The meeting was called to order at 2:00 P.M. by President MacLeod with Girector Bonas, Maerkl e and Macteod answering roll call. Director Kelly arrived at
2:Ol P.M. Also present were General Manager Meadows, Accounting Manager Jacks(

Approval of Minutes: Upon motion of Director Maerkl e , secondec
by Director Bonas and unanimously carriec the minutes of the regular meeting of June 3, 1987, were approved as mailed.
Oral Communications from the Audience:
Leonard Izbicki Project . General Manager Meadows advised that Mr.
izbicki was in attendance to discuss his request for variance (see minutes of June 3j. However, the Engineering Com- mittee had not been abie to meet due to the Engineer's absence, and tne Manage recommended this be done as soon as possible. After discussion, Manager Meadows said he would coordinate a meeting for early next week.
Committee Reports:
San Diego County Water Authority Director Maerkle announced that the Auth ority got a lower price on chlorine this
year ($199.50 per ton) and suggested we check into it before renewing our cont
with McKesson.

to any aqueducts must have seven days of water storage capacity or will be sub to extra charges. Director Maerkle thinks we should again give some thought t
a Squires Dam I I. . Water del i veries in May 1981 were 205% over May 1980 and amounted to 20,057. acre feet.
Water Conservation, Reclamation and Reuse:
Citizens Advisory Council Rose Grimm, Water Conservation Coordinat
advised that she now has 37 n~embers com-
mitted to the Advisory Council. The organizational meeting will be June 29 at 7:30 P.M. here at the District office. Directors Bonas and Kelly, as Boarc members on the Water Conservation, Reclamation and Reuse Committee, will also attend. She added that some of these same people have also agreed to be
present at the meeting on July 10 for the drought-resistant garden. Radio
spots are already in to the three local stations.

Association of Water Reclamation Director Bonas advised that their last
Agencies of North County meeting was held here at the District on June 4. Consultant Bill Fannon gave a report on his engineering study and the final draft will be ready in August, General Manager Meadows added that the study does not cover design of the actual system or consideration of actual facilities, but is more concerned
with the types of arrangements between member agencies. Director Bonas said he's taken his ideas from the Los Angeles County Sanitation District where
the mayors of all the member cities (about 15) are on the board. (Frank Dryd who was involved in the formation of this Los Angeles County Sanitation Distr
will speak at the July meeting of the Association of Water Reclamation Agenci The speaker at the June meeting was Jean Arneson, an attorney with Alexander 6owie law firm (in Orange County) which handles the Southeast Regional Recla- mation Authority, Irvine Ranch Water District and other agencies. Mrs. Arne explained how joint powers work in Orange County. Mr. Meadows felt that her comments were more relevant because our San Diego North County is more 5-mila to Orange County than it is to Los Angeles County. Mrs. Bonas added that Joe
Barry of the San Diego County Reuse Department advised those at the meeting
that he has been in Sacramento on a basin pian amendment to the San Efijo
Lagoon project and hopes to be reclaiming water in that area. The next meeti will be at Costa Real MWD on Thdrsday, July 2, at 9:00 A.M. and the budget is
to be ready for approval cf the members.
San Diego Region Water Director Bonas advised that the next Reclamation Agency meeting will be at Otay Municipal Water
read a letter from Congressman George Brown, Jr. in response to her thank you
letters to those who listened to Bert Elkins' presentation. Director Kelly
added that he attended the last meeting and was very much impressed by the
interest displayed by so many people all over the county. Director Bonas said that Rainbow Municipal Water District has withdrawn from this agency for
financial reasons.
Drought Talerant Garden General Manager Meadows reaffirmed the
here at the District. A San Diego Water Authority representative will be here with the landscape architect who did their garder! project at the Del Mar Fairground. They will show those in attendance what we have in mind to stim-
ulate interest and get input from then. It is hoped that we will get time, materials, etc., in the way of donations, to keep the cost to the District as low as possible and also make it a community project. Discussion followed on types of soil and plants.

Other Superintendent of Operations Musser gave the lake level at 502 feet with 22 c.f.s from No. 1 and 1 c.f.s. from No. 4. We are selling water to the City through our emergency connection at Paseo del Norte while the Ellory Reservoir is beins
drained for inspection. He mentioned that Mr. Ito of TYT Growers is a new
farmer in the area just east of Squires Dam. tie will be pumping out of the east corner of the dam with a submersjble pump.

