APPROVAL OF MINUTES: Minutes of the Special Meeting held October 4, 2016. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Motion by Vice President Wood, seconded by Board Member Schumacher, to approve the minutes as presented. Motion carried unanimously, 5/0. PUBLIC HEARING: 9. PUBLIC HEARING FOR PROPOSED INCREASES IN POTABLE AND RECYCLED WATER RATES AND SETIING A PUBLIC HEARING DATE FOR PROPOSED FIXED FIRE SERVICE CHARGES-Conduct a majority protest Public Hearing and consider adoption of Resolution No. 1557 approving a new rate structure and increases in potable and recycled water rates in January 2017 and January 2018 and setting a Public Hearing date of January 24, 2017 regarding consideration of the proposed fixed fire service charges. (Staff contact: Ligeia Heagy, Public Works) Finance Manager Aaron Beanan presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Finance Manager Beanan announced that as of the beginning of the meeting, 1.37 protest letters had been received and as such, a majority protest did not exist. President Matt Hall requested that everyone view the slide titled, "Potable Water Rates" which provided an explanation of how the costs had been distributed. In response to Board Member Blackburn, Finance Manager Beanan explained why the City cannot just use money from the General Fund to cover the increased water rates. Board Member Schumacher asked if the increase in rate included the Phase Ill Bond Debt Service for the Recycled Water. Finance Manager Aaron Beanan confirmed this information. In response to Board Member Packard, Finance Manager Beanan listed the other avenues that the district and county have invested in to diversify portfolios with the inclusion of desalination to minimize the impact of these increased rates. President Hall opened the duly noticed Public Hearing at 6:44p.m. November 29, 2016 Carlsbad Municipal Water District Special Meeting Page 2 Glenn Bernard congratulated the election winners and spoke regarding monopolies and overcharges. Giovanni Bertussi, in opposition of the water rates, stated that he was going to provide a brief overview of a 16 point letter he had submitted to the Council for review. Kris Wright spoke in opposition of the water rates, providing the results of research and calculations she conducted. Brian Connor thanked the Council for all the hard work they do and stated that increase of rates is a normal process over time. Jack Kubota spoke in support of staff's recommendation and thanked the Council for never having personally experienced a shortage of water. Seeing no one else wishing to speak President Hall closed the duly noticed Public Hearing at 7:04p.m. President Matt Hall asked City Clerk Barbara Engleson to report the number of protests received. City Clerk Barbara Engleson stated that under the provisions of Prop 218, the City needed to receive a total of 14,751 official written protest letters of which only 137 written protest letters had been received. Therefore, Council could move forward with consideration of the rate increase. ACTION: Motion by Vice President Wood, seconded by Board Member Schumacher, to adopt Resolution No. 1557. Motion carried unanimously, 5/0. ADJOURNMENT: Meeting was adjourned at 7:29 p.m.
