HomeMy WebLinkAbout1978-06-21; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL CARLSBAD, CALIFORNIA: WATER DISTRICT, HELD ON JUNE 21, 1978, AT z:oo P.M., AT 5950 EL CAMINO REAL, The meeting was called to order at 2:05 p.m. by President MacLeod, with Directc Kelly, Maerkle, MacLeod and Uhlinger answering roll call. Also present were District Engineer Kubota and Office Secretary. Utilities and Maintenance Direc Greer of the City of Carlsbad, Mrs. Margaret Bonas and Mrs. Ruth Honnold of the League of Women Voters, and Ted Donald of Calavera Hills, were also present. Approval of Minutes Upon motion of Director Maerkle , secondc Director Kelly, and unanimously carried, minutes of the regular meeting of June 7, 1978, were approved as corrected. I Oral Communications from the Audience None Committee Reports: S.D.C.W.A. Director Kelly reported on his attendanc the recent Water Authority meeting. Of particular interest to the District is the fact that the Metropolitan Water Dir introduced State water into Lake Skinner on May 6, 1978. Resolution No. 373 Director Maerkle presented for adoption Reappointment of District Resolution No. 373, and after discussiol Representative to S.D.C.W.A. upon motion of Director Maerkle, secondc by Director Uhl inger, Resolution No. 37: entitled, "RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DII REAPPOINTING DIRECTOR ALLAN 0. KELLY AS ITS REPRESENTATIVE TO THE BOARD OF DIRI OF SAN DIEGO COUNTY WATER AUTHORITY", was adopted by the following vote: AYES : Directors : Maerkle , MacLeod , Uhl inger I NOES : Directors : None ABSTAINING: Directors : Kel ly ABSENT: Directors : Engelmann Pub1 ic Information In the absence of Pub1 ic Relations Cons sample materials for conservation education have not been received as yet from State Department of Water Resources. Tri-Agencies Pipeline Engineer Kubota gave a report on the st Calavera Hills area. A new route was pioneered through the area as authorized by the Board. The new alignment has been set and surveyed; easement documents have been prepared and distributed to the property owners. A proposed change is being processed by the contractor, Metro-Young Company. South Aqueduct Connection Engineer Kubota reported receipt of cop of the Agreement for the South Aqueduct Connection as executed by the Olivenhain and San Marcos County Water Districts Water Conservation, Reclamation Director Uhl inger had no report. The r and Reuse committee meeting will be held next Tue Mi tchel 1 , Engineer Kubota advised that of the pipeline relocation in the Lake I June 27, 1978. Di stri ct/Ci ty Joint Committee No report Legal Counsel : In the absence of Legal Counsel Swirskj Engineer Kubota advised that Californiz Bank has requested execution of a Waiver and Severance Agreement. The bank is extending credit to Tri-Ci ties Broadcasting, Inc. (KKOS) for the purchase of sc additional equipment. The Agreement will allow the bank to proceed against tk equipment located on District property in the event it becomes necessary to dc Legal Counsel has recommended the Board authorize execution of the Agreement. After discussion, upon motion of Director Maerkle, seconded by Director Uhlin! and unanimously carried, authorization was granted for the General Manager to execute the Waiver and Severance Agreement in behalf of the District. Legal ( will prepare a letter of transmittal. President MacLeod called for a short recess at 2:30 p.m., and the meeting was at 2:53 p.m. Personnel Committee Report: District Employee Upon motion of Director Maerkle, secon Cost-of-Living Adjustment by Director Kelly, and unanimously car District employees were granted a 5% c of-living adjustment, effective July 1, 1978. Nancy B. Detore Director Maerkle reported Office Manag Wilda Simpson's recommendation that Di employee Nancy B. Detore, who completed her six-months probationary period as May 22, 1978, be advanced to permanent status and granted a merit salary incr of approximately 5%. After discussion, upon motion of Director Maerkle, seco by Director Uhlinger, and unanimously carried, District employee Nancy B. Det was designated a permanent employee of the District and granted an approxirnatc salary increase to $689 per month, effective May 22 , 1978. Di stri ct Engineer : Development Program Templin Heights, Unit No. 1 Engineer Kubota advised that a request been received from Templin Heights (Mcl Company) for release of 72 units in this subdivision. There are a total of 1: lots under construction. Engineer