Minutes of the Special Meeting held March 15, 2016. Minutes of the Special Meeting held March 22, 2016. Motion by Vice President Wood,seconded by Board Member Schumacher,to approve the minutes as presented. Motion carried unanimously, 5/0. CONSENT CALENDAR: ACTION: Motion by Vice President Wood, seconded by Board Member Schumacher, to approve Consent Calendar Item No. 11. Motion carried unanimously, 5/0. 11. AB #831 —Approval of Resolution No. 1546 authorizing execution of a professional services agreement with NV5,Inc.for engineering design services for the recycled water storage reservoir at the D Tank Site on Black Rail Road, Project No. 5210. PUBLIC HEARING:None. DEPARTMENTAL AND EXECUTIVE MANAGER REPORTS: 12. AB #832 —Approval of Resolution No. 1547 authorizing execution of the Uniform Contract with the San Diego County Water Authority for the purchase of treated water from the Claude "Bud" Lewis Carlsbad Desalination Project; and, Approval of Resolution No.1548 authorizing execution of the First Amendment to the Reimbursement Agreement with the San Diego County Water Authority for the planning and design of the Carlsbad 5 Flow Control Facility (Project 5038) and pressure reducing valve. April 12, 2016 Carlsbad Municipal Water District Special Meeting Page 2 Utilities Director Wendy Chambers and Senior Accountant Aaron Beanan presented the report and reviewed a PowerPoint presentation (on file in the office of the City Clerk). Board Member Schumacher confirmed that the 2029 breakeven point includes having the flow control facility constructed. Vice President Wood confirmed that as time goes by and technology improves regarding filtration and the energy delivery system at the desalination plant, the City may realize cost savings relating to the purchase price of desalinated water. In response to Vice President Wood,Keith Lewinger, the City's representative on the San Diego County Water Authority Board explained that droughts in southern California typically occur every seven years.He further stated that there have been four droughts in the past 30 years. Motion by Vice President Wood,seconded by Board Member Schumacher to adopt Resolution No.1547 authorizing the execution of the Uniform Contract with the San Diego County Water Authority for the purchase of treated water from the Claude "Bud"Lewis Carlsbad Desalination Project; and, To adopt Resolution No.1548,authorizing execution of the First Amendment to the Reimbursement Agreement with the San Diego County Water Authority for the planning and design of the Carlsbad 5 Flow Control Facility (Project 5038) and pressure reducing valve. Motion passed unanimously, 5/0. 13. AB #833 —Receive a presentation from Keith Lewinger, Carlsbad Municipal Water District representative on the San Diego County Water Authority Board, regarding a proposed rate increase by Metropolitan Water District. Mr.Lewinger provided a PowerPoint presentation (on file in the office of the City Clerk) updating the Board on a proposed rate increase by Metropolitan Water District. Vice President Wood confirmed that water districts are required to produce a balanced budget just like charter or general law cities. The Board expressed their appreciation for Mr.Lewinger's presentation and received the report.
