CALL TO ORDER: 9:07 a.m.
ROLL CALL: Hall, Packard, Wood, Schumacher, Blackburn.
APPROVAL OF MINUTES:
Motion by Vice President Packard, seconded by Board Member Blackburn to approve minutes,
motion carried 5-0.
Minutes ofthe Joint Special Meeting held July 22, 2014.
CONSENT CALENDAR:
3. AB #783 - Adoption of Resolution No. 1495 of the Carlsbad Municipal Water District Board of
Directors of Carlsbad, California, to Declare a Drought Response Level 2 - Drought Alert
Condition effective September 1,2014.
Presentation received from Wendy Chambers, Utilities Director/General Manager, and Mario
Remillard, Meter Services and Water Conservation Supervisor (copy on file in the City Clerk's
office).
Mayor Hall asked what impact this will have on local farmers and the strawberry fields. Staff
responded that there are approximately 28 agricultural accounts in Carlsbad, most, if not all,
use drip irrigation, so there is no expectation that any drastic cuts will result.
In response to Council Member Wood, staff stated that the desalination plant is expected to
go online early in 2016. It will be necessary for the City of Carlsbad to build approximately
one mile of pipeline to deliver water from the desalination plant to the city's main system.
ACTION: Motion by Vice President Packard and seconded by Board Member Blackburn,
motion carried unanimously to adopt Resolution No. 1495.