Other Matters:
Co-Generation Plant Cirector Bonas asked about a co-generatic pl ant for Squires Dan. Manager Meadows
said he is preparing a .description of what he thinks our next year's involvemer, will be and this will be in the budget. The conclusion (of SDG&E and Mr. Bob Lyle of Anaheim) is that we do have a feasible project with adequate pressure (over 100 lbs.) and plenty of head and should proceed. Among the initial steps to be taken are analyzing various factors, complying with governmental and ad-
ministrative requirements and budgeting realistically.

Finance Seminar Accounting Manager Jackscn reported on
President MacLeod attended. It covered various ways to finance special distric and gave a very dim picture of capital project financing. There is a bill
pending to raise interest on bonds to 12%. Two ways mentioned to finance cap-
ital projects are; (:) Joint Power Authority (JPA) between consenting agencies,
ana (2) Non-Profit Corporation (NPC) within your own district, but only feasib for very large projects.

Legal Counsel Swirsky advised that upon motion of Director Maerkle, seconded
by Director Bonas and unanimously carried, the Board went out of closed sessi at 4:05 P.M. and returned to regular session with all Board members present.
Upon Legal Counsel Swirsky's recommendation, Director Bonas made a motion to
accept the Personnel Committee's reconmendations for the salaries of the em- ployees of the District for the next fiscal year and authorize legal counsel to prepare a resolution concerning said salaries, to be considered for adoptil at the adjourned regular meeting on June 26, 1981, with the understanding tha. the Eoard will rnake the final determination on new benefit proqrams for emplo: I at that meeting, secmded by Director Maerkie and unanimously carried.

service. Manager Meadows then read aloud a letter from the Mayor of Carlsbad
concerning the City's master plan for reclaimsng waste water and expressing
the hope that there Kill not be any duplication in the District's proposed pia The Manager coamented that the District planned to utilize the information in
the City's master plan and other available information, thus keeping costs lob! and avoiding duplication. He added that he did not agree with the mayor that
distributing nonpotabfe water was a "latent" power of the District. Also the District net only has the legal authority but the responsibility under the California Health and Safety Code to monitor all of the distribution of water
within our service area. The primary reason for this is that we, as the potab
water distribution agency, are charged with the responsibjlity of protecting the public health. ?he Manager then recommended to the Board that we proceed with our master plan study as presented earlier. Discussion followed and the
Engineer concurred that there would be no duplication, that oGrs is a nuts and bolts project with cltstomers waiting for reclaimed water. Director Bonas agre.

Board agreed but felt that our plan should not be delayed and Director Maerkle
made a motion to proceed with the master plan proposal , seconded by Director Kelly and unanimously carried.
Carrillo Estates Unit No. 2 Di strict Engineer Kubota advised that Project 77-304, Chapparel because the District has an existing
tract, it must therefore sign the final tract map tiefore reccrdation. Director
Kelly made a motion authorizing the President and Secretary to sign for the District, seconded by Director Maerkle ana unanimously carrfed.
LaCosta Greens Lot No. 1, Harry The Engineer recommended acceptance of
Fries, Project 79-408 the easement document for this project,
Maerkle made the motion to accept, seconded by Director Kelly and unanimously carried .
Mol a Devel opment Corpora t i on The District Engineer recommended accepta Project 80-406 of the easement as executed by Mola De-

Legal Counsel :
Vacancy on Board of Directors Legal Counsel Swirsky, referring to the
recently vacated seat on the Board, ef- fective June 1, 1981, asked if the Board wished to fill the vacancy by appointrne
(60-day time 1 imit) and if so recommended appointing a committee and setting a
cutoff date for applications. A 15-day notice is required before making an
appointment. Director Maerkle made a motion to go through the appointment pro-
cedure, seconded by Director Eonas and unanimously carried.

Director Bonas then made a motion to put a notice in the papers (Carlsbad Journal , Blade Tribune and San Diego Union) that we are accepting applications seconded by Director Kelly and unanimously carried.
After discussion it was decided that the Board would consider making an appoin-
ment at an adjourned regular meeting on July 22, 7931, at 2:00 P.M. All ap- pl ications must be in by July 15 , 1987.
Ratification of Checks: Upon motion of Director Maerkle, seconde
by Director Kelly and unanimously Carrie
the Board ratified the issuance of checks No. 6708 through 6760 for the period from June 8, 1983 , to June 17, 1981, in the sum of $28,710.67.
Other Matters:
Mr. ito - TYT Growers District Engineer Kubota referred to thc
acreage near Squires Dam (150 acres) for
meriy farmed by Mr. Yosukochi, which will now be farmed by Mr. Ito. Arrangemc have been made to have water available.
The Engineer then commended Mr. Musser and his people for their work on the
Park and Ride facility. .
