HomeMy WebLinkAbout1981-09-16; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF COSTA REAL MUNICIPA WATER DISTRICT, HELD ON SEPTEMBER 16, 1981, AT 2:OO P.M. AT 5950 EL CAMINO REAL CARLSBAD, CALIFORNIA 92008: The meeting was called to order at 2:00 P.M. by President MacLeod with Director Almack, Bonas, Kelly, Maerkle and MacLeod answering roll call. Also present were General Manager Meadows, Accounting Manager Jackson, Superintendent of Operations Musser, Lega~l Counsel Swirsky, District Engineer Kubota and Executiv Secretary. Rose Grimm, Ruth Honnold, Harold Engelmann, Roger Greer and Bob Meinzer, of GenCom also attended. Approval of Minutes: Upon motion of Director Maerkle, seconded by Director Bonas and unanimously carried the minutes of the regular meeting of September 2, 1981, were approved as maile Committee Reports : San Diego County Water Authority Director Maerkl e reported on their 1 atest Board meeting where Pete Rios made a pre- sentation on behalf of Costa Real and invited all to attend the ribbon-cutting ceremony of our drought tolerant garden on September 26. Director Maerkle ther went on to give some flow statistics for August that were even higher than tho! in July. He added that there has been discussion on lining the canals out in the Ocotillo Valley. Right now the price of water in the valley is so low that it's difficult to get those people interested in conserving water. Direci Kelly wondered if the All American Canal would ever be covered to cut down on the high amount of evaporation. Director Maerkle said that the Colorado River Report advised that water in storage at the end of July was down 4,839 acre fet General Manager Meadows added that Nick Nichols, superintendent at SDCWA's Escondido headquarters, advised that the Metropolitan Water District has notif the Water Authority that they will be cutting them back by 200 c.f.s. There has been a problem along the State Water Project near San Luis Reservoir in central California of about 1100 feet of slippage, necessitating a reduction i the flow. In addition, Lake Matthews, the terminal reservoir for .the Colorado River aqueduct, has been drawn down recently because of taste and odor problem The combination means that if MWD were to increase pumping along the Colorado River aqueduct, they would exceed the limit of cheap power for pumping. The reduction to the SDCWA (200 c.f. s. ) will be absorbed by member agencies who ca do so without any problem. This will include the City of San Diego, Vista Irr gation District and San Dieguito. The situation may last as long as two month but water will be available if needed. Water Conservation, Reclamation Rose Grimm reported on the Industrial F? and Reuse: where Costa Real MWD had a booth manned by our Advisory Council with a number of boy scouts helping out. There was a water conservation quiz with a corresponc drawing once every hour for one of our promotional tee shirts. She reported that the work on the drought tolerant garden is moving right alor Ralph Wrisley has been working extremely hard. Press coverage will probably be coming out today showing President MacLeod recognizing Ralph's contributior Work will continue on the garden with work parties tomorrow night (September 1 and all day this Saturday. She expressed the hope that all the Directors wou- be at the ribbon-cutting ceremony on September 26 as hosts. Discussion followed and Director Almack said that he was very impressed with 1 booth at the Industrial Fair. Director Bonas won a half-day's labor of her choice at one of the other booths and donated it to the Saturday garden work party. San Diego Region Water Director Bonas advised that this group' Reclamation Agency next meeting will be at Padre Dam this I .I I Friday at 8:OO A.M. Association of Water Reclamation Director Bonas reported that AWRA met h Agencies of North County at Costa Real on September 3 and Bill Fannon gave his engineering report to t agency. It was decided that the agencies in AWRA consider going regional on water reclamation development. As a result of that they need more input and want the JAC committee to be invited to the next meeting on October 1. Direc Bonas will be taking care of this. I Director Bonas advised that she has received a letter from the National Scienc Foundation advising that if Bert Elkins resubmits his project as a research project he might get some money. Bert Elkins has notified Director Bonas that the EPA (who thought several months ago they might be able to give him $200,00 toward his project) has now advised him there is no money for him at this time but to keep in touch. President MacLeod advised that the showing of our slide presentation at the Presidents and Managers Council meeting yesterday had a very good reception an some of the other districts are planning to do the same thing. Manager Meadow added that three of the districts have asked to see it; Rincon, Helix and Fallbrook. Director Bonas asked that he present it to the League of Women Vot of North County on Thursday, September 24, where she has been asked to speak. General Manager: Operations Superintendent of Operations Musser gave the lake level at 496.1 feet with 26% c. still being purchased; 22 c.f.s. from Station No. 1, 3 c.f.s. from No. 3 and 1% c.f.s. from No. 4. Other operations have been routine. Purchase Orders: P.O. 92-2968 - San Diego County Manager Meadows advised that SDCWA has t Water Authority trying to improve upon the mutual aid munications network whereby the radios of their various member agencies will t tied in. For CRMWD to