MEETING OF NEGOTIATING TEAM
WEDNESDAY, OCTOBER 8, 1980

MINUTES
CALL TO ORDER - 1:30 P.M.

Chairman MacLeod called for comments, additions or corrections to minutes of last
meeting. The following additions and corrections were made:
Item 1 (a) Add to end of first sentence "... if the district ran the water".
Item 1 (b) 'Changeito read"Mr'...Maerkle felt-.-there wi.ll be^facility cost savings
with' the,district, running' it, since there will be ... "
Item 2 (b) Add to end of sentence "... and waste treatment, under the condition
that the district will handle all potable water including the city's
area of water distribution."
Item 4 (a) (1) Change first sentence to read "All parties agree that this
commission would be beneficial."
Item 4 (a) (2) Change first sentence to read "The district proposes an
independent joint powers commission, with local agencies having veto
power".
Minutes were approved as amended.
Mr. MacLeod then proceeded to read the attached statement into the minutes.
Meeting adjourned at 1:45 p.m.

STATEMENT OF DONALD A. MACLEOD, PRESIDENT
COSTA REAL MUNICIPAL WATER DISTRICT
OCTOBER 8, 1980
Gentlemen, we didn't prepare an agenda for today because it appears
that we are at an impasse and it is futile to continue these meetings
since we met with you in good faith, even in respect that we were under
the gun with a petition to LAFCO, which you refused to withdraw.
We feel we have leaned in our proposal, which we hereby withdraw
at this time. The City appears to be unwilling to compromise and the
City did not appear to want to change. We are not coming back to the
table until after the LAFCO hearing and only then with the approval of
this Board and your City Council.
Thousands of dollars have been spent already and this is just the
beginning so, as far as we are concerned, today we are through for a
while. We have not given up -- we have just begun to fightl
