HomeMy WebLinkAbout1978-01-18; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICII WATER DISTRICT, HELD ON JANUARY 18, 1978, AT 2:OO P.M., AT 5950 EL CAMINO Rt CARLSBAD , CALIFORNIA: The meeting was called to order at 2:09 P.M. by President MacLeod, with Dire Engelmann, Kelly y Maerkl e, MacLeod and Uhl i.nger answering roll call . A1 so p were Legal Counsel Swirsky, District Engi.neer Kubota (2:13 P.M.), Public Re1 Consultant Mitchell , General Manager Henley and Office Secretary. Approval of Minutes Upon moti.on of Director Maerkle, seconde Director Uhlinger, and unanimously carri the minutes of the regular meeting of January 4, 1978, were approved as mail Oral Communi,cations from None the Audi:ence Committee Reports: S.D.C.W.A. Director Kelly reported on the recent Wa- Authority meeting. The snow pack in the Colorado River water shed is up from 150% to 240%. Total amount in storage .I 41,930,000 acre feet. The meeting concluded with a report from CPO on the Ar Wide Water Qual i ty Management- P1 an , Issue Paper #4, A1 ternative Institutional Arrangements, drafted by 3. B. Gi.lbert and Associates, dated December 6, 1977 Director Kelly, who had a copy of the Papery read the Table of Contents , and stated that the reaction of the Authority Board was very.negative. I I Public Works Di'rector Beckman advised that CPO is attempting to respond to tk 20.8 Grant th.ey received under Pub1i.c Law 92-500, and said that 'the Board shou make known the position it wishes to support. Based on the consensus of opin received by February 20, 1978, CPO will make a recommendation to the Governor with final adoption by the Governor and the Regi.ona1 Director of the Environr Protecti.on Agency scheduled for April 19. Di.stri.ct Engineer Kubota reported receipt of the CPO Water Management Plan, c of wh.i:ch. were distributed to the Board and Staff. Mr. Case Houson, Director 1 the Department of Sanitation and Flood Control, San Diego County, is availabl, to make a presentation to the Board concerni.ng this matter. It was decided tl discuss th.is matter further at the next Board meeting, and at that time, a da can be scheduled for Mr. Houson's presentation. Engineer Kubota advised that the Water Authority will have a meeting tomorrow morning at 1O:OO A.M. t.0. discuss th.e 208 Plan. General Manager Heniey stated that he will be unable t8 attend, and upon motion of Director Maerkle, seconded by Director Kelly , and unanimously carried, authorization was granted for Engineer Kubota and Skip Sc to attend the Water Authority meeting on January 1gy 1978 at 1O:OO A.M. Pub1 ic Information Director Maerkle reported that the FinancE Committee and Staff held a meeting concert pub1i.cati.on .of The Water Line. After discussion, upon motion of Director Mae] seconded by Director Kelly, and unanimously carried, it was decided to withho- publication of the December issue of The Water Line, with the authorization th the accumulated printing costs be paid. The matter will be discussed further February. I Tri -Agencies Pi pel i ne Project District Engineer Kubota reported on the r meeting he and Director Maerkle had with V Melbourne, Project Construction Engineer for the Water Authority. Mr. Melbour requested a decision from the District on inclusion of outlets .and valves in t construction of the tri-agencies pipeline. He would also like a commitment fo the District's share of funds for local work that has been completed. Direct0 Maerkle will schedule a meeting of the Tri-Agencies Pipeline Project Committee Water Conservation, Reclamation Director Uhlinger advised that the next me and Reuse of this committee will be he1 d on January At that time, Mr. Alan Olson will make a p sentation regarding a water reclamation process for individual homes. DistrictlCity Joint Committee No report I.D. No. 3 Master Plan Legal Counsel Swirsky advised that he w( like to continue this item until the nex Board meeting'inasmuch as staff is still working on some of the details. President MacLeod called for a short recess at 2:44 P.M. The meeting was re at 3:06 P.M. District Engineer: Devel opment Program Di.stri.ct Engineer Kubota revi.ewed for th wherein the public water system was approved, on an interim basis, for 50 lo in Carrillo Estates, Unit No. 1, permitting temporary occupancy of those dwe units. He clarified for the Board, by use of a map, the lots actually invol Divisi:on Boundaries District Engineer Kubota advised that thc official documentation regarding relocat the boundary lines of the five divisions for Directors of the District has bl de1ivered.to the Registrar of Voters. In addition,. a special colored map ha' been ordered. Solid Waste Transfer Station District Engineer Kubota reported that gi operati.ons are proceeding in the area lo( behind the District office at the Solid Waste Transfer Station site. Bel 1 ford Vi1 1 age Water Distri.ct Engineer Kubota advised that thc District parti.es concerned are now working on the dissolution of the Bell ford Vi1 lage Water District. This matter has been under consideration for several years since La Costa's annexation to the City of Carlsbad. Subdivi.sion Storm Damage District Engineer Kubota reported that th was considerable storm damage in the Temp Heights subdivision, and it is possible that several hundred feet of newly la water line was lost. In -addition, approximately fifty feet of water line was lost