HomeMy WebLinkAbout1978-08-02; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPA WATER DISTRICT, HELD ON AUGUST 2, 1978, AT 2:OO P.M., AT 5950 EL CAMINO REAL, CARLSBAD, CALIFORNIA: The meeting was called to order at 2:06 p.m. by President MacLeod, with Direc. Engelmann, Kel ly , Maerkle , MacLeod and Uhl inger answering roll cal I. Also prl were Legal Counsel Swirsky, District Engineer Kubota, Public Relations Consul. Mitchell and Office Secretary. Utilities and Maintenance Director Greer of tl City of Carlsbad, Mrs. Ruth Honnold of the League of Women Voters, and Ted Dol of Calavera Hills, were also present. Approval of Minutes Upon motion of Director Maerkle, secor Director Engelmann, and unanimously ct the minutes of the regular meeting of July 19, 1978, were approved as correct6 District Warehouse Theft Engi:neer Kubota reported that Mr. Stel Tague of Farmers Insurance Company hi advised that their interpretation of our policy is that the District is not c( for burglary in our warehouse area as it relates to supplies. District Legal Counsel has been asked to review the matter. I Oral Communications from the Audience None Committee Reports : S.D.C.W.A. Director Kelly had no meeting to repor 208 Program He referred to a July 25 , 1978 Los Ang Times newspaper article descri bi ng act taken by the San Diego Regional Water Quality Control Board. They now recomme that C.P.O. not be given the responsibility it kept for itself on June 19, 197' regard to the 208 Program, but proposed instead that the Regional Water Qualit, Control Board assume that position. The Water Authority advises that the Stat Water Resources Control Board will'be reviewing the action taken by the Region 1 Board later this month. Public Information Pub1 i c Re1 ati ons Consultant Mi tchel 1 rt the Board that March 22, 1979 will be . District's 25th Anniversary. Director Kelly is Chairman of the Celebration, w' Mr. Chris Christiansen as Co-Chairman. Mr. Mitchell stated that the Celebratic will have the support of the Chamber of Commerce and Historical Society, and a1 outline will be completed in the next few weeks. Mr. Mitchell further discus: commencement of work on the Tri-Agencies Pipeline tomorrow morning at 9:00 a.m The location wi 11 be along Rancho Santa Fe Road in San Marcos . District repre: tatives will be in attendance and .information will be released to the 'news med' next 'week. Tri-Agencies Pipeline Director Maerkle reported on the recent in the main transmission line, which PC to the District's need for the Tri-Agencies Pipeline. Two damaged areas in the old water main were replaced with a 13 foot piece of steel pipe. Director Maer referred to assistance given by City of Carlsbad employees and the use of City control equipment. Upon motion of Director Maerkle, seconded by Director Uhlin and unanimously carried, it was moved that a letter be sent by the District tod Packard thanking the City crew, and in particular Mr. Roger Greer, Mr. Paul Par and Mr. Pat Guevara, for their he1 p and cooperation. Water Conservation, Recl amati on Director Uhlinger reported that the cor and Reuse meeting was he1 d on July 25 , 1978. At time, Randy Mitchell displayed water col tion materials received from the Department of Water Resources. These items wi' available for customers at the District and Chamber of Commerce offices. Mr. KI advised that the C.P.0.- 208 Program is moving ahead in the water management an1 resources program and there is a one-half million dollar grant study underway. mixture ratio of Northern and Southern California is not yet 50-50 but will bec, more equal as time progresses. I Personnel No report Finance No report South Aqueduct Connection Engineer Kubota discussed the South Aque Connection , reviewing for the Board the history of this joint project with the Olivenhain Municipal Water District and t San Marcos County Water District. The Agreements as executed by Olivenhain and San Marcos Districts. were received- at the end of June; the project is ready to g out to bid and we are in receipt of the Plans for District approval. Our share the cost is now estimated to be $715,000. Engineer Kubota explained the charact of the water service for the proposed South Aqueduct Connection by use of a diag and funds available for the project were discussed. After further discussion, u motion of Director Maerkle, seconded by Director Kelly, and unanimously carried, authorization was granted to proceed with the project after review by Legal Coun Legal Counsel : No report President MacLeod called for a short recess at 3:OO p.m., and the meeting was re at 324 p.m. I Distr,ict Water Main Repair Director Maerkle again spoke to thlis mat expressing his opinion that the District crew should be commended for the fine work and 1 ong hours expended in repairing main transmission line. After discussion, upon motion of Director Maerkle, seco by Director Kelly, and unanimously carried, it was moved to commend the District field crew. A letter will be drafted for signature of the Board President. Di stri ct Engi neer: Development Program: Roundtree Devel opment Engineer Kubota discussed the Roundtree Carl sbad Tract 76-1 3 Condominium Development, which will be c structed on four lots at