CALL TO ORDER: President/Mayor Hall called the Meeting to order at 6:41 p.m.
ROLL CALL was taken by Secretary/City Clerk, as follows:
Present; Board/Council Members Hall, Packard, Wood, Blackburn, Douglas.
Absent; None.
MINUTES FORAPROVAL
On a motion by Vice President/Mayor Pro Tem Packard, the Board unanimously approved the Minutes
ofthe following meetings.
Minutes of the Joint Special Meetings held August 27, 2013 (Board only).
Minutes ofthe Special Meeting held August 27, 2013 (Board only).
Minutes ofthe Joint Special Meeting held September 10, 2013 (Board only).
Minutes ofthe Special Meeting held September 10, 2013 (Board only).
CONSENT CALENDAR:
ACTION: On a motion by Vice President/Mayor Pro Tem Packard, the
Board/Council affirmed the action ofthe Consent Calendar,
Item #9 as follows:

NOES;
Hall, Packard, Wood, Blackburn, Douglas.
None.
WAIVER OF ORDINANCE TEXT READING:
The Board/Council waived the reading of the text of all Ordinances and Resolutions at this Meeting.

9. AB #21.380 - APPROVE THE USTING OF UNDERUTIUZED PROPERTIES. AND AMEND THE UST. TO
INCLUDE MAERKLE RESERVOIR EXPANSION PROPERTY AND PAJAMA DRIVE PROPERTY.
Board adopted RESOLUTION NO. 1480. and Council adopted RESOLUTION NO. 2013-238.
approving the Usting of Underutilized Properties and directing City staff to amend the list, to
include Maerkle Reservoir (APN 169-500-05) located in Carlsbad, California, and Pajama Drive
(APN 149-070-47) located in Oceanside, California.
