The meeting was called to order at 2:OO p.m. by President Bonas with all Directors present. Also present were General Manage] Brammell, District Engineer Blakesley, Superintendent Musser, an( Legal Counsel Moser. Geoff Poole, Rose Grimm, Barbara Hallman Terry Snoeyenbos, Lola Sherman, E.J. Woodward, John Henley, Bil: Meadows, Chris Cawein, Pat Guevara, Steve Deering, Jim Bosler ant Gail Pickart also attended. COSTA REAL MUNICIPAL WATER DISTRICT, HELD ON DECEMBER 17, 1986 Approval of Minutes Director Haasl made a motio~ approving the minutes of tht Board meeting of December 3, 1986, seconded by Director Almacl and unanimously carried. Oral Communications from the Audience None Consent Calendar Ratification of Checks After an explanation of Iten Ratification of Investments 4.D. by Engineer Blakesley, Carlsbad Pacific Center, Director Maerkle made a motior CXMWD 85-601.131, to approve the Consent Cal- Reimbursement Agreement endar, seconded by Direct01 Kelly and unanimously carried Committee Reports Personnel Committee Holiday Schedule After review of the proposed scheduling for this year's Christmas and New Year's weekends, Director Maerkle made a motion approving the Manager's recommendation (see memorandum in agenda packet), seconded by Director Haasl and unanimously carried. I Rundell Retirement .. Director Maerkle made a motior Resolution No. 528 entitled: 'RESOLUTION OF THE BOARD OF DIRECTORS OF COSTA REAL MUNICIPAL WATER DISTRICT HONORING BOB RUNDELL," seconded by Director Almack and unanimously carried. (See Committee recom- mendation in agenda packet.) Health Insurance Coverage After reviewing the Committee for Retirees recommendation (see agenda packet), Director Maerkle made Resolution No. 529 a motion adopting Resolution No. 529, entitled: "RESOLU- TION OF BOARD OF DIRECTORS OF COSTA REAL MUNICIPAL WATER DISTRICT .. .. .. approving Resolution No. 528, I I AUTHORIZING HEALTH INSURANCE COVERAGE FOR RETIREES AS DEFINED IN ADMINISTRATIVE CODE,'' seconded by Director Haasl and unanimously carried . Staff Reports Public Information Officer Mrs. Grim advised that 6000 packets of literature for the current WOW! Program have been distributed to 11 schoolsI District Engineer Mr. Blakesley said that the waterline to Santa Fe I1 Reservoir is now complete and tested: hydroseeding at La Costa Hi Reservoir is completed: Santa Fe I1 Reservoir's exterior is completed. They are grouting small areas inside the tank and it will be filled and tested soon. In response to an inquiry on the status of the mapping, Mr. Blakesley advised that no effort is being made in, that direction at the present time. Superintendent No report Attorney No report Manager Xeriscape Mr. Brammell referred to the announcemeqt of the Xeriscape '87 Conference on January 15 and 16, 1987, with his recommen- dation that the Board authorize attendance. After discussion, Director Haasl made a motion, seconded by Director Maerkle and unanimously carried, approving attendance by all Board members and one staff person. Southern California Water After discussion, Director Committee Conference Haasl made a motion, seconded January 23, 1987 by Director Maerkle, approving Directors' and one staff members' attendance at the Regional Water Conference entitled "Our Most Essential Investment .... Water," to be held at the Hotel Inter-Continental in San. Diego from 8:30 a.m. to 1:30 p.m. The vote was unanimous. .. I Wastewater Reclamation and Reuse Mr. Brammell advised the Board Overview Study for the San Diego of his receipt of this report, Area prepared by San Diego County Water Authority and distri- buted by the Chief Administrator's office of the County of San Diego. A public hearing will be conducted on January 6, 1987, in the County Building. One item that will be covered is a project relating to Carlsbad. (Mr. Brammell advised the Board of this matter as a general interest item and advised that anyone can attend at no cost.) -2- December 17, 1986 I Organizational Reports San Diego County Water Authority Meeting postponed to 12/18. I Presidents and Managers President Bonas reported on Council of Water Utilities this meeting. The speaker was Senator Jim Ellis's ' assistant, who spoke on the 1986 California elections. Association of Water President Bonas reported on Reclamation Agencies this group's Christmas meeting which had entertainment for its program. Adjournment The meeting adjourned at 2:56.
