RECREATION , BEACH AND TREB COMMISSION June 10 T 19 *& A special meeting was called, for June 10, 195^, of the Parks, Rec- reation, Beach and. Tree Commission at the HcClellan Insurance office at 7:30 P. H. Present were lirs. Pelt, Chairman; Mrs. Christiansen, Dr. Glines, Hr. Westree, Jerry HcClellan and Mrs. Stuart. This meeting was called for the purpose of completing the budget for the fiscal year 195*1- and 1955. Heading of the minutes of the Hay meeting was held over until the regular meeting in June. Reports of the committees contributing to the budget content were heard and discussed. (1) TREES - Mr. Westree had made a survey and consulted, a number of tree surgeons and. submitted their bids. He brought Hr. H. L. Bowman, owner of the Valley Tree Service, Rt. #2, Box #^67, Escondido, California, who outlined how best to get beauty and safety in trimming the eucalyptus. He recommended topping 30 to ^-0 and in some cases 50 feet - not a uniform shape, however, He estimated on an overall run of the trees, based on 100 trees, a cost of .$5000.00. He also said in some extreme cases a use of cables would run betvreen &10.00 and #15.00 per tree. A bid by the Davey Tree Surgeons, submitted by Hr. Nixon (area supervisor) was ^50.00 per tree. Mr. Lange sent us a detailed map showing eucalyptus and cypress trees, showing 1/-J-0 trees needing work, total, ^8850.00, or ^63.00 per aver- age tree. After talking this over, a motion was made by Mrs. Christiansen and seconded by Dr. Glines that we request .^5000.00 for 100 trees for the fiscal year. Motion carried. (2) LIFE GUARD - BEACH EQUIPMENT. Dr. Glines gave a very detailed report in writing, which is on file, requesting $1900.00 to be budgeted for this project. A motion was made by Jerry HcClellan and seconded by Mr. Westree that Dr. Glines report be accepted by this committee and placed in the budget. Motion carried. The detailed report was given the Council by Dr. Glines. (3) SANITATION FACILITIES FOR BEACH. Mrs. Christiansen reported she had talked with Leo Williams regarding the chemical units and learned he would service these units for ^7.50 each, and Mr. Casey will service at «.J8.00, This does not include the rental of same. Mr. HcClellan obtained information - 1 - and. got the figure of rental and service at ^30.00 a unit. Motion made by Jerry licClellan, seconded by Mr. Westree, that the following be included in the budget: Rental of ^ chemical units plus service @ iOO.OO per unit, from July 1st to October" 1st, #360.00 The minimum number of facilities recommended, by the County man was 8 units, also based on an estimate of i;?100.00 each for the construction of ^ units to be owned by the City, costing ^00.00, or a total of jj?60.00. Motion carried. (i|<) PARK SITE. The Chairman, Mrs. Felt, reported to the Committee that she had appeared as requested before the City Council in behalf of acquiring a park site so it could be placed in the budget. It was referred to Mr. Button and he came to the meeting and gave us pertinent information regarding the site known as the County Road Station at Basswood and Pio Pico. He had, talked, with Mr. G-ehringer , County purchasing agent, who had told him that this property was carried, by the County at i? ^,6^1.00 and the buildings at :;?2100.00, also stating they wanted to get ^7000.00 for the property. It was suggested that we offer them .^,6^14.00, as the buildings are of no value, and that we make no down payment and in making our plans base it on the price of -i?6000.00, which is considered cheap, and pay at the rate of 1 per cent a month or i?6o.OO, which is ^720.00 a year. We could pay until the title is clear or we could discontinue at any time. The Commission requested Hr. Sutton to convey to the Council our desire that en offer be made for this park site. The Chairman suggested we add to our budget the request that the City Council consider arranging a weekly clean-up of the Beach; also that street pedestrian crossing marks be placed at appropriate places on Carlsbad. Blvd. to provide safety for thos wishing to go to the Beach. The Chairman also reported that a letter had been written to the City Council about the in- creasing number of people using the jetty, lagoon and south beach. It was reported by Mrs. Stuart that the Gas Company had immediately posted many signs of warning. Our total budget was 58,380.00. A copy of the budget as sent to the Council is attached.
