APPROVAL OF MINUTES:
Minutes of the Special Meeting held April 12, 2016.
Motion by Vice President Wood,seconded by Board Member Schumacher,to approve the
minutes as presented. Motion carried unanimously, 5/0.
CONSENT CALENDAR:
ACTION: Motion by Vice President Wood, seconded by Board Member Schumacher, to approve
Consent Calendar Item Nos. 14 and 15. Motion carried unanimously, 5/0.
14. AB #834 —Approval of Resolution No. 1549 authorizing the Executive Director to execute a
License Agreement with New Cingular Wireless PCS,LLC to operate a wireless
communications facility at the Twin D Tank Sites (6640-6650 Black Rail Road).
15. AB #835 —Approval of Resolution No.1550 accepting bids and awarding a design build
contract to Habitat Restoration Sciences,Inc.in the amount of $310,100 and appropriating
$225,000 for the Lake Calavera Preserve Palm Grove Removal and Native Plant Restoration.
Project No. 3821.
PUBLIC HEARING:
16. AB #836 —Consider adoption of a resolution approving the 2015 Urban Water Management
Plan for Carlsbad Municipal Water District.
Senior Engineer Shadi Sami and Rosalyn Prickett, Senior Water Resources Planner from RMC
Water and Environment presented the report and reviewed a PowerPoint presentation (on
file in the Office of the City Clerk).
In response to an inquiry from President Hall, Engineer Sami explained that if the desalination
plant produces additional water due to enhanced technology, the Carlsbad Municipal Water
District is entitled to purchase 5.2%more water than is stated in the water purchase
agreement.

President Hall opened the Public Hearing at 7:17 p.m.
Vicky Syage asked where tourist and timeshare populations fit into the Water Management
Plan data.
Linda Breen expressed concerns relating to the enforcement of water conservation rules.
Seeing no one else wishing to speak, President Hall closed the Public Hearing at 7:20 p.m.
Consultant Prickett explained that the tourist data information was included as part of the
commercial sector data.
The Board expressed their appreciation for the information presented.
President Hall commented that the County of San Diego has taken several measures to ensure
adequate water supplies for the region.
ACTION: Motion by Vice President Wood, seconded by Board Member Schumacher, to take
public input, close the Public Hearing and adopt Resolution No.1551,approving the 2015
Urban Water Management Plan for Carlsbad Municipal Water District.Motion carried
unanimously, 5/0.