in the Rancho La Cuesta subdivi.si,on at .the end of the main road. General Manager: Communications S.D.C.W.A. General Manager Henley reported that the ' Water Rates Authori.ty has approved rate increase as I The capacity charge was raised to $2.50 ar foot, and the commodity charge will now be $1 5.10 per acre foot. A meeting 01 District Water Rate Committee was scheduled for Wednesday, January 25 at 1:00 Trailer Located Behind General Manager Henley stated that a lettc District Office was wri.tten to Earl Frazee, Jr. , as the Bc directed, regarding the trailer located be the District office. Mr. Frazee has replied that he will move the trailer as as it is dry enough. The monthly rental fee is scheduled to begin February 1, ACNA Spring Conference General Manager Henley reported there will May 9-1 2, 1978. More information about this conference wi 11 be received 1 ater I Board an action of several meetings ago B an ACWA Spring Conference in Monterey on California Special Districts General Manager Henley advised the Board a Association Dinner Staff concerning transportation arrangemen for the C.S.D. Association Dinner that wil held at Monterey Jack's Restaurant at Rancho Bernard0 on January 26. Conference General Manager Henley stated that a confel Tomorrow's Water - Today! titled "Tomorrow's Water - Today!" will be in Newport Beach on February 16-17. It is being sponsored by the office of Water Research and Technology of the U. S. Del ment of the Interior, and will deal with desalting and water reuse. Upon motic of Director Maerkle, seconded by Director Engelmann, and unanimously carried, I mission was granted for Manager Henley to attend the conference. This is an update of a previous seminar tht Meter Reader Glenn Brinegar attended; and more information will be forthcomir I Orientation to CAL/OSHA Manager Henley also reported a one-day cc titled "Orientation to CAL/OSHA" will be on Thursday, February 9, 1978 in Los Angeles. The cost for the one-day sessi is $75. Upon motion of Director Kelly, seconded by Director Maerkle, and una mously carried, permission was granted for Foreman Kurt Musser to attend the course. National AWWA Convention Manager Henley said that the National AWW Convention will be held in June this year Atlantic City, New Jersey, and stated his preference to attend. This matter be, discussed further at a later time. Operations District Insurance Program Manager Henley reported that we have now received all of the insurance proposals f District insurance coverage. The proposals have been delivered to Legal Coun for his research and recommendations to the Board. Storm Damage Manager Henley reported storm damage to line Cy I.D. No. 3, the water line that g to C Reservoir. Rancho Carl sbad Mobile Home Park has a concrete block wall o the north side of the park with ports designed for the creek to run through. These were plugged up, and there was some erosion on the road within three fe of the water line when Calavera Lake ran over into the channel. This area wa sandbagged to divert the water into the channel. I In addition, Manager Henley stated that the Sunny Creek Road crossing in Los Monos Canyon has been completely eroded, and will need to be reconstructed. Discussion followed concerning how soon repair work would need to take place and the best course of action to follow. Upon motion of Director Maerkle, seconded by Director Uhlinger, and unanimously carried, it was moved that Engineer Kubota and Manager Henley confer with the residents in the canyon area, but that they make no commitments on District participation. Manager Henley reported that Squires Dam sustained no storm damage and there has been no visible erosion. The lake level is 496.4, and the flow from the Authority is 6 c.f.s. Since January 1, rainfall at the District office has measured 8.15" and 7.37" at Squires Dam. District crews are inspecting all previous "trouble spots" on the water mains. I 90/10 Program Manager Henley distributed copies of data water purchased by the District and the City of Carlsbad for 1977, as compared to 90% of the 1976 totals. We have 61 9.1 acre feet in the bank. In addition, he stated that water sales for July 1 through December 31 , 1976 were 6121 acre feet as compared to 5855 acre feet for the same period in 1977, which is down 266 acre feet. Losses for the last six months of 1977 are 3%. Quarterly ,Financial Statement Manager Henley reported that the Quarterl) December 31 , 1977, wi 11 be avai 1 able no 1 ater than the next Board meeting. Northern Cal i fornia Water Manager Henley advised that Mr. Ronald Rot Director of the State Department of Water Resources, has issued a press release stating that southern California will rE ceive their share of northern California water this year. This information wi be announced by M.W.D. when they receive the news release. Office Procedures Manager Henley said that as a result of hi observations over the past year, he will b submitting suggestions for improving.office procedures to the proper committee sometime in February. on the 90/10 Program, showing the total Financial Statement for the period ending -3- January 18, 1978 1 Ratification of Checks Upon motion of Director Maerkle, seconded Director Kelly, and unanimously carried, Board ratified Checks No. 2315 through 2375 covering the period from January 1978 through January 18, 1978 in the sum of $25,736.58.
