APPROVAL OF MINUTES:
Minutes of the Joint Special Meeting held August 22, 2017.
Minutes of the Joint Special Meeting held September 12, 2017.
Motion by Vice President/Mayor Pro Tern Blackburn, seconded by Board/Council Member M.
Schumacher, to approve the minutes as presented. Motion carried unanimously, 5/0.
CONSENT CALENDAR:
ACTION: Motion by Vice President/Mayor Pro Tern Blackburn, seconded by Board/Council
Member M. Schumacher, to adopt City Council Resolution No. 2017-215 and Carlsbad Municipal
Water District Board Resolution No. 1586. Motion carried unanimously, 5/0.
10. AMENDMENT TO CITY AGREEMENT WITH SOUTHWEST STRATEGIES, LLC AND APPROVAL OF
CMWD AG REEM ENT WITH SOUTHWEST STRATEGIES, LLC. -Adoption of Resolution No. 2017-
215 authorizing the amendment of a City of Carlsbad Master Service Agreement with
Southwest Strategies, LLC for communications and outreach services to reduce the
compensation from $300,000 to $200,000; and
Adoption of Resolution No. 1586 of the Board of Directors of the Carlsbad Municipal Water
District Board, authorizing the execution of a new one-year Carlsbad Municipal Water District
Master Service Agreement with Southwest Strategies, LLC for communications and outreach
services in an amount not to exceed $100,000 per year. (Staff contact: Craddock Stropes,
