HomeMy WebLinkAbout1978-06-07; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE .BOARD OF DIRECTORS OF CARLSBAD MUNICIPI WATER DISTRICT, HELD ON JUNE 7, 1978, AT 2:OO P.M., AT 5950 EL CAMINO REAL, CARLSBAD, CALIFORNIA: The meeting was cal1ed.to order at 2:03 p.m. by President MacLeod, with Direc Kelly , Maerkle, MacLeod and Uhl inger answering roll call. Director Engelmanr arrived at 2:08 p.m. Also present were Legal Counsel Swirsky, District Engir Kubota, Public Relations Consultant Mitchell and Office Secretary. Utilitie: Maintenance Director Greer (2:55 p.m.) of the City of Carlsbad, Mrs. Margaret and Mrs. Ruth Honnold of the League of Women Voters, Mrs. Jane Skotnicki, and Ted Donald of Calavera Hills, were also present. Approval of Minutes Upon motion of Director Maerkl e , second Di rector Kelly , and unanimously carried minutes of the regular meeting of May 17, 1978, were approved as corrected. I Oral Communications from the Audience None Committee Reports: S.D.C.W.A. Public Information Director Kelly had no report inasmuch a meeting will be held tomorrow. Public Relations Consultant Mitchell ca the Board's attention to recent article appearing in the Blade-Tribune and ACWA News concerning the news media which been distributed for information. Tri -Agencies Pi pel i ne Engineer Kubota advised that the Water held a pre-construction conference this with Metro-Young Construction Company. He further discussed this project, st that Calavera Hills representatives have requested the relocation of a water which was described by use of a map, in the second increment of TAPP. An on- conference was he1 d on Monday with Cal avera Hills and Water Authority represe to determine if the relocation is feasible. The Water Authority has stated tt have no objection to the relocation. After discussion, upon motion of Directc Maerkle, seconded by Director Kelly, and unanimously carried, authorization wz granted for rental of a Caterpi 11 ar (D-8) Tractor with operator to pioneer a r route through the area described. Mr. Kubota added that he has obtained a pr' quotation for the equipment rental and he will discuss the matter under "Purct Orders 'I. South Aqueduct Connection Engineer Kubota reported receipt of the preliminary plans for this project from San Marcos County Water District, and stated that a meeting will be scheduled the Special Projects Committee and Legal Counsel . Water Conservation, Reclamation Director Uhlinger reported that the comrl and Reuse meeting was held on May 30, 1978, at whi time an article regarding water saving d was discussed. A survey has indicated that 30% of the population would use to saving kits and 10% would use shower restrictors if these conservation items h available at no charge. The committee also discussed siting of reclamation pl and continuing water conservation efforts. Director Maerkle referred to a rec letter from the Department of Water Resources regarding materials available fo conservation education. I 1 Personnel Finance No report Ensineer Kubota called the Board's atter; to-the District Budget for Fiscal Year 1 A time schedule for budget meetings is being established; included will be the of salaries and our operating budget. District/City Joint Committee No report Presidents & Managers Council Director Maerkle referred to the minutes Breakfast Meeting, May 16, 1978 this meeting concerning proposed legisla such as AB-3544 (Knox) which establishes local government planning fund. Additional current items of legislation, i.e. AB-3412 (Cullen), AB-3698 (Kapiloff) and .SB-1746 (Mills) were discussed at the last Board meeting. It.was agreed that the Board should take definite action, Engineer Kubota stated that individual letters will be drafted to legislators forth the District's opposition to these bills. Legal Counsel No report President MacLeod called for a short recess at 2:38 p.m., and the meeting was at 3:OO p.m. Mr. Roger Greer arrived during this time (2:55 p.m.). I District Engi neer : Development Program Carrillo Estates, Engineer Kubota reported that a request I Ponderosa Homes been received for release of a portion 0' explained the status of the project, and stated that water service can be prov by use of a temporary tie-in off the Alga Road line. Engineer Kubota recommenl Board approval for release of 38 lots in Carrillo Estates , permitting temporar. occupancy of these dwelling units. After discussion, upon motion of Director Maerkle, seconded by Director Uhlinger, and unanimously carried, the Engineer' recommendation was approved. C.P.O. - 208 Program Engineer Kubota stated that the Board of Directors of C.P.O. will take a final ac on the Areawide Water Quality Management Program on June 19, 1978. He further said that the Water Authority had requested a meeting be