ROLL CALL; Betty Wollrich Juanita Rhodes Don Egermayer APPROVAL OF MINUTES: Raul Tarango James Kinghorn Bud Lewis, Councilman Mr. Johnson requested that the last sentence in the • second paragraph under Ballfields - Laguna Riviera be omitted. The minutes of the November 17, 1975 meeting were approved with the correction. _ NEW BUSINESS; A. Field Trip to SDG&E Property - Commission The Commission agreed to take the field trip on January 7, 1976 at 9:00 a.m. Departure is from the Parks and Recreation Office. B. • Field Trip to Carrillo Ranch - Commission January 7, 1976 was chosen as day to go to ranch following visit to SDG&E property. C. Park Caretakers and Recreation Leader II C.E.T.A. Personnel The Parks and Recreation Department has an opportunity to. acquire additional C.E.T.A. personnel. Mr. Johnson has requested 4 Caretakers and 1 Recreation Leader II. To date, Mr. Johnson does not know how long these employees will be employed. Juanita Rhodes moved the Parks and Recreation Depart- ment hire 4 Caretakers and 1 Recreation Leader II. Raul Tarango seconded the motion. Ayes OLD BUSINESS; A. Calavera Lake The County of San Diego is ready to go the County Board of Supervisors- with their, master p~lanv The final plan totals approximately 700 acres at a cost of $23 million. Mrs. Wollrich asked when the Commission would see the final plan. —Mr. Johnson said he would show the plan to the Jommission on January 7, 1976 to \& \fi\ X I I X X X MINUTES OF:CITY OF CARLSBAD PARKS AND RECREATION COMMISSION MEETING COMMISSIONERS TE OF MEETING : •J.J.ME OF MEETING : PLACE OF MEETING: December 15, 1975 7:30 p.m. City Council Chambers Calavera Lake Continued: Mr. Egermayer requested the area be visited by the Commission the same day of the field trips to SDG&E and the Carrillo Ranch property. Mr. Johnson has requested a meeting with the County of San Diego, City of Oceanside and City of Carlsbad to discuss this plan. Mr. Egermayer asked the source of acquiring $23 million for this project. Mr. Johnson stated the County wants each city to contribute something (wants the City of Carlsbad to contribute land valued at $1.9 million), and will request federal grants.. Money from the 1974 State Bond Act is available. Mrs. Wollirch asked Mr. Johnson to inform Commission when the master plan would go to the Board of Super- visors . B. Permanent Christmas Tree - Rotary Park The permanent Christmas tree in Rotary park has been planted and paid for by the Downtown Merchants Associa- tion. The electricity has also been installed. C. Laguna Riviera - Ballfields The City Council has approved development of Laguna Riviera Park. There is the possibility of developing all four of the ballfields. Most of the construction will be done by Parks and Recreation staff. D. Magee Park - Architect The Review Committee has selected Environmental Design and Graphics to be the architect on the Magee Project. All three of the firms that were interviewed will be . presented to the City Council with the recommendation | from the Review Committee. Mrs. Wollrich added Environmental Design was not a . licensed architect, however, Mr. Johnson had checked with Sacramento and found a license was not required for this particular project. Mrs. Wollrich suggested a meeting of the Parks and Recreation Commission, civic groups and any concerned citizens with an interest in the restoration of the Magee House. « E. Park Caretakers - Full Time Personnel The Eersonnel Department has received 284 applications for the position of Parks Caretakers. Interviews are being conducted with 43 of those applicants. There are five positions available. MINUTES OF:CITY OF CARLSBAD PARKS AND RECREATION COMMISSION MEETING COMMISSIONERS :E OF MEETING : December 15, 1975 TIME OF MEETING : 7:30 p.m. PLACE OF MEETING: City Council Chambers DIRECTOR REPORTS Swimming Pool The site at Magnolia and Valley has been removed from the priority list because the school district has indicated it will use the property to expand their facilities. Negotiations with the property owners of the Chestnut and Monroe site are at a stand still. Jim Kinghorn moved that it be recommended to the City Council that condemnation proceedings be started to acquire the Chestnut and Monroe site. Juanita Rhodes seconded the motion. Mr. Johnson stated the property at Elm and Valley may still be available. Mr. Kinghorn stated he did not want the pool placed on property simply because it is availalbe. The pool should be placed in a location where it can be best utilized. Ayes, Open Space Maintenance Assessment Districts Mr. Johnson stated that Chula Vista is the onlv other city in the county trying to establish open space maintenance districts. A report was enclosed in the Commission packets -for their review. Mr. Johnson asked for their comments at the next meeting. Tennis Courts - High School It would cost $12,000 this year and $16,000 next year to light the tennis courts at the high school. Mrs. Wollrich asked if the schools would contribute to the project. Mr. Johnson stated he would suggest they contribute. Mrs. Wollrich asked how could city spend money on property not owned by the city. Mr. Lewis stated a joint powers agreement would allow the project. Mrs. Wollrich asked if the courts had been resurfaced, Mr. Lewis said no. Mrs. Wollrich asked why light badly damaged courts. Mr. Johnson stated the courts were not that badly damaged and there isn't any place to build new courts. Since the courts are used constantly, it is a good idea to light them. "Mrs. Wollrich asked who would pay for the electricity. Mr. Johnson stated Parks and Recreation would pay for the electricity. Little League Fields Mr. Johnson showed a map of the little league ball fields. A trailer has been put in a corner of one of the fields. Mr. Johnson proposed lighting two of fields so the children would have more playing time since one of the fields has been eliminated. Mr. Lewis pointed out the problem of having young children playing at night. Mr. Kinghorn stated it was not a major problem for Bobby Sox to play at Valley. Mr. Johnson stated he had received complaints. Mrs. Wollrich stated she had been asked to contribute to ballfields in Oceanside for Carlsbad Bobby Sox. The discussion is to be continued at the next meeting. Bi Centennial Meeting Mr. Johnson has been attending these meetings. Mr. Johnson requested a meeting with Mr. Lewis and Mrs. easier to discuss some ideas he has. Electrical System - Holiday Park Mr. Johnson stated the department is working on plans for an electrical system at Holiday Park. New Commissioner - Raul Tarango Mr. Johnson welcomed Mr. Tarango to the Parks and Recreation Commission. Batiquitos Lagoon Regional Park Mr. Johnson asked Mr. Egermayer to summarize a meeting he attended regarding Batiquitos Lagoon with the Count of San Diego. Mr. Egermayer stated he believed it would be a long time before a park would be developed. The Corps of Engineers made it clear there were approximately 6 agencies that would have to give favorable reports to them before they approve the development. John Sue and Associates' proposal included dredging 2/3 of the lagoon for boating and fishing west of Interstate 5. The upper 1/3 is to be retained as a wild life perserve. Park development plans were extravagant. Mr. Egermayer estimated it would be 12 to 15 years before anything was done. i A report will be sent to the Commission.
