MEETING OF: CITY OF CARLSBAD MUNICIPAL WATER DISTRICT BOARD
AND CITY COUNCIL
(Joint Special Meeting)
DATE OF MEETING: June 11, 2013
TIME OF MEETING: 4:00 p.m.
PLACE OF MEETING: City Hall Conference Room 3,1200 Carlsbad Village Drive, Carlsbad,
California
CALL TO ORDER: President/Mayor Hall called the meeting to order at 4:00 p.m.
ROLL CALL was taken by the Deputy Secretary/Deputy City Clerk, as follows:
Present: Board/Council Members Hall, Packard, Wood, Blackburn and Douglas.
Absent: None.
PUBLIC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION: Board/Council adjourned into closed session at 4:02 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54957.6. To hold a closed session to discuss employer-
employee relations, salaries, salary schedules and compensation in the form of fringe
benefits of its employees represented by CCEA and CPOA with designated staff as labor
negotiators (Julie Clark, Human Resources Director, Debbie Porter, Senior Management
Analyst, Cheryl Gerhardt, Human Resources Professional, Gary Morrison, Chief of Police,
Neil Gallucci, Police Captain, and Steve Berliner, Liebert Cassidy & Whitmore). If
circumstances necessitate the absence ofa specified designated representative, an agent
or designee may participate in place ofthe absent representative so long as the name of
the agent or designee is announced at an open session held prior to the closed session.
2. GOVERNMENT CODE SECTION 54956.9(b). To hold a closed session to discuss
anticipated litigation by the Leucadia Water District.
RECONVENE:
The Board/Council reconvened at 5:32 p.m. with five members present. President/Mayor Hall
announced that Board/Council met in closed session at 4:00 p.m. to discuss two items. The
Board/Council deliberated on what is in the best interests ofthe City and its citizens but took no final
action. Final action, when taken, will be reported out at a subsequent meeting.
ADJOURNMENT:
By proper motion, the Joint Special Meeting of June 11, 2013 was adjourned at 5:34 p.m.
