MEETING OF: THE CITY OF CARLSBAD MUNICIPAL WATER DISTRICT
BOARD OF DIRECTORS AND CITY COUNCIL
(Joint Special Meeting)
DATE OF MEETING: November 5, 2013
TIME OF MEETING: 6:00 P.M.
PLACE OF MEETING: City Council Chamber, 1200 Carlsbad Village Drive, Carlsbad
CALL TO ORDER: President/Mayor Hall called the Meeting to order at 7:20 p.m.
ROLL CALL was taken by Secretary/City Clerk, as follows:
Present: Board/Council Members Hall, Packard, Wood, Blackburn, Douglas.
Absent: None.
APPROVAL OF MINUTES:
Vice President/Mayor Pro Tem Packard stated he would abstain from voting on the Minutes of
the Joint Special Meeting held on October 8, 2013 due to his absence at the meeting.
On a motion by Board/Council Member Blackburn, the minutes ofthe following meeting were
approved as presented.

PUBUC HEARING:
15. AB #21.413 - POTABLE WATER. RECYCLED WATER AND WASTEWATER RATES - NEW RATE
STRUCTURE AND RATE INCREASES.
Senior Accountant Aaron Beanan gave the staff report and PowerPoint presentation (on file in
the office ofthe City Clerk).
President/Mayor Hall opened the duly noticed public hearing at 7:25 p.m.
Hector Rivera, Carlsbad, came forward in opposition to rate increases.
Dan Downing, Carlsbad, gave a brief presentation on an alternate rate structure.
Jack Kubota, Carlsbad, came forward in support ofthis item.

President/Mayor Hall closed the public hearing at 7:34 p.m.
Mr. Beanan responded to questions from Council and explained the progressive pricing structure,
tier rates, fixed charges and usage rates.
General Counsel Celia Brewer confirmed that the State of Caiifornia dictates that protest letters
must be in writing and not via email. A total of 23 protest letters were received.
ACTION: On a motion by Vice President Packard, Board adopted
RESOLUTION NO. 1482. approving a new Potable Water
Rate Structure and increases to the Potable Water and
Recycled Water Rates as well as future rate adjustments
allowing for the pass through of wholesale water costs and
inflationary adjustments for operations and maintenance.

ACTION: On a motion by Mayor Pro Tem Packard, Council adopted
RESOLUTION NO. 2013-257. approving increases in
wastewater rates as well as allowing for the pass through of
inflationary adjustments for operations and maintenance.
