HomeMy WebLinkAbout1955-07-21; Parks & Recreation Commission; MinutesMINUTES OP MEETING OF THE CARLSBAD PARK* AND RECREATION COMMISSION July 21, 1955 The meeting was called to order at 7:*K> p.M. by Chairman Westree, Present besides the Chairman were Comma, Christiansen, MoClellan, Nielson, felt, and City Manager Nelson* Mr« and Mrs. K. W. Miramontes, the State Hanger and his wife, were also Invited to attend'* Christiansen moved that the City Manager be given a "great big vote of thanks* for the splendid way In which he coordinated the plans for the City Picnic held on July 16th. Seconded by Nielson, All ayes. Motion carried, Mr, Nelson inquired as to the possibility of the picnic becoming an annual affair and, if so, what type of celebration would be favored. After discussion, It was decided that it should be on a family basis as a community project. Felt moved that an annual picnic for the City of Carlsbad be held on the Saturday date which falls nearest the date of the City's Anniversary on July 16th, Seconded by Nielsen, AH ayes. Motion carried, AJ letter was read from Mr. C. E. Trygg, Manager of the Carlsbad Mutual Water Company, stating that no 2* pipe Is available to the City for use at the park, Mr. Nelson announced receipt of an invitation from the City of San ^iego to attend the Mission Bay Fiesta which will be held on July 23rd, commencing at 1:30 P.M, Mayor Bde will be unable to attend and would like any members of this Commission who wish to do so to attend representing Carlsbad, Chairman Westree inquired as to the action taken by Mr", Anthony, Public Works Director, on the beach clean-up, Mr. Nelson stated that only the property owned by the City can be policed by the City and that it is illegal to use City funds for clean-up of privately owned beaches, Mr, Anthony is attempting to obtain a map showing where private boundaries are located, Mr, Nelson suggested a meeting of private property owners to discuss a beach clean-up but it was the general feeling of the Commission that such a meeting was not desirable as it might arouse ill-feeling among the owners and would result in the fencing off of their private beaches - 1 - to the public* Comm. Christiansen reported that she had talked with Mr. John and he had made arrangements with the San Diego Gas and Electric Company to obtain eighteen (18) 50 gallon barrels which would be suitable for use as trash oans at the beaches. These cans will need to be picked up, stored and painted* The State Ranger was asked how many of these barrels he would need and it was decided that eight (8) of the barrels would be loaned to the State Beach for use until further arrangements can be made* A beach clean-up campaign was discussed at length and it was planned that it should be a community affair to include the Mexican-American Group, Boy Soou^ts, Boys' Club and any other youth groups wishing to participate* Also, that the campaign be given adequate newspaper publicity to educate the public on the problem of keeping the beaches clean. Mr* Nelson stated that there is thirteen dollars ($13,00) left from the picnic fund which could be used for the purchase of soft drinks for the organizations participating* MoClellan moved that the Commission approve an expenditure, up to $50*00, for the purpose of acquiring, painting and placing in position of the 50 gallon barrels for waste disposal and procurement of signs directing persons to the public beaches. Seconded by Nielson, AH ayes. Motion carried* In view of the fact that John MoKjfeig has shown considerable interest in beach clean-up, it was decided to approach him In regard to serving as Coordinator for this campaign and also to Inquire if he would be interested in an appointment to this Commission If the City Council so designates* Christiansen moved that a letter be forwarded to Mr. McKjteig expressing the Commission's appreciation for his efforts towards this project. Seconded by Stuart, All ayes. Motion carried. Mr. Nelson stated that the City will take care of the procuring, painting and stenciling of the barrels. They will be painted red with white stenciled lettering to read "THANK YOU." Mrs. Stuart commented that in the Gity of -Laguna Beach, the Parks and Recreation Commission recommend to the Planning Commission - 2 - and the City Council that certain designated trees be planted on the property when the building permits are Issued* The Commission discussed this plan and it was felt that such an arrangement would do much towards the beautifioatlon of Carlsbad'* Stuart moved that this Commission recommend to the City Council and the Planning Commission that they consider including tree planting as a requirement on building permits on new property. Seconded by Christiansen, All ayes'* Motion carried. Mr. Nelson reviewed the budget which has been tentatively approved for the Parks and Beer eat ion Commission* Items listed as follows: $ 100 .00 Water 240.00 Hental Toilet Units 2,000.00 Tree Pruning 1,060.00 Materials and Supplies, Plantings, and Equipment*^ $ 3,^00.00 Total Mr. Nelson read excerpt from the minutes of the Budget Meeting setting forth the Council's views on the Park expenditures and improvements1. It was announced by Chairman Westree that the next regular meeting will be held on August 18th. Discussion was held regarding further steps to be taken in the installation of park facilities. The Commission decided that the piping plan for the park should be presented to Mr. Anthony and that he should go ahead with the procurement and laying of the pipe as soon as possible* Christiansen stated that she felt that the Commission should proceed with arrangements for tree pruning* Due to the fact that the appointment of two new members, will take place before the next meeting, Christiansen moved that action be delayed pending the approval of these members* The meeting was adjourned at 9:55 **«M* CARLSBAD PARKS AND RECREATION COMMISSION - 3 - COUNCIL AC?TON ON PARKS & RECREATION (. ,M. PARKS & Copies of the Parks, Recreation, Beach and Tree Commission RECREATION proposed budget were passed to the Council, showing a total COMMISSION pf *24»057. The City Manager explained that certain items had been transferred to Capital Outlay, and the Life Guard's services had been eliminated, since kxot the State had taken over this service as of July 1, leaving a total in the budget of 13895.00. There was considerable discussion about the development of the park and it was the feeling of the Council that it would be a mistake *o do any substantial planting until provision for watering and maintenance is assured* It was agreed that the playground and picnic grounds could be developed as they would not require any great amount of maintenance* In view of the fact that sewer connection should be available by midwinter, it was decided to reduce the appropriation for temporary toilets to $240*00. Materials and supplies, plantings, and equipment and storage was cut from $1075 to $1060, tree pruning put in at $2000.00, and water at $100.00, amount* ing to * total of $3400.00, at which figure the Parks budget was tentatively approved by common consent of the Council*
