House Manager Henley reported that the time ceremony at the Magee House will probi take place on November 12. He will notify us when the time is definite. CM1. supplied the pipe for the capsule and Director Kelly is looking for a granitc on which to put the bronze plaque. Rincon Del Diablo Municipal Manager Henley distributed copies of i Water District from this district expressing apprecii for our assistance during the aqueduci President MacLeod read the letter aloud. Operating Heads Meeting Manager Henley informed us that this r will be held November 17, 1977, at tht Authority in San Diego and will concern the special surcharge of water rates MWD which are to be effective Apri 1 1, 1978, the water storage goals for San Reservoir during the winter, the scheduling of aqueduct shutdowns, and agricL limits on acreage. Mr. Henley plans to attend. Application for Use of Manager Henley reported .receipt of an Pub1 i c Faci 1 i ty cation from the League of Women Voters Diguito, to use our facilities. Discu followed and Di rector Maerkl e made the motion to grant them the Use of the fa with certain stipulations at the manager's discretion, seconded by Director 1 and unanimously carried. I I -2- November 2, 197 Board of Supervisors Manager Henley reported, for Board inf tion only, receipt of a letter from th Board of Supervisors, signed by Jim Bates, regarding conformity of planning a asking for data regarding our ongoing plan, etc. Staff will work out a reply Meetings : San Jose Seminar Manager Henley reported on his attenda this seminar which he found very enligh Some of the subjects discussed were suppression of water use by physical faci small hydro-electric plants and hydro-seeding. The merits of this last item still questionable. City Council Meeting Manager Henley reported on his attenda at this meeting last night. The Counc adopted a resolution granting the appeal for the shredder to be located behin and changed the zone there from open space to industrial manufacturing. Palo Airport Business Park, Unit 2 has renewed their bonds and agreements. The Ge Plan Conformity has been put off until the next meeting on November 15, 1977. have selected an EIR consultant for Japatul . They approved a feasibility stu by Lowrey & Associates on waste water reclamation and approved a sewer hookup the solid waste transfer station. The City has submitted to LAFCO a proposal annex Palomar Airport. Discussion followed. Operations I School Tours - November Manager Henley reported that he will b ducting school tours beginning Novembe 1977, at 9:30 A.M. There will be quite a few in November, then none until Ma 1978. On the program will be a tour of a greenhouse, a presentation (film an in the boardroom, a milk and cookies break, then a tour of Squires Dam. The lake level is 494.0' with the flow at 16 c.f.s. An estimated figure on o water purchase last month is 1150,8 acre feet which is over our target of 102 acre feet. Me still have in the bank approximately 360 acre feet so there sh be no penal ties . Mr. Henley then passed around a copy of a newsletter called Patter which has interesting picture of a workman cleaning rocks out of the aqueduct during th recent outage. Division Boundary Study Manager Henley then asked the Board to staff to do a study on division bounda due to the large increase in Carlsbad's population. Director Maerkle made th motion instructing staff to do this, seconded by Director Uhlinger and unanim carried. Personnel Manager. Henley informed the Board that offered the secretarial position to Jo Wahl and she has accepted. She will rep1 ace Florence Woodward whose resi gnat effective November 11, 1977. He asked for Board approval of the action. Di r Kelly made the motion giving concurrence, seconded by Director Maerkle and un imously carried. Ratification of Checks Director Maerkle moved for ratificatio period covering October 20, 1977, to November 2, 1977, for a total of $94,440 I checks numbered 2040 through 2033 for m seconded b.y Director Uhlinqer and unanimously carried. I - I ., I Other Matters Appraisal of District Property District Engineer Kubota reported that District has received a proposal for t appraisal of our facilities , to be completed in thirty days , from Robert M. D and Associates, Inc., dated November 1, 1977, signed by James Brabant, at a t cost of $3,000, which will be covered by a budget allocation of $5,000, shoul - 3- November 2, 1977 I Board authorize the appraisal. Director Maerkle made the mtfon to have Mr. and his associates make the appraisal, seconded by Director Uhlinger and unan imously carried. Director Engelmann . Mr. Kubota reported on his visit to Mr Engelmann, who is improving rapidly an hopes to attend our first.meeting in December. He sent his per.sona1 greeting everyone via Mr, Kubota.
