HomeMy WebLinkAbout1982-09-30; Municipal Water District; MinutesMINUTES OF THE ADJOURNED MEETING OF THE BOARD OF DIRECTORS OF COSTA REAL MUNI- CIPAL WATER DISTRICT, HELD ON SEPTEMBER 30, 1982, AT 2:OO P.M. AT 5950 EL CAMINO REAL, CARLSBAD, CALIFORNIA 92008: The meeting was called to order at 2:00 P.M. by President MacLeod with Di- rectors Almack, Kelly, Maerkle and MacLeod answering roll call. Director Bonas arrived at 2:02 P.M. Also present were General Manager Meadows, Con- troller Brammell, Superintendent of Operations Musser, Legal Counsel Swirsky, District Eigineer Kubota and Executive Secretary. Skip Schmidt, Vernon Pel tzer, Larry Wil ley, Ruth Honnold and Wilda Simpson a1 so attended. Notice of Adjournment: Legal Counsel Swirsky presented to the Executive Secretary for inclusion in the official Minutes Register, a Notice of Adjournment of the regular meeting of the Board of Directors of Costa Real Municipal Water District from Sep- tember 15,, 1982, to September 30, 1982, at 2:OO P.M., along with a Decla- ration of P.osting signed by Florence M. Woodward. He stated that this is a regularly constituted meeting and anything can be brought before it. Approval of Minutes: Upon motion of Director Maerkle, secondt by Director Almack and unanimously carr. the minutes of the regular meeting of September 15, 1982, were approved as corrected. Closed Session: Litigation At 2:03 P.M. Director Maerkle made a mo' to go into closed session for matters 0' litigation, seconded by Director Almack and unanimously carried. Legal Counsel Swirsky advised that upon motion of Director Maerkle, seconded I Director E3onas and unanimously carried, the Board went out of closed session and returned to regular session at 3:22 P.M. with all Board members present. I Recess : I Review Quotations: President MacLeod called for a recess a. 3:25 P.M. The meeting reconvened at 3:39 P.M. Half-ton Pickup General Manager Meadows referred to Boa1 last meetilng. Superintendent of Operations Musser advised that all dealers solicited for quotations responded with the exception of Weseloh Chevrolet. After a brief discussion, Director Maerkle made a motion to award the contrac. to Surfsicfe Datsun whose quote was $5,855.44 and the low bid, seconded by Director Almack and unanimously carried. Three-quarter ton and One-ton Director Maerkle made a motion to table Truck (alternate quotations) action on this bid until the Board meeting of October 6, 1982, seconded by Director Bonas and unanimously carried. action approving specifications at the Organizational Reports: San Diego County Water Authority Director Almack attended the Southern California Water Conference in Director Maerkle's place. It was held in Los Angeles on Monday, September 20. The entire program was devoted to the Water Resources Statutory Initiative (Prop- osition- 13). Director Almack will correlate the material he received and report at the next Board meeting. San Diego Region Water Director Bonas reported on her attendan1 Reclamation Agency: at a special meeting on September 24, I held in order to authorize Bert Elkins to go for bids on a laboratory and office, etc. The next meeting will be helc at Helix Water District on October 15 at 8:OO A.M. Director Bonas also attenc (or; September 24) the dedication of the Santee Lakes regional park and camp- ground and gave the Board a report. General Mctnager: Operations : General Manager Meadows reported briefl; on the brush fire behind the District offices the other day. Discussion follc Purchase Orders : P.O. 92-3'108 - Wyroc The General Manager asked for Board ap- proval of P.O. 92-3108 to Wyroc of Vist, for 25 tons of rock and 50 tons of class I1 material for a total of $519.40 including tax. Director Maerkle made the motion, seconded by Director Almack and unanimously carried. . I Director Kelly made the motion, secondel by Director Maerkle and unanimously car Informational - City of Oceanside: The General Manager advised that the Ci of Oceanside has signed an agreement wi the District for the ownership and operation of the nonpotable water line in the bridge at El Camino Real and Highway 78. The reimbursement check in the amount of $1 3,525.79 has been received. District Engineer: Informational : District Engineer Kubota advised that meetings have been initiated with the Koll Company on the utilization of nonpotable water at the Carlsbad Research Center and Signal Landmarks. It is anticipated that 4 million yards of dirt will be moved. High Reservoir Site - LaCosta The District Engineer recommended Board Dodd, Graves and Associates and authori zation for payment of their invoice in the amount of $3200. Director Maerkle made a motion to accept the report for the purpose of paying the invoice of $3200, seconded by Director Almack and unanimously carried. Legal Counsel Swirsky advised that there should be no public discussion of the appraisal re until negotiations are completed. Lake Cal avera Hi 11 s Communi ty District Engineer Kubota displayed a ma Ward has now sold all but 50 acres of h original holdings; thus all programs we had with him with respect to easement for our TAP line and our reservoir site are terminated. We are negotiating with the new owners of the property. Mr. Kubota then referred to Mr. Ward's earlier request (minutes April 21, 198 for reimbursement of $90,000+ for expenses in the constructwon of the 10 inch waterline offsite of Tamarack Avenue. Treetops (now owner of the property in volved) is requesting that the reimbursement go to them. After discussion it was decided to refer this matter to the Engineering and Operations Committee for further study and reconsideration. CMWD 79-1 IO acceptance of the appraisal report from I CMWD 81 -1 'I 9 on this development and advised that Mr Adjournment: I The meeting was adjourned at 4:08 P.M. the next regular meeting-on October 6, 1982.
