HomeMy WebLinkAbout1982-03-12; Municipal Water District; MinutesMINUTES OF THE ADJOURNED MEETING OF THE BOARD OF DIRECTORS OF COSTA REAL MUNI- CIPAL WATER DISTRICT, HELD ON MARCH 12, 1982, AT 9:00 A.M. AT 5950 EL CAMINO REAL, CARLSBAD, CALIFORNIA 92008: The meeting was called to order at 9:04 A.M. by President MacLeod with Director Almack, Bonas, Kelly, Maerkle.and MacLeod answering roll call. Also present were General Manager Meadows, Accounting Manager Brammell, Superintendent of Operations ,Musser, Legal Counsel Swirsky, District Engineer Kubota and Executiv Secretary. Roger Greer, Ruth Honnold, A. J. Skotnicki and Doug Propp (9:08 A.M a1 so attended. Notice of Adjournment Legal Counsel Swirsky presented to the Executive Secretary, for inclusion in the official Minutes Register, a Notice of Adjournment of the regular meeting of th Board of Directors of Costa Real Municipal Water District from March 3, 1982, to March 12, 1982, at 9:00 A.M., along with a Declaration of Posting signed by Florence M. Woodward. He stated that this is a regularly constituted meeting and anything can be brought before it. Directors ' Reports : Director Maerkle announced that the Water to the member agencies. He also brought a sample of the new water conservatior kits which can be imprinted with the water agency's name. I Authority has a film library available Oral Communications from the Audience: Doug Propp General Manager Meadows introduced Mr. Propp who represents a mobile telephone 1 based on the east coast (New Jersey) , interested in establishing a transmitter station at our Squires Dam site. The Manager felt this is mainly a policy mat1 for the Board as there is room available at the Dam site. Mr. Propp then expli that his company wants to obtain an option (to be followed by a lease) for pro] erty on which to establish their 150' single pole antenna and 450 square foot building. An area approximately 75' by 75' would satisfy their needs. Discus! followed regarding fees, how often their employees would be visiting the site i whether a public entity should permit private business the use of public prope Legal Counsel Swirsky recommended that if the Board has no policy objection to any more structures at the Dam, and feels it will not interfere with the work the District and the uses of the existing structures, that it be given to the staff to come back with a recommendation. After further discussion President MacLeod appointed Director Almack to work with the staff on this matter and re quested a recommendation at the Board meeting of April 7. District Engineer: Robertson Ranch (Woodward Company) District Engineer Kubota advised that th n CMWD 81 -305 160 acres off Tamarack Avenue (presently in farming) is being developed by the Woodward Company. The District has made ample provision for servicing the are the upper elevations with the high pressure line and the lower elevations from the 10" line in Tamarack Avenue. Seabluff Property - CMWD 81 -406 The Engineer reported that this 130 acre Seabluff Associates of Newport Beach. The District provides water for the ex- isting farming operation. Barnes - Carl sbad Highlands The District Engineer advised that this proposed development, just north of our C tank, has been denied by the Planning Commission, and is now being appealed to the City Council. Special Assessment District District Engineer Kubota reported that Rick Engineering, representing a number of developers along Palomar Airport Road east of El Camino Real , has presentec a proposal to the City of Carlsbad for a large assessment district to fund the realignment of Palomar Airport Road. The Water District is being included wit those to be assessed although we have no frontage in the area involved. They could be including water lines and nonpotable water lines in that area which c belong to CRMWD. The Board may eventually have to take a policy position so t Engineer will monitor the situation. is being developed into condominiums by I General Manager: Letter to Auditor General Manager Meadows referred to his and summarized the situation at the District from February 1980 to date, re- viewing the internal personnel problems , the backlog of work, along with the added pressure of the attempt.by the City to take the District over. In spite of this, top priority items were taken care of; customers received adequate service, all bills were paid, and no financial problems occurred. Other matter that needed attention were accomplished; insurance program was updated, salarie and fringe benefits were reviewed and updated and the new computer brought on 1 Management Letters: 1979 to 1981 Accounting Manager Brammell referred to his memo to the Board (with attachments and in the minute packet) and reviewed several of the items, noting that sit- uations that existed in 1981 also existed in 1979 (with the exception of the reference to Coast Waste Management in 1981; and no problem really existed as we do have a written agreement with them). After discussion, during which the General Manager mentioned that the District has four months to prepare next year's budget and Director Almack proposed a monitoring procedure among the Directors, President MacLeod added that this matter would fall under the Financ Committee. letter of March 10, 1982, to Harold Hicke: I Recess : President MacLeod called for a recess at 1O:lO A.M. The meeting reconvened at 10:32 A.M. Closed Session: At 10:33 A.M., upon Legal Counsel's rec- motion to go into closed session for matters of personnel and potential liti- gation, seconded by Director Bonas and unanimously carried. Legal Counsel Swirsky said to let the record show that Director Almack left th closed session at 11:OO A.M. He stated further that upon motion of Director Mlaerkle, seconded by Director Bonas and unanimously carried, the Board went out of closed session at 11:24 A.M. and returned to regular session with all Board members present except Director Almack.
