Motion by Vice President/Mayor/Vice Chair Blackburn, seconded by Board/Council/Commission
Member M. Schumacher, to approve the minutes as presented. Motion carried unanimously,
5/0.
CONSENT CALENDAR:
WAIVER OF ORDINANCE TEXT READING:
This is a motion to waive the reading of the text of all ordinances and resolutions at this meeting.
Item No. 13 was pulled for discussion.
13. LOCAL CONFLICT OF INTEREST CODE UPDATE -Adoption of a City Council Resolution No.
2017-171 amending the Local Conflict of Interest Code of the City of Carlsbad; and,
Adoption of a Carlsbad Municipal Water District Board of Directors Resolution No. 1579
amending the Local Conflict of Interest Code of the Carlsbad Municipal Water District; and,
Adoption of a Community Development Commission Resolution No. 539 amending the Local
Conflict of Interest Code of the Carlsbad Community Development Commission; and,
Adoption of a Public Financing Authority Resolution No. 74 amending the Local Conflict of
Interest Code of the Carlsbad Public Financing Authority. (Staff contact: Sheila Cobian, City

President/Mayor/Chair Hall, suggested and Board/Council/Commission Member C.
Schumacher concurred that the proposed Conflict of Interest Code should also require that
the Beach Preservation and Historic Preservation Commission members file Form 700 -
Statements of Economic Interests.
Pat Amador expressed concerns relating to a possible violation of the conflict of interest code
at the State of the City event held by the Chamber of Commerce. She questioned if a link on
the screen during the event was displayed by the City.

ACTION: Motion by Vice President/Mayor Pro Tern/Vice Chair Blackburn, seconded by
Board/Council/Commission Member M. Schumacher, to adopt City Council Resolution No.
2017-171, Carlsbad Municipal Water District Resolution No. 1579, Community Development
Commission Resolution No. 539 and Public Financing Authority Resolution No. 74 as amended
to include the Beach Preservation Committee and Historic Preservation Commission
Members will be required to file Statements of Economic Interests. Motion carried
unanimously, 5/0.
