The regular meeting of the Parks, Recreation, Beach and Tree Commis- sion was held in the City Hall on December 29th, 1953, at 7:00 P. M. The following members were present: Howard 0 lei ham, Mrs. Sutton, Jerry HcOlellan, Mrs. Felt and Krs. Stuart. Minutes of the November 24-th meeting were read and approved. Mr. Max iiwald explained plans for the development of a park site at the north end, starting at Oak Avenue. Plans provide for blacktop paths, picnic tables, and steps to the beach. It was suggested that the Beach Committee follow up on these plans. A letter was read from Mr. L. Kenyon, District Superintendent, State Division of Beaches and Parks, regarding his meeting held with an ap- pointed committee to represent this commission, asking for funds for Beach and Park development. His letter stated no funds would be avail- able until 1956. A report was made by Jerry HcClellan on the information in prices of trees most suited to location and proper distances of planting in the Palisades are. The following planting was most favorable to these lo- cations: ifl Area. Both sides of Garfield between Walnut and the lagoon; with Flaming .Eucalyptus set 4-5 feet apart, requiring 172 trees. #2 Area. Both sides of streets west of Garfield, from Walnut to the lagoon, with Myoporum set 20 feet apart, requiring 4-81 plants. #3 Area. Both sides of streets, east of Garfield from Walnut to the lagoon; Pittosporiem set 4-0 feet apart, requiring 322 plants. It was decided to have a special meeting of the Commission on Janu- ary 12th at 7OO P. M. and invite the residents of the above-named dis- tricts to be present to make final arrangements for planting and financ- ing the purchase. This will be the Second unified tree planting for the beautification of Carlsbad. The Carlsbad City Council approved our going further in acquiring the property at Basswood and Pine on a ten-year lease from the San Diego County Supervisors for a park site. The City Attorney has been requested to prepare a lease on a ten-year basis at .?35.00 per year, with option to buy and with a cancellation clause for either party. — 1 — A letter was read from Mrs. Bandy regarding the old buildings on this property and stating a petition of the neighbors request these buildings be torn down . The Shore ^ine Planning Association has written this Commission tell- ing about the funds available from oil for Beaches and Parks. We were asked to write Mr. Stanley Tornlinson, Santa Barbara, State Assemblyman on the Interim Committee. A motion was made by Jerry HcClellan and seconded by Mrs. Felt to request the City Council to reply to this letter, asking that these funds be allocated. Motion carried. Mr. Old ham read a letter he had written to the Harbor Committee re- garding mud, dirt and sand being deposited on the Beach, both north and south of the dredging at the lagoon, asking that an emergency fund be set up to protect the beaches as Carlsbad would not have the money to take care of such a project. These letters were sent to Mr. Drury, State Di- vision of Beaches, Sacramento, Mr. Mm. Kenyon, District Superintendent, San Clemente, members of the Harbor Committee, Mr. Guilford Whitney, San Diego, and. Mr. Leo Carrillo, 639 S. Channel lid., Santa Monica. A letter to the City Council from the Harbor Committee was read, urg- ing action be taken in behalf of the small boat harbor and also asked they contact the San Diego Gas cb Electric Company to see whrt could be done. A memorandum from Ed Hagen, Carlsbad City Clerk, to the effect that this Commission ask the Carlsbad Mutual Water Company for a lease on the area at the end of Park Avenue where the storm drain is situated. Motion made by Mr. McClellan and seconded by Mrs. Felt that Mr. Dldham contact Mr. Trygg regarding a lease and refer the findings to the City Council. Motion carried. General discussion vras had regarding the 195^ budget for the Commis- sion. Some suggestions were the necessity of having a maintenance man for beaches and trees allocated to this committee, overall plan of beautif ication on beaches and. tree planting, also the need of a life guard, and refuse cans. There being no further business, a motion was made by Mrs. Sutton and seconded by Mrs. Stuart to adjourn. Respectfully submitted, VESTA STUART, Secretary.
