9:00 A.M. AT 5950 EL CAMINO REAL, CARLSBAD, CALIFORNIA.
The meeting was called to order at 9:05 a.m. by President Haasl, with Directors Henley, Maerkle and Woodward present, Also in attendance were General Manager Brammell, Legal Counsel Moser,
Administrative Analyst Poole and Executive Secretary Woodward. Harold Engelmann, Barbara Hallman, Pat Laurence and Katheryn Horton also attended.

go on a tour of water agency and other facilities as requested by Directors Bonas, Maerkle and Henley. Director Maerkle said he would follow us in his vehicle
for personal reasons. Mr. Engelmann accompanied him. I The first stop was Sweetwater Authority’s Administration building in Chula Vista. In Gary Butterfield’s absence, A1 Sorenson, Operations Manager, and the Finance Manager took us on the tour and provided us with an information sheet on the costs. They originally looked at leasing or buying existing buildings but their needs “wouldn’t fit into the footprint.” Their seven
meniber board appointed a two member design committee to work with
the staff and architect/space planners to design and build their new facility. It is an attractive, bright, well-lighted brick
facility and all the staff was obviously happy in their new environment. (Director Maerkle and Mr. Engelmann did not arrive for this tour.)
We then went to Otay Water District’s Operations Center where
Milt Emerson, the General Manager, took us on the tour. Their two-level facility (with ground access from both levels) was
built in 1975 and they are currently redoing, rearranging and expanding where possible, They will probably be reclaiming their
original facility, which they presently lease to the Fire
Service, when that lease expires. Otay still uses the boardroom which is in the leased facility. Some of their operations are in Butler buildings located on the property. Mr. Emerson said their central building cost $300,000 in 1975 and is worth $1.5 million today. He emphasized the importance of planning our proposed building for future needs. Director Maerkle and Mr. Engelmann arrived about halfway through the tour. I

The bus then headed back to Carlsbad. Mr. Engelmann chose to
ride back on the bus. After consulting with Legal Counsel, President Haasl appointed a new ad hoc committee composed of Directors Henley and Woodward and to be called Design Committee. She then asked for a motion to move forward with the original facility plan. After discussion, Director Woodward made a motion,
seconded by Director Henley and carried (Directors Bonas and Maerkle absent), authorizing the Design Committee to review the existing original Facility Utilization Study and incorporate modifications to develop a site plan that can be implemented into construction plans for obtaining a cost. The first committee meeting was set for Tuesday, August 4, 1987.
The next stops on our tour had to be cancelled because the
gridlock on 1-5 due to opening day at Del Mar made us too late.

I' NOTICE OF SPECIAL MEETING
Notice is hereby given that a special meeting has been
called by Directors Bonas, Henley and Maerkle of the B,oard of
Directors of COSTA REAL MUNICIPAL WATER DISTRICT on July 21,
1987. The special meeting, called for the purpose of touring the
Sweetwater Administration Building, the Otay Water Operations
Center and the City of Carlsbad Las Palmas facility, and to
consider sale of existing District property and lease/purchase of.
a new facility in the area, is scheduled for July 29, 1987, at
9:00 a.m. in the boardroom, COSTA REAL MUNICIPAL WATER DISTRICT,
