HomeMy WebLinkAbout1979-08-20; Municipal Water District; MinutesMINUTES OF AN ADJOURNED REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT HELD ON AUGUST 20, 1979 AT 11:OO A.M., AT 5950 EL CAMINO REAL, CARLSBAD, CALIFORNIA: The meeting was called to order at 11:02 a.m. by President MacLeod, with Director: Bonas , Engelmann, Kelly, Maerkle and MacLeod answering roll call . Secretary for inclusion in. the official Minutes Register, a Notice of Adjournment Posting of the regular meeting of the Board of Directors of Carlsbad Municipal Water District of August 15, 1979 to August 20, 1979 at 11:OO a.m. He stated that the Notice was posted on the Distril bulletin board within twenty-four hours after the time of adjournment of the regu' meeting of August 15, 1979. I Oral Communications from the Audience None Commi tee Reports : Finance Cornmi ttee: Bond and Interest Funds Director Mae.rk1 e reported on the meeting c Fiscal Yez:r 1979-80 the Finance Committee and Accounting Offic Wi Ida Simpson reviewed the Budget Summary for bond and interest funds for Fiscal Year 1979-80 with the Board. Based on the recommendations of the Finance Committee, the following tax rates were proposed: I.D. No. 1 - A tax rate of 3$, which is a reduction of l$. I.D. No. 2 - A tax rate of 8$, which is a reduction of Z$. I.D. No. 3 - .A tax rate of 20$, which is a reduction of 6$. I.D. No. 4 - No change is recommended; the tax rate should remain at Z$. 1 It was noted that the net decrease for the General District area would be 1$ (9%) for a new tax rate of 11 $; the net decrease for I .D. No. 2 would be 3$ (14%) for a new tax rate of 19$; and the net decrease for I.D. No. 3 would be 7$ (19%) for a total of 31 $. Manager Kubota called attention to the fact that with the budget fc this year, each of the bond funds will contain an approximate two-years reserve fc bond principal and interest. General Fund Tax Revenue Legal Counsel Swirsky explained th.at befov setting the tax rate for the General Fund last year, the District received information from the County Auditor regarding the District"s allocation from the total taxes to be collected. This year, the Countj has not forwarded such a report , and it is not known when the information wi 11 be available due to the hearing on AB-8, which is to be conducted tomorrow. Mr. Swir suggested that the District set a tax rate based on information that is available this time. ft was his suggestion that the District apply the previous year's 6t ta rate to the current assessed valuation figures until the County provides. the formu for Fiscal Year 1979-80. President MacLeod called for a short recess at 11:37 a.m., and the meeting was resumed at 11 :45 a.m. Personnel Committee: Resolution No. 389 Salary Schedule for discussion held at the last regular meetin Di s t ri ct Empl oyees concerning the Personnel Committee's recom si deration and adoption, Resolution No. 389, setting forth a salary schedule for permanent full-time employees of the District. Upon motion of Director Maerkle, seconded by Director Bonas , Resolution No. 389, entitled: "RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT ADOPTING CLASSIFICATION AND SALARY SCHEDULE FOR EMPLOYEES FOR THE 1979-1980 FISCAL YEAR", was adopted by the following vote: rn Legal Counsel Swirsky referred to the mendations, and introduced for Board con- AYES : Directors : Bonas , Engelmann, Kelly , Maerkle and MacLeod NOES : Directors : None ABSENT: Directors : None Resolution No. 390 Legal Counsel Swirsky call ed attention to Tax Rates for the estimated minimum amounts necessary t Fiscal Year 1979-80 be raised by taxation during Fiscal Year 1979-80 and the proposed tax rates to be levied, and presented for Board approval and adoption , Resol ution No. 390. After discussion , upon motion of Director .Maerkl e, seconded by Director Engelmann , Reso tion No. 390, entitled: "RESOLUTION OF BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL DISTRICT DETERMINING THE AMOUNTS NECESSARY TO BE RAISED BY TAXATION IN THE CARLSB MUNICIPAL WATER DISTRCT, IMPROVEMENT DISTRICT NO. 1 OF THE CARLSBAD MUNICIPAL WAT DISTRICT, IMPROVEMENT DISTRICT NO. 2 OF THE CARLSBAD MUNICIPAL WATER DISTRICT, IMI MENT DISTRICT NO. 3 OF THE CARLSBAD MUNICIPAL WATER DISTRICT, AND IMPROVEMENT DIS- NO. 4 OF THE CARLSBAD MUNICIPAL WATER DISTRICT, DURING THE FISCAL YEAR COMMENCING JULY 1, 1979, AND ENDING JUNE 30, 1980, AND FIXING THE RATES OF TAX TO BE LEVIED I SUCH FISCAL YEAR", was adopted by the following vote: I AYES : Di rectors : Bonas , Engelmann, Kel ly , Maerkle and MacLeod NOES : Directors : None ABSENT: Directors : None Other Matters: District Legal Counsel After discussion, upon motion of Director Monthly Retainer Maerkle, seconded by Director Engelmann , a unanimously carried, it was moved that Le5 Counsel 's monthly retainer be increased to the amount of $1 ,l 00 .OO , retroactive tc July 1 , 1979. Employee Job Classifications Legal Counsel Swirsky cal led attention to two District job classifications, one desi nated "Secretary (Manager and Board)", and the other designated "Water Works Opera 11". He stated that .there has been no change in the job descriptions, but recommf that the Board formally change the two designations to "Executive Secretary" and Water Works Operator 111", respectively. After discussion, upon motion of Directc Kelly, seconded by Director Engelmann, and unanimously carried, it was moved that the designations of "Executive Secretary" and "Water Works Operator 111" be added t the existing job descriptions.
