HomeMy WebLinkAbout1978-09-13; Municipal Water District; MinutesMINUTES OF AN ADJOURNED REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL NATER DISTRICT HELD ON SEPTEMBER 13, 1978 AT 2:OO P.M., AT 5950 EL CAMINO REAL, CARLSBAD, CALIFORNIA: The meeting was called to order at 2:02 p.m. by President MacLeod, wi.th Directors Kel ly , Maerkle, MacLeod . and Uhl i nger answerfng roll call. A1 so present were Legal Counsel' Swirsky, District Engineer and Acting Manager Kubota, Public Relations Con- sultant Mitchell ,- Accounting Officer Wilda Simpson (2:07 p.m.), and Office Secretar; Utilities and Mai-ntenance Director Greer (2:03 p.m.) of the City of Carlsbad, Mrs. Ruth Honnold (2:05 p.m.) and Mrs. Margaret Bonas (2:12 p.m.) of the League of Women Voters, Ted Donald of Calavera Hills, and Tom Thompson of Mitchell, Thompson and Associates, were a1 so present. Notice of Adjournment Legal Counsel Swi rsky presented to the Offil Secretary for inclusion in the official Minutes Register, a Notice of Adjournment Posting of the regular meeting of the Board of Directors of Carlsbad Municipal Water District of September 6 , 1978 to September 13,.1978. He stated that the Notice was posted on the District bulletin board within twenty-four hours after the time of adjournment of the regular meeting of September 6, 1978. Budget Summary Accounting Officer Wilda Simpson reviewed Bond and Interest Funds the Budget Summary for bond and interest Fiscal Year 1978-79 funds for fiscal year 1978-79 for the Board Based on the recommendations of the Finance Committee, the following tax rates were suggested: U I.D. No. 1 - A tax rate of 4$,-which is a reduction of l$. I.D. No. 2 - A tax rate of lo$, which is a reduction of 24. I.D. No. 3 - No change is recommended; the-tax rate should-remain at 26$.. I.D. No. 4 - No change is recommended; the tax rate should,remain at 2$. Manager Kubota noted that an attempt has been made to maintain a relationship betwe the reserves in the bond fund and the current ob1 i gations of the District. Mrs. Bonas arrived during this discussion (2:12 p.m.). General Fund Tax Revenue Legal Counsel Swi rsky explained that under Computation Proposition 13, the formula submitted by tt County of San Diego for computing the Dist) revenues is .based on a fund factor of .001048506 to be applied against $110,921,12: which is the total County revenue available for special districts under the Propos- 13 tax levy of $4.00. The actual amount the District wi 11 receive from the genera' tax rate will be $116,301.33. Resolution No. 374 Legal Counsel Swirsky presented Resolution Tax Rates for FY 1978-79 No. 374 for adoption, entitled: "RESOLUTI( OF THE BOARD OF DIRECTORS OF CARLSBAD MUNI( WATER DISTRICT DETERMINING THE AMOUNTS NECESSARY TO BE RAISED BY TAXATION IN THE CARLSBAD MUNICIPAL WATER DISTRICT,IMPROVEMENT DISTRICT NO. 1 OF THE CARLSBAD MUNIC: WATER DISTRICT, IMPROVEMENT DISTRICT NO. 2 OF THE CARLSBAD MUNICIPAL WATER DISTRIC- IMPROVEMENT DISTRICT NO. 3 OF THE CARLSBAD MUNICIPAL WATER DISTRICT, AND IMPROVEMEI DISTRICT NO. 4 OF THE CARLSBAD MUNICIPAL WATER DISTRICT, DURING THE FISCAL YEAR COMMENCING JULY 1, 1978 AND ENDING JUNE 30, 1979, AND FIXING THE RATES OF TAX TO BE LEVIED FOR SUCH FISCAL YEAR". Upon motion of Director Maerkle, seconded by Director Uhlinger, Resolution No. 374 was adopted by the following vote: I AYES : Di rectors : Kel ly , Maerkl e, MacLeod , Uhl i II NOES : Directors : None ABSENT: Di rectors : Engel mann Manager Kubota called attention to the fact that the following tax reductions woul be in effect for the three taxing areas of the District: General District area, a reduction of 9& (from 214 to 124); I.D. No. 2, a reduction of 114 (from 334 to 226 and 1;D. No. 3, a reduction of 94 (from 47& to 38&). Desert Hot Springs Water Director Naerkle reported on his attendanc District at the Desert Hot Springs County Water Dis meeting last evening. He expressed his op that it would be advantageous for District directors to attending meetings of othe agencies from time to time. Agriculture Magazine Director Kelly referred to articles of inte in the recent issue of Agriculture Magazine published by the San Diego County Farm Burel Personnel : Manager Kubota advised that John Henley ret1 John P. Henley to .active duty on Monday (September 11 y 197; under the program offered by the Board.
