HomeMy WebLinkAbout1981-11-04; Municipal Water District; MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF COSTA REAL MUNICIPAL WATER DISTRICT, HELD ON NOVEMBER 4, 1981, AT 2:00 P.M. AT 5950 EL CAMINO REAL, CARLSBAD, CALIFORNIA 92008: The meeting was called to order at 2:00 P.M.. by President MacLeod with Di- rectors Almack, Bonas, Kelly, Maerkle and MacLeod answering roll call. Also present were General Manager Meadows, Accounting Manager Jackson, Superin- tendent of Operations Musser, Legal Counsel Swirsky, District Engineer KubOti and Executive Secretary. Jane Meadows, Harold Engelmann , Ruth Honnold, Rogei I Greer and Wilda Simpson also attended. Approval of Minutes : Upon motion of Director Bonas, secondec carried, the minutes of the adjourned regular meeting of October 23, 1981, by Director Almack and unanimously were approved as mailed. Closed Session: At 2:Ol P.M. Director Maerkle made a matters of personnel and possible 1 itigation, se'conded by Director Bonas and unanimously carried. Legal Counsel Swirsky advised that upon motion of Director Maerkle, seconded by Director Bonas and unanimously carried, the Board went out of closed session at 2:50 P.M. and returned to regular session with all Board members present. motion to go into closed session on Recess : President MacLeod called for a recess at 2:50 P.M. The meeting reconvened at 3:11 P.M. Committee Reports: San Diego County Water Authority: No report. I , Water Conservation, Reclamation and Reuse: Association of Water Reclamation Director Bonas advised that the next Agencies of North County meeting is scheduled for Thursday, November 5 at 9:00 A.M. A report is due, recommendations will be made by the management subcommittee and there will be continued'discussion on the concepts for a regional reclamation program, she said. San Diego Region Water No meeting scheduled according to Di- Reclamation Agency rector Bonas. Director Kelly mentione that the Farm Bureau magazine has had many articles on water in the future and on the Peripheral Canal. In the October issue of Scientific American Director Kelly referred to an article c the water system covering the area from the Arctic Ocean down into Mexico. Water is gaining national concern due to the tremendous overpumping in the great plains area. He feels that water reclamation is just a drop in the bucket compared to what is needed. Director Bonas then added that she atten the water workshop sponsored by the Regional Water Quality Control Board, wi Carla Eland, a senior engineer for Arco's Aquionics Division. This company manufacturing small waste water treatment plants which can treat from 25,OOC to 1 million gallons per day. District Engineer: Carlsbad Research Center District Engineer Kubota displayed the for which our Board has already approb the relocation of the 16" pipeline through the middle of the site. There is no need to install additional lines in El Camino Real. He added that the value of the public water system will be about a half million dollars. The reimbursement agreement (according to Ordinance No. 26) will cover reimbursement to the developer for oversizing on the pressure reducing .station (20% or about $15,000); the difference between the 18" 1 ine and the 14" 1 ine (about $33,000) ; the difference between the 16" and the 14" line (about $4,000); for an approximate total of $52,000. There will be no reim- bursement to the developer from the District for the relocated 16" line since this was done for the convenience of the developer. The District Engineer recommended Board approval of the plans and execution of the agreement upon the return by the developer with a1 1 the bonds and cash deposits. District Engineer Kubota said he would discuss the matter with Tim Flanagan. Request for Acceptance of Easement District Engineer Kubota referred to a Deed by Bankers Life and Casualty connection to the new water line that Right of Way the Encina sewer plant put in. This wil be a new connection to the Carlsbad city service area. He asked the Board to accept this document subject to review and approval of Legal Counsel. Director Kelly made the motion, seconded by Director Maerkle dnd unanimously carried. Other Matters: ACWA Conference Director Maerkle made a motion that Di- rector Almack be permitted to attend the ACWA Conference in Monterey (using Legal Counsel Swirsky's paid reservation since he will be unable to attend), seconded by Director Kelly and unanimously carried.
