CARLSBAD QTY COUNCIL (Joint Special Meeting)

PLACE OF MEETING: City Hall Conference Room 3,1200 Carlsbad Village Drive, Carlsbad,
California
CALL TO ORDER: President Hall called the meeting to order at 4:04 p.m.
ROLL CALL vy^as taken by the Deputy Secretary, as follows:
Present: Board Members Hall, Packard, Wood, Blackburn and Douglas.
Absent: None.
PUBUC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION: Board adjourned into Closed Session at 4:05 p.m. pursuant to the following:
1. GOVERNMENT CODE SECTION 54956.9. To hold a closed session to consider initiation
of litigation against the California State Water Resources Control Board, Division of
Water Rights.
RECONVENE;
The Board reconvened at 5:35 p.m. with five members present. President Hall announced that the
Board met in closed session at 4:00 p.m. to discuss one item. Board authorized the initiation of
litigation, the details of which will be released upon request after the commencement ofthe action.
ADJOURNMENT:
By proper motion, the Special Meeting of November 5,2013 was adjourned at 5:38 p.m.