the end of Gi br Street. Water service to the development was explained by use of a diagram and Engineer Kubota recommended Board approval of the Subdivision Plans and acceptan Bonds and Agreements. After discussion, upon motion of Director Maerkle, second Director Uhlinger, and unanimously'carried, the Engineer's recommendation was ap Easement Deed Engineer Kubota requested Board acceptan Bridgeview Condominium of an Easement Deed executed by Lester B Turner, Jr. , developer of Bridgeview Con ium which is now under construction. Upon motion of Director Maerkle, seconded Director Uhlinger, and unanimously carried, it was moved that the Easement Deed executed by Lester Brown Turner, Jr. be accepted and authorization was granted f recordation of the document. Solid Waste Transfer Station Engineer Kubota brought the Board up-to- Trans'fer Station, stating that plans for interior fire service have been receive He further advised that the road is ready to be graded and paved. General Manager: (Presented by Engineer Kubota) Correspondence: Local Agency Formation Commission Engineer Kubota reported receipt of the formal processing of the La Costa Northe Detachment from the Carlsbad Municipal Water District, and the official filing o dissolution of the Bellford Village Water District, both from L.A.F.C.O. ACWA News and METER Engineer Kubota called attention to the recent issue of ACWA News, and also the 1978 issue of METER which reported that the proposed $9.00 an acre foot increase the wholesale water rate is still being considered by the Metropolitan Water Dis Registrar of Voters Engineer Kubota advised that a notice ha November 7, 1978 Election been received from the Registrar of Vote requesting consolidation of elections for the upcoming November 7, 1978 election Meetings : Carlsbad City Council Meeting Engineer Kubota gave a report on the Cit August 1 , 1978 Council meeting held last night. The Ci Council is considering a policy on the c version of apartment houses to condominiums. One the issues raised is what happ to the uti1 i ties, and there was considerable discussion at the meeting as to a1 t tive policies of serving condominiums. 1 on. the status of the County Solid Waste I concerning the August 25 , 1978 dead1 ine 3 fi.,".,.-+ 9 1 Water Agencies Association Engineer Kubota reported that the Quarte Quarterly Meeting Meeting of the Water Agencies Associatio wi 11 be he1 d on Thursday, August 17 , 197; at the Lake San Marcos Country Club ,~ hosted. by the San Marcos County Water Distr Directors and staff wishing to attend so indicated. Operations : The flow from the Authority is 22 c.f.s. and the lake level is 493.1 ' . Photographs of the.main transmission line break were displayed. Engineer Kubota gave a further report on the assistance and equipment provided by the City of Carlsbad, including lighted barricades and two flashing lights,. and indicated th invoices for these items will be received from the City. He explained the emerg' water service that was provided during the period of repair, and stated that the flow from the Water Authority was reduced from 21 c.f.s. to 14 c.f.s. Purchase Orders: Engineer Kubota recalled that the Board authorized the General Manager's Office issue purchase orders as necessary to replace stolen items. In that regard, he advised that Purchase Order No. 2367 had been issued to Rockwell.Internationa1 f 216-5/8" meters at a total cost of $7,867.06. He further advised that Purchase Order No. 2369 was issued to Rockwel.1 International for 10-2'' Disc Meters and 6-5/8" Measuring Chambers, at a total cost of $2,649.78 inasmuch as the factory wily1 ' be closing for inventory, and requested Board ratification of this-Purchas Order. After discussion, upon motion of Director Maerkle, seconded by Director Engelmann, and unanimously carried, the Board ratified the issuance of Purchase No. 2369. Engineer Kubota also reported on assistance and material provided by Don Hubbarc Contracting Company, South Coast Asphalt, and Ray Higley Welding during the repi operations of the water main, and stated that purchase orders were issued to thf companies. Wastewater Reclamation Guide Enqineer Kubota called the Board's attel 1 I for Local Agencies to-the book1 et , titled: Wastewater Rec' ti on Guide for Local Agencies, the refe: guide published by the new Office of Water Recycling, which he had distributed. 65401 Booklet Engineer Kubota also called attention tc excerpts of the Booklet "65401 I' , which I been distributed for Boar-usal . Mills Bill Engineer Kubota discussed the Mil 1s Bil' which would dissolve C.P.O. and give it: functions to the County Board of Supervisors, and stated that the special distr and the cities are unanimously opposing the Bill. Mr. Kubota will prepare a le setting forth the District's opposition to the Mills Bill. Proposi ti on 1 3 Engineer Kubota reported that the Distr did not make application for surplus fu available from State surplus to local -governments permitted under Proposition 1 Ratification of Checks Upon motion of Director Maerkle, second Director Kelly , and unanimously carried Board ratified Checks No. 2976 through 3024 covering the period from July 19 , 1 August 2, 1978 in the sum of $130,109.79.
