CALL TO ORDER:6:30 p.m.
ROLL CALL:Hall, Wood, Schumacher, Blackburn, Packard.
APPROVAL OF MINUTES:
Minutes of the Special Meeting held September 13, 2016.
Motion by Vice President Wood,seconded by Board Member Schumacher,to approve the
minutes as presented.Motion carried, 4/0/1 (Hall —Abstain due to his absence at the September
13, 2016 meeting).
CONSENT CALENDAR:None.
WAIVER OF ORDINANCE TEXT READING:
This is a motion to waive the reading of the text of all ordinances and resolutions at this
meeting.
PUBLIC HEARING:None.
DEPARTMENTAL AND EXECUTIVE MANAGER REPORTS:
6.SET PUBLIC HEARING DATE FOR PROPOSED INCREASES TO WATER RATES —Adoption of
Resolution No.1555 setting the Public Hearing date regarding a new rate structure and
proposed increases in potable water and recycled water rates for November 29, 2016. (Staff
contact:Ligeia Heagy, Public Works)
Finance Manager Aaron Beanan gave an overview of the staff report.
In response to an inquiry about current reserves from Board Member Blackburn, Mr. Beanan
stated that water is at 71 percent, recycled water is at 200 percent, and wastewater is close
to 100 percent.

Board Member Schumacher asked about the Metropolitan Water District lawsuit possibly
being settled in the third quarter of next year and what impacts that may have on the City.
Mr.Beanan replied the overages will be around $524 million from 2011-2018.The City's
average share is about 3.8 percent equaling a $20 million estimate.
ACTION: Motion by Vice President Wood, seconded by Board Member Schumacher, to adopt
Resolution No. 1555. Motion carried unanimously, 5/0.