become a part of this, because we are on a different fr quency, we would either have to convert our system (at a cost of over $4,000) or purchase one new unit to be installed in a field truck (for $1400) and rela to the other units. He recommended purchasing one new unit and asked for Boar approval of P.O. 92-2968 to San Diego County Water Authority for one Motorola Mitrek FM 2-way radio installed at a total price of $1,476.31. Director Maerk agreed with the importance of radio contact with the Authority and made a moti approving the purchase, seconded by Director Almack and unanimously carried. Other Matters : American Water Works Association General Manager Meadows advised of this California-Nevada Section Con- upcoming conference, primarily of a tecl ference, October 28-30 Palm Springs nical nature, and requested Board appro! for staff and any interested Directors ' attend. Director Maerkle made a motion to approve, seconded by Director Bona! and unanimously carried. Fall Conference - Association of The Manager then asked for Board approvl California Water Agencies for attendance by staff and any interes. November 18-20 - Monterey Board members. Director Maerkle made a motion to approve attendance by the Manl staff and a couple of Directors, seconded by Director Bonas and unanimously cl GenCom Manager Meadows introduced Bob Meinzer, telephone cc-:pany, who has met with the Manager and District Engineer of CRMW with a request that we enter into an agreement with his firm for installation of a transmission station at the site of our twin tanks (D reservoir). program with primary emphasis on a com- I General Manager of GenCom, a wireless I Mr. Meinzer then explained that they hope to get a license from the Federal C mun2cations Commission for a project called cellular mobile telephone service which will require the location of low-powered transmitters around San Diego County. He hopes to negotiate a lease with our District for a building about 15 x 30 feet and a tower of 60 feet. They would like a five year lease with a five year option and would conform to any building requirements. Their leg representatives are Higgs, Fletcher and Mack of San Diego who will take care the permits and acquisitions. The installations would not be done until 1983 At this time he needs a site commitment letter to present to the FCC with the application. They hope to make application by October 1st. Discussion follo and Director Maerkle suggested that Superintendent of Operations Musser discu this proposal with the people living near our D reservoir. It was also deter that the FAA will be contacted and the required lights will be installed on t tower. Mr. Meinzer added that they are on a different frequency and there wa be no interference with television or radio. -2- September 16, 19e I Legal Counsel Swirsky recommended that the Board "adopt it in philosophy" if they wish to pursue this. They can then turn the matter over to the staff to work out the details, after which they will bring it back to the Board for ap- proval. This can include the investigation as recommended by Director Maerkle. Director Maerkle made a motion as described above, seconded by Director Bonas. Mr. Meinzer asked if he could have the letter now, contingent on approval and acceptance by the neighbors of D Reservoir, but further discussion and recommen- dation of Legal Counsel deferred his request until the next Board meeting on October 7, and the motion was unanimously carried. Recess : President MacLeod called for a recess at 2:51 P.M. The meeting reconvened at 3:15 P.M. District Engineer: Birtcher Business Center, Lot 10 District Engineer Kubota advised that thi ceptance of the water system facilities i CMWD 80-212, CT 80-27 job is now complete and the Offer and Ac- now in. He recommended formal action. The syste'm is valued at $84,190. Di- rector Maerkle made the motion of acceptance, seconded by Director Bonas and unanimously carried. Carlsbad Research Center-Koll Co. District Engineer referred to approval of CMWD 79-205, CT 81 -10A an agreement at the last Board meeting, contingent on approval of Legal Counsel. He then displayed a map showing location of water lines and asked for conditior approval of these plans so the contractor can do the grading, install the new line in the ground and take the old line out of service. After discussion, Director Maerkle made the motion, seconded by Director Almack and unanimously carried . Pal omar Commerce Center (Hubbard) The Engineer displayed a map showing the CMWD 78-209, Minor Subd. 404 cation of this property in the area recer approved for a master plan. The develope would like Board approval to build the water system for his project and will me or exceed District recommendation. Discussion followed and District Engineer Kubota recommended approval of the installation using a 12" line. He added thi this is an industrial condominium concept, the first in our District, and the Board will have to establish a policy regarding this concept. Director Maerklc made a motion that they be allowed to put in the 12" 1 ine and that staff come back with a recommendation as to policy on the new building concept, seconded I Director Kelly and'unanimously carried. Legal Counsel : Legal Counsel Swirsky reported that the judge has not signed an order yet regard the hearing in August. He is still working on the findings of facts and con- cl usions of law. Legal Counsel will go to court on September 21 to appear befl the judge and try to get a judgment. We can't appeal the issue until he signs the judgment.
