PLEDGE OF ALLEGIANCE: None. APPROVAL OF MINUTES: Motion by Mayor Pro Tem Blackburn, seconded by Council Member Wood to approve minutes, the motion carried unanimously. CONSENT CALENDAR: None. ORDINANCE FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: None. PUBLIC COMMENT: None. PUBLIC HEARING: None. DEPARTMENTAL AND CITY MANAGER REPORTS: None. July 21, 2015 Carlsbad Municipal Water District Board Special Meeting Page 2 1. AB #810 - Presentation on Water Conservation within the Carlsbad Municipal Water District (CMWD) service area for June 2015. A PowerPoint presentation was provided (copy on file in the Office ofthe City Clerk) by Utilities Director Wendy Chambers and Meter Services Supervisor Mario Remillard. Ms. Chambers announced that funds for turf removal incentives have been exhausted. Any new funding will be announced, but at this time no new fund sources are available. Ms. Chambers informed the City Council that the Carlsbad Municipal Water District (CMWD) is working with the State Water Resources Control Board and San Diego County Department of Environmental Health to access recycled water for local residents and for firefighting purposes. Fill stations are intended to be conveniently located throughout the region. In response to Council Member Packard's question, Ms. Chambers acknowledged that there are currently no methods to capture rain water runoff. Mr. Remillard (see PowerPoint presentation for zones and water use) informed council that zones have been identified throughout the city to better evaluate which regions need to be further educated as to how to better conserve water. Furthermore, commencing in August, 2015, water utility bills will reflect the water use comparison between usage occurring in June 2013 and current usage. Council Member Wood requested data concerning new residential building in the City of Carlsbad and water use to aid the council in responding to the public's concerns regarding the impact of new construction on water restrictions. Ms. Chambers agreed to provide the City Council with this information. ACTION: Report Received. PUBLIC COMMENT: None.
