HomeMy WebLinkAbout2009-05-12; Municipal Water District; MinutesMINUTES MEETING OF: CARLSBAD MUNICIPAL WATER DISTRICT (Special Meeting) DATE OF MEETING: May 12, 2009 TIME OF MEETING: 6:00 p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: President Lewis called the Meeting to order at 6:45 p.m. ROLL CALL was taken by the Assistant Secretary, as follows: Present: Lewis, Kulchin, Hall and Blackburn. Absent: Packard. CONSENT CALENDAR: ACTION: On a motion by Vice President Kulchin, the Board affirmed the action of the Consent Calendar, Item No. 13 as follows: AYES: Lewis, Kulchin, Hall and Blackburn. NOES: None. ABSENT: Packard. WAIVER OF ORDINANCE TEXT READING: The Board waived the reading of the text of all Ordinances and Resolutions at this Meeting. 13.AB #681 -AUTHORIZE GRANT APPLICATION. Board adopted RESOLUTION NO. 1354. authorizing the Executive Manager to apply for grant funding from the U.S. Department of Interior, Bureau of Reclamation for the purchase of automated meter reading water meters and leak detection equipment. DEPARTMENTAL AND EXECUTIVE MANAGER REPORT: 14.AB #682 - DECLARE DROUGHT RESPONSE LEVEL 2 - DROUGHT ALERT CONDITION. Deputy Public Works Director Mark Stone gave the report and reviewed a PowerPoint Presentation, (on file in the office of the City Clerk). Mr. Stone stated that declaring a Level 2 Drought Alert is consistent with measures taken by San Diego County Water Authority. He also explained that staff would inform the public about the drought restrictions by posting information on the city website, using bill stuffers and cable television announcements. In response to an inquiry from Vice President Kulchin, Mr. Stone explained that Carlsbad residents who are served by Vallecitos and Olivenhain Water Districts should contact those agencies for information. He also stated that all water agencies in the County are adopting some water restrictions at various levels, but that they may differ a bit. In response to an inquiry from President Lewis, Mr. Stone explained that Metropolitan Water District is increasing rates to San Diego County Water Authority, which will be passed on to Carlsbad Municipal Water District, tentatively effective September 2009.
