CALL TO ORDER: President Hall called the Meeting to order at 9:17 p.m.
ROLL CALL was taken by the Secretary as follows:
Present: Board Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
APPROVAL OF MINUTES:
On a motion by Vice President Kulchin, the Board unanimously approved the following minutes:
Minutes ofthe Special Meeting held January 10, 2012.
CONSENT CALENDAR:
ACTION: On a motion by Vice President Kulchin, the Board affirmed the action of
the Consent Calendar, Item #13 as follows:
AYES: Hall, Kulchin, Blackburn, Douglas and Packard.
NOES: None.
ABSENT: None.
WAIVER OF ORDINANCE TEXT READING:
The Board waived the reading ofthe text of all Resolutions at this Meeting.
13. AB #746 - SUPPORT THE SAN DIEGO COUNTY WATER AUTHORITY'S LAWSUIT
AGAINST THE METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA.
Board adopted RESOLUTION NO. 1435 . supporting the San Diego County Water
Authority's lawsuit against the Metropolitan Water District of Southern California,
challenging water rate increases.

By proper motion, the Special Meeting of February 14, 2012 was adjourned at 9:18 p.m.