Kubota explained water service to this sub( vision and stated that the water system is operational for the first 72 units He recommended approval by the Board for release of 72 lots in Temp1 in Height! permitting occupancy of these dwelling units.. After discussion, upon motion of Director Uhlinger, seconded by Director Maerkle, and unanimously carried, the Engineer's recommendation was approved. C.P.O. - 208 Program Engineer Kubota discussed this matter i called attention to the letter to C.P.1 President MacLeod setting forth the District's policy position. He further rc the action-of the Carlsbad City Council regarding the 208 Program. On Monday the C.P.O. Board of Directors voted to designate C.P.O. as lead agency for imF tion of the 208 Program. This is contrary to the recommendations of Consultar J. B. Gilbert. Mr. Kubota has requested a copy of the tape of the proceedings there have been allegations of irregularities. With Board concurrence, this n wi 11 continue to be monitored. General Manager: (Presented by Engineer Kubota) Correspondence: Lake Henshaw Dam Engineer Kubota reported that a letter Surplus Water been received from the City of Carlsbac in response to our communication regarc water being released from the Lake Henshaw Dam. Bell ford Village Water District Engineer Kubota spoke to this issue, st that a communication has been received from the San Marcos County District. Inasmuch as the Bellford Village Water [: is predominantly in the San Marcos District, they will be handling the matter. I I Local Coastal Program Engineer Kubota advised that the City. o Carlsbad Planning Department has reques input from the District for preparation of the Local Coastal Program. Local Agency- Formation Commission Engineer Kubota stated that the final a of L.A.F.C.O. has been received adoptin Sphere of Influence for the City of Car Meetings : Proposition 13 Engineer Kubota advised that a one-day One-Day Seminar sponsored by the University of Cal iforn will be held in San Diego on Friday, Ju regarding Proposition 13. The seminar is titled: "Developing Your Special Di Action Plan". With Board concurrence, Accounting Officer Wilda Simpson is aut to attend. -2- June 21 , Presidents & Managers Counci 1 President MacLeod and Engineer Kubota Breakfast Meeting, June 13, 1978 reported on their attendance at this met and discussed items of interest. Operations : The flow from the Authority is 19 c.f .s and the lake level is 501.5' . Engineer Kubota reported that a water seepage in the greenbelt area in La COSti Marbella was located caused by a pinhole in a copper service. He commended thc operations crew for their hand1 ing of. the repair work. Disaster Relief Program Engineer Kubota reported receipt of a cI in the amount of $8,362.00 from the Sta, of Emergency Services to repair storm damage sustained by the District. Service Agreements For i nformation , Engineer Kubota advise( the District has two continuing service ments with Southwest Services and James 0. Gierlich Company. These companies t being requested to furnish an update on the contractual arrangements. Water Authority Operating Heads Engineer Kubota gave a brief report of ' Meeting Operating Heads Meeting held on June 14 Water Storage Spill Engineer Kubota spoke to the issue of tl San Vi cente Reservoir San Vicente water storage spill , statinl $21,671.70. The Water Authority has assumed responsibility for half of the total net loss. The net cost to the District for spillage will be pro-rated between the District and City service area, based on sales for the current yea of 51% and 49%, respectively. Bridge Extension Director Maerkle discussed the forthcom El Cami no Real and Vista Way addition to the bridge at El Camino Rea Vista Way, and expressed his opinion th should put another pipe in the bridge at this time which could be used in the if we have another connection with the City of Oceanside or a cross-tie. Afte discussion, upon motion of Director Maerkle, seconded by Director Uhlinger, an' unanimously carried, the District Engineer was authorized to confer .with State California representatives concerning this matter. Claim for Damages Engineer Kubota stated that a claim for a Val ve can in the vicinity of Pal omar Airport which damaged her tire. The ti placed at a cost of $71 -65, and the matter has been turned over to our insuran Water Consumer Service Accounts Engineer Kubota informed the Board of c South Shores Development Co. and pondence from Jack E.
