TIME OF MEETING: 6:00 p.m.
PLACE OF MEETING: City Council Chambers, 1200 Carlsbad Village Drive,
Carlsbad, CA 92008
CALL TO ORDER: President Hall called the Meeting to order at 6:47 p.m.
ROLL CALL was taken by the Secretary as follows:
Present: Board Members Hall, Kulchin, Blackburn, Douglas and Packard.
Absent: None.
APPROVAL OF MINUTES:
On a motion by Vice President Kulchin, the Board unanimously approved the following minutes:

PUBLIC COMMENT: None.
CONSENT CALENDAR:
ACTION: On a motion by Vice President Kulchin, the Board affirmed the action of
the Consent Calendar, Item #14 as follows:
AYES: Hall, Kulchin, Blackburn, Douglas and Packard.
NOES: None.
ABSENT: None.
WAIVER OF ORDINANCE TEXT READING:
The Board waived the reading ofthe text of all ordinances and resolutions at this Meeting.
14. AB #750 - ADVERTISE FOR BIDS.
Board adopted RESOLUTION NO. 1440. approving plans and specitications for the
Rancho Carisbad Pressure Reducing Station and Meter Replacement; and, authorizing
the District Secretary to advertise for bids. Project No. 5020.

By proper motion, the Special Meeting of March 27, 2012 was adjourned at 6:48 p.m.