arranged with members of the Carlsbad City Council concerning the 208 Program. At the suggestion of Mayor Packard, who had attended a previous briefing, Council members Casler an1 Anear were contacted. They both agreed that the Council had taken an action i: as the 208 Study is concerned; the Council had voted not to support that part 1 the Plan which recommends the County Water Authority (as it is .currently struci be designated as lead agency. Mr. Kubota has forwarded this information to Mr. Burzell. The Water District's official position will be forwarded to C.P.O. b3 letter supporting the recommendations of Consul tant J. B. Gi 1 bert. General Manager: (Presented by Engineer Kubota) Meetings : Aqua Care Engineer Kubota reminded the Board that i Aqua Care Conference is being held today through June 10th at the Sheraton Harbor Island Hotel in San Diego. Annual Conference of National Engineer Kubota advised that the 6th Ann( Water Supply Improvement Assn. ' Conference of the National Water Supply Improvement Association will be held Jul; in Sarasota, Florida. The International Conference deals mainly with desalini; Presidents & Managers Counci 1 Engineer Kubota reported that the Presid( and Managers Counci 1 breakfast meeting w' be held on June 13, 1978 at Rancho Bernardo. President MacLeod and Engineer KL will be in attendance. Carrill o Estates (Ponderosa Homes). He I II Operations The flow from the Authority is 20 c.f.s., the lake level is 499.5' . District Mobile Communications Engineer Kubota gave an up-to-date report this matter. A letter has been received Motorola Company stating they will complete a survey on the radio system and ma appropriate suggestions for improvement. Office of Emergency Services Engineer Kubota advised that the State Of Disaster Relief Program of Emergency Services has notified the Di that our request for $8,362.00 to repair damage has been approved. -2- June 7, 1 Vehicle Leasing Agreement Engineer Kubota discussed the matter of tk vehicle which has been terminated. With the refund of-our $150 security deposi- all financial obligations of the District and Dixon Ford have been met. Lease Agreement for the General Manager's Purchase Orders: In regard to an earlier discussion, Enginc Kubota requested Board authorization to issue a Purchase Order to Temp1 eton Grading for rental of a Caterpi 11 ar (D-8) Tractor with operator to pioneer a right-of-way for the Tri-Agencies Pipe1 ine Project by Calavera Hills. The rate is $70 an hour, and he further requested $3,000 be a1 1 ocated for this work, which would include a move-in and move-out charge. After discussion , upon motion of Director Maerkl e , seconded by Direct01 Engelmann, and unanimously carried, authorization was granted for issuance of a Purchase Order to Templeton Grading for the aforementioned work, cost not to exceed $3 , 000. Lake Henshaw Dam Engineer Kubota spoke to the issue of the Surplus Water various letters that had been written con( ing the surface runoff being released fror Lake Henshaw Dam.. In addition to a response from the Santa Margarita/San Luis Rey Watershed Planning Agency, a reply has also been received from the City of Oceanside. Sea World Discount Coupon Engineer Kubota called the Board's attent to the Sea World Discount Coupon which wi be mailed with District bi-monthly water bills. In the event a customer desire to attend earlier, publicity will state that they can obtain a coupon by contac the Distri.ct office. Consumer Water Service Accounts Engineer Kubota reviewed for the Board th the staff had been authorized to waive pe 1 ate charges not to exceed $50 per water service account. As a result of revie the delinquent accounts, five letters were sent out waiving penalty charges amo ing to $116.89. Mr. Kubota then referred to the account of Daniel Wiegand with penalty late charges amounting to $183.50 and requested authorization to waive this amount. After discussion, upon motion of Director Maerkle, seconded by Director Uhlinger, and unanimously carried, it was moved to waive the penalty late charges of Daniel Wiegand amounting to $183.50. San Diego Water Reuse Study Engineer Kubota advised that the County o San Diego is commencing a wastewater recl tion study which will be known as the "San Diego Water Reuse Study". A meeting has been scheduled for June 13, 1978, and he suggested the staff be authorized attend. After discussion, upon motion of Director Maerkle, seconded by Direct0 Engelmann, and unanimously carried, it was moved that the General Manager atten the June 13th meeting. Ratification of Checks Upon motion of Director Maerkle, seconded Director Engelmann, and unanimously carri the Board ratified Checks No. 2802 through 2842 covering the period from May 18 to June 7, 1978 in the sum of $83,319.30.
